May 11. J. Taylor in the absence of William Lowndes to the Navy Commissioners to imprest to the Colonels of the four Marine Regiments the 4798l. 18s. 8d. for subsistence and 1500l. ut supra p. 345 for Bounty money and clearings taking care that out of the said subsistence money the quarters due by the said Regiments be duly discharged. Disposition Book XV, p. 43.
Same to the Auditor of the Receipt to issue 798l. 18s. 8d. to the Navy Treasurer on the unsatisfied order in his name: out of loans on the Disbanding Act: to be imprested to the Colonels of the above Regiments for clearing the subsistence of said Regiments to the 20th inst. Ibid, p. 44.
Treasury reference to the Warden &c. of the Mint of the petition of Provost and Fellows of the Corporation of Moneyers relative to their second bill annexed [missing] for 5254l. 2s. 11d. for tools and utensils provided for the Royal Mint in the Tower, and the Irish, York, Bristol, Chester, Exeter and Norwich Mints by reason of alterations since their former [bill]: and representing that being to be paid in tallies that bear a great discount, if any abatements be made in the bill it will bring them to ruin and destruction by reason they have a debt of 2000l. which they are forced to pay interest for. May 13. Jo. Taylour in the absence of William Lowndes to Lord Coningsby to report on the enclosed memorial [missing] of Col. Charles Ross as to the hardship on him and his officers from the present Irish Establishment which commences from 1691–2 Jan. 1 but was not executed there till some months after. May 14. Entry of a Treasury caveat in favour of Valentin Quin against any grant of the lands of Adare, Clonlehard, Ballyfollins or Baybush in Co. Limerick the property of Thady Quin (who was neither outlawed nor convict of any crime) without notice first given to said Valentin (agent to said Thady) at Mr. Clinton's in Downing Street, Westminster. May 15. Jo. Taylour in the absence of William Lowndes to Mr. Blathwayt to prepare a royal warrant to authorise Lord Coningsby to pay Capt. Newcomen of Major Gen. Levison's Regiment 104l. 17s. 0d. for the pay of his Troop for the 18 days they remained in the Isle of Man by stress of weather on their transportation from England to Ireland. May 16. Treasury warrant to the Customs Commissioners to pay to Mr. Colquit and Mr. Bentley, two of the officers of Liverpool port, a moiety of the sum of 91l. 18s. 6d. seized as being shipped for export. Money Book XIV, p. 360.

William Lowndes to the Paper Commissioners not to dispose of the paper belonging to Mr. De Graves of London merchant, which is seized and condemned in the Exchequer. Out Letters (General) XVI, p. 115.
The Treasury Lords to the sheriff of Surrey to obtain a general meeting of the Assessment Commissioners for the Act of 10 Wm. III. c. 9 [the third 3s. Aid]; they being unwilling to put the Act in execution without a general meeting. Ibid.
Treasury warrant to the Customs Commissioners to allow 300l. 9s. 9d. to Edmond Harry in his accounts as Collector of Penryn port, being so much repaid by him to Samuel Allen being the impost Duty granted in 1696 on a parcel of French Dowlas, oakam and French copy paper imported there and afterwards in February last re-shipped for New England in the John of Penryn, John Real master, which repayment on debenture was disallowed by Charles Mein one of the examiners of the Quarter Books, there being no provision in law for the repayment of this impost Duty: the said Harry being misled by the law's silence. Same to the King's Remembrancer of the petition of Thomas Carew, executor of Henry Carew late a Teller of the Receipt, praying for the delivery of the bonds of John Mountstephens et al as sureties for said Henry, the moneys in his office at the time of his decease being duly answered to the King. Treasury order to the Auditors of Imprests to supply the accounts as in (a) infra.
Prefixing: (a) order of the King in Council dated Kensington 1698–9 Feb. 16 calling for an account of all moneys imprested for repayment of any loans made by the inhabitants of Jersey and Guernsey since the Restoration for the supply and subsistence of the garrison there in their extremity: said order being made upon the petition of Peter Priaulx senr. complaining of several misapplications and embezzlements of the public moneys and revenue of the said islands. Kensington. Royal warrant to the Lords Justices of Ireland for a patent to pass the great seal of Ireland for a grant to John Ellis of all the Crown title to the estate real and personal of his brother William Ellis forfeited by the attainder of said William: to hold to the said John on like terms as said William held &c. together with all arrears and mesne profits &c.: all by reason that a patent was passed to said John of the said premises by direction of the royal warrant of Feb. 15 last for ever but he has since represented that some part of the said estate consists in leases and other parts are wholly out of the said former patent and other parts not duly and truly ascertained: and the King being desirous that he should have the full benefit intended him, by reason of his many good and faithful services. Same to the Attorney General to acknowledge satisfaction on record of the judgment against George Wood Powell merchant for 500l. for conveying two packets of French Alamodes: it appearing that by licence of the Secretary of State he went into France to settle a correspondence in relation to the wine trade when the trade with France should be open and he bought the said silk for the use of his wife and friends and not for merchandise: further that Henry Walter the officer prosecuting has compounded for his share in consideration of Powell's poverty. Same to the Clerk of the Signet for a privy seal to constitute Phillip Ryley, James Dewy, William Clayton, Charles Dartiquenave and Maximilian Stephens as Agents for Taxes as in lieu of the first four named so appointed by the privy seal of — 1698: and with the salary of 200l. per an. each to the first four and 100l. per an. to the said Stephens as from Xmas last: with the usual clause for their clerk, messenger and incidents. Royal warrant to Sir Thomas Penfold Dr. of Laws, King's Advocate General and Samuel Franklin Esq., Procurator General, to prepare letters of administration to be granted by authority of the Prerogative Court of Canterbury to John Avent for the King's use of so much of the personal estate of the late Sir John Wildman late Postmaster General as concerns the several bonds and articles entered into by the several deputy postmasters to the said Wildman for the due execution of their respective offices; all by reason that because he died intestate the said bonds and articles cannot be sued: and none of the kindred of the said Wildman have made request for administration; wherefore it is thought fit to appoint said Avent as herein. Royal warrant to the Lords Justices of Ireland to issue commissions to find the Crown's title to the jointure estate of Lady Hellen Colville wife of Count Dona Ferassiers, being her jointure from Hill Collville her first husband, and forfeited to the King during their joint lives by the said Count Dona being an alien at the time of his marriage with her: and thereupon to pass a patent under the great seal of Ireland of said estate to Clotworthy, Visct. Massareene of Ireland and George Fitzgerald for such joint lives and subject to such trusts as in a deed tripartite made 1699 May 6 between William Browne of London merchant and said Count Dona and Hellen his wife et al.
