The Treasury warrant of June 3 last, supra, p. 76, directed 2,000l. per week to be paid to said Kent and Charles Duncomb up to a total of 22,000l. in repayment of the like sum lent by them for paying off ships. The like warrant of June 19 last, supra, p. 102, directed repayment to them of a further 50,000l. which they agreed to advance for paying off ships, etc. Afterwards when the said Kent and Duncomb had advanced and paid 32,600l. (part of the said 50,000l.) to Edward Seymour, Treasurer of the Navy, it was thought fit that the balance of 17,400l. should be by them advanced as follows, viz., 12,105l. to the Treasurer of the Navy for several uses of the Navy, 3,840l. to the Treasurer of the Ordnance for several uses of the Ordnance, 955l. to Henry Sidney, Esq., Envoy Extraordinary to the States General, and 500l. to Prince Rupert on his pension; whereupon the Treasury warrant of July 17 last, ut supra, pp. 134–5 directed the issue of the said 12,105l., 3,840l. and 955l. to the said persons accordingly, to be paid over to said Kent and Duncomb in satisfaction of the like sums to be by them advanced as aforesaid. The abovesaid several warrants are hereby to be executed according to the respective directions therein. Further said Duncomb and Kent have agreed to advance 4,000l. more for the Navy. It is therefore hereby ordered that out of such moneys as shall be paid into the Exchequer by Richard Kent [in his capacity as Customs Cashier and] upon his account of Customs (over and above the 3,600l. per week which he is to pay in for the Navy and Privy Purse) 4,000l. be issued to the Treasurer of the Navy, to be by him paid over to said Kent and Duncomb in satisfaction of said sum to be so by them advanced. |

Prefixing: articles of instruction to said Commissioners. (1) To view and perambulate same and observe present state and condition thereof, what quantities of timber serviceable for shipping, old trees fit to be sold. and quantity of trees felled and by what authority since 1673. (5) Whether all the sales of timber and offal wood within the time aforesaid have been made upon proclamations in the market towns near the said forests, or sold to private chapmen at under rates: [if the latter] by
whom and to what damage to the King; and whether any chapman has taken or cut more wood than was sold to him. (6) What fees, poundage or other reward the woodward or his deputy has demanded or taken for any timber felled by him. (7) In what manner the timber trees and other trees are browsed and lopped, and by whom, and of what value the browse (as it is taken) is estimated to be yearly to the keeper of every walk and what stock of cattle is allowable for each keeper to depasture in his walk, and who has exceeded that number, and to what damage. (8) How are the coppices in each forest preserved and the young standards raised up according to law, and who is the present woodward that takes care of them, or by whose default are they neglected or cut down at the fellett and not sufficient stores left, and what trees or timber is usually taken one year with another for stakes, posts and rails for the fences in each forest; and are the same made of such timber as may best be spared and no bigger than they ought, for what and by whom are they usually sold and how long after they are set up and to whose use and benefit. Same for allowance and discharge as follows to be given to Sir John James and Robert Huntingdon [late Treasurers or Receivers and Commissioners of Excise]. Said James and Huntingdon did by agreement with the late Treasurer Danby advance and lend several sums of money upon tallies struck on the Excise which tallies were delivered to them for their repayment. By several orders drawn and registered (by virtue of the privy seal of October 16 last on the Eighteen Months' Assessment the sum of 200,000l. was made payable to said James and Huntingdon to enable them to pay off such tallies as should be levied and stricken upon them as Commissioners and Receivers of Excise: and by the said privy seal they are made accountable for the moneys received upon such orders as if it were part of the Excise revenue. They did afterwards agree to assign 100,000l. upon the said orders [in order] to raise money for other the King's necessary uses. They did accordingly make assignments to several persons and thereupon by virtue of the great seal of March 10 last tallies of assignment were levied at the Receipt for the sums so assigned and were delivered to them. Said tallies being chargeable on the overplus of the Excise. Now the sum of 15,000l. has lately been paid by direction of the Treasury to said James and Huntingdon in repayment of so much of the money which they advanced as aforesaid. and thereupon they have not only delivered up 15,000l. worth of tallies in their hands as above to the person or persons who paid them said 15,000l. by Treasury direction. but they did also assign over to Anthony Stephens. Esq. (to raise money for the use and service of the Navy. one order No. 86. dated 1678. _. for 15,000l. (being one of the abovesaid orders for 200,000l.) Further they have also lately delivered to the Treasury Lords for the King's use a tally dated March 18 last for 20,800l. (being one of the abovesaid tallies of assignment). It is therefore hereby ordered that said James and Huntingdon
upon the account to be made by them of said 200,000l. shall have full allowance and discharge made to them of said 15,000l. and 20,800l. Also as they are willing (upon payment to them of the further sum of 10,000l. of the money which the King owes them) not only to deliver up 10,000l. in tallies yet in their hands for moneys advanced for the King's service, but also to assign the like sum of 10,000l. upon the registered orders yet remaining in their hands to such persons as the Treasury Lords shall direct for the King's service: it is therefore hereby further ordered that on their doing so they shall be similarly allowed and discharged the said item of 10,000l. more upon their same accounts. |
