expiration of the 10 years to make good the losses that shall have

Lords Justices of Ireland in their letter of 1699 April 13 transmitted

for establishing a linen manufacture in Ireland as above and, on
reference, the Commissioners for Trade and Plantations have reported
thereon favourably as above and that the setting the said manufacture on foot there with all possible expedition is a reasonable
proposal for the King's service and may tend to the advantage of

towards the subsistence of the Duke of Bolton's Regiment of Foot

Thomas Newsham gent, son and executor of John Newsham late
Receiver General of taxes for Co. Warwick, praying allowance of

the time limited by the Act for taking such moneys "but being, in

therefore praying an allowance of 10 per cent. upon his paying the
said Duty in ready money as the Act directs and some consideration

Excise, shewing that in 1694 he was discharged from his employ and
his books and accounts immediately commanded from him; and
was some time after ordered to give in a state of the arrears to the
succeeding collector by which the petitioner is charged with a debt
of 116l. 13s. 0½d. to the King, for which he is persecuted; but if a
true account were made the King would owe him 31l. 12s. 4½d.;
therefore praying a stay of proceedings till his account be truly

leave to sue in the King's name against 2 mortgaged estates of

Royal warrant to the Clerk of the Signet dated Kensington for
a privy seal for payment of a yearly allowance of 25l. to Anthony
Marie D'La Croze, vicar of the parish church of Old Windsor, and to
his successors vicars of the said church as in lieu and compensation
for all tithes, as from 1698 Xmas, there being insufficient maintenance
for the minister of said parish which is one of the largest in England,
but the greatest and best part of Windsor Great Park is in the said
parish for which he has no allowance either for the herbage of the
deer or agistment of the cattle or from the persons living in the said
park who have great stock of cattle, fruit and other tithable things
and though the late Chief Ranger thereof paid him a sum in lieu of
tithes, yet since his death nothing has been paid by the present Chief
Ranger or by any other the inhabitants thereof. King's Warrant

Dr. John Richards deceased (who was appointed to execute the office
of Treasurer of the Chamber) for 1 year and 359 days from 1692
June 28 to 1694 June 24: all notwithstanding that the preceding
accounts of the Treasurer of the Chamber [Sir Rowland Gwyn] are
not before the Auditors for which reason the Auditor "could not
examine whether the salaries mentioned in the [said Richards']
account now to be passed do commence from the times they ought;
that the accountant craves allowance for payments agreed to be
made in full of several bills and warrants part of which are alleged
to be paid by Sir Rowland Gywn Kt. late Treasurer of our Chamber
and the warrants and bills to remain with him; that the payments
to our messengers were usually made according to the rolls delivered
in by the clerk of the cheque to the said messengers but that no such
rolls are now brought to vouch the same." The said accounts are
hereby to be passed notwithstanding the absence of such prior
accounts, rolls or vouchers, the King being well satisfied with the
truth of the account. Further allowance of interest is to be made
to the said Richards at 6 per cent. in the sum of 3219l. 13s. 3d.
advanced by him which was to be repaid him out of the profits
of the said Office and he has accordingly been so repaid the said
principal and a further 133l. 5d. 0d. for interest "although it did not
appear to our said auditor how the profits did arise by which the
principal was paid, otherwise than by a paper delivered in by the
accountants." He is further to be allowed 421l. 16s. 0d. for incident
