IX, p. 152–3 for passing, Customs free inwards and outwards, provisions of war from Holland, Scotland and Ireland for his Majesty's service together with the necessaries of the persons attending same: all by reason that the war is now determined. Treasury reference to the Navy Commissioners of the petition of the widows of 10 seamen cast away in the Owner's Love, a fireship; praying that the said ship may be paid off as the Hampshire has been, which was lost at the same time. Reference Book VII, p. 278.
Treasury warrant to the Surveyor General of Crown Lands for a particular of premises ut supra Tr. Cal. XII, p. 341 (being 2 tenements in the manor of Stratton Sanctuary) in order to a lease thereof to Thomas Phillips for 2 lives in reversion for the first tenement at 26s. 8d. rent and fine of 50l.; and for 3 lives for the last tenement and premises thereto at 16s. 8d. rent and a fine of 80l.
Prefixing: said Surveyor's report on Phillips' petition for same. Petitioner holds the first tenement for the life of Susannah his daughter. It is valued at 12l. per an. The second tenement is fallen in hand, consists of but 3 acres and 4 old houses and in the surveys is valued at 9l. per an. Warrants not Relating to Money XVI, p. 92.
July 1. Treasury letters patent (by virtue of the privy seal of 1689 May 23 supra Tr. Cal. vol. IX, p. 136) appointing Robert Humphreys (Humfrys) of the Inner Temple London gent, (sworn deputy to Anthony Parsons Esq. one of the seven Auditors of the Revenue for several years past) to audit, state and engross the accounts of the revenue arising by King's or Queen's Fines for purchasing writs of Covenant: the accounts of which revenue have been usually taken by one of the said seven auditors. Ibid., p. 87.
Treasury warrant to the Surveyor General of Crown Lands for a particular of 6 out of 7 old houses in Rochester ut supra p. 288 in order to a lease thereof to William Lavender for 31 years at the rent of 6s. 8d. and fine of 20l.
Prefixing: said Surveyor General's report on Lavender's petition for same. He alleges they were built before the first Dutch war for laying stores in but for 30 years have not been used nor any profit made thereof and are so far out of repair that it will cost 200l. to make them fit for any use. The Victualling Commissioners inform me that one great storehouse of 120 foot long and 26 foot deep is in repair and serviceable to the Victualling and cannot be parted with. The other six are small tenements 100 foot in front and 26 foot deep "which are said to be employed in the late Holland wars for an hospital for sick and wounded seamen and since that, the poor inhabitants of Rochester (these houses being situated on the back side of the city) have sheltered themselves therein without paying any rent" as is certified by the Victualler's Agent Mr. Rowland Crisp of Chatham. When repaired they will not yield above 18l. per an. [in all]. The said Commissioners also certify that on the 15th May 1697 there was paid to the petitioner [Lavender] 600l. in Exchequer Bills for several warrants due to him and on the 8th of June 1600l. in salt tallies for several warrants amounting to 1360l. (240l. being allowed for the 15 per cent. discount) and "that though some persons that had salt tallies at that time did make advantage of them by putting them into the Bank yet they are apt to think that the petitioner's condition was then so streight and his creditors so fierce upon him that he might sell them to loss." He alleges he sold the tallies for 740l. In view of which loss I advise a fine of 100l. Ibid., pp. 88–9.

Entry of a Treasury caveat in behalf of Mr. Pulteney on behalf of the borough of Hastings for which he is a member [of Parliament] that the said borough claims the fines imposed on Jarvis Cooper and John Boykeet, who were tried at Hastings for beating the Customs officers and on 4 others who were tried at Lewes for the same fact. Notice to be given to Mr. Pulteney before any disposition be made of the said fines. Caveat Book, p. 50.
July 2. Entry of a Treasury caveat in behalf of John Cox, servant to the [Privy] Council Chamber in the Cockpit for above 21 years, that no grant pass of the place of one of the keepers of the said Chamber to Benj. Coling or any other until he be heard, he having a reversionary grant thereof. Ibid.

July 5. William Lowndes to the Customs Commissioners to report on the enclosed letter [missing] from Secretary Vernon containing a letter to him from the Admiralty Lords relating to Captain Hartwell. Out Letters (General) XV, p. 448.
Treasury reference to the Customs Commissioners of the petition of Francis Jones shewing that out of affection to the King and Government he lent his ships into the Transport service to the sum of 1100l. and upwards [for freight]; that by losses he has been forced to compound with his creditors at the rate of 5s. per cent.: that he is indebted 400l. to the King on bonds: therefore praying that 135l. 1s. 4d. due to him for transport service may be accepted for those bonds. Treasury warrant to the Surveyor General of Crown Lands for a particular of five acres of ground (part of the land called the Fryars) with a wharf (except the barge house thereon) and a brick tenement thereon, being parcel of the manor of Richmond in Surrey in order to a lease thereof to Edward Darrell for 61 years in reversion of the term in being at the old rent of 4l. per an. and fine of 200l.
Prefixing: report dated 1697 Oct. 5 from said Surveyor General on said Darell's petition for same. The manor of Richmond was formerly granted to Sir Edward Villiers for the life of him and his son, now Earl of Jersey; and the said Sir Edward made a lease 1662 April 25 of the above ground &c. to William Bolton, Alderman of London who had built the said brick tenement; viz. at the rent of 4l. per an., which rent is now payable to the King as the Sir Edward Villiers surrendered the said manor to the late King James. According to Sir Charles Harbord's survey in 1660 Oct. the said tenement was then newly built and the premises were worth 12l. per an. The greatest part of this ground is now made use of for gardens and other accommodations to the petitioner's house which fronts the street near Richmond Green. A considerable part of the land is wharfed against the Thames with stone which is absolutely necessary to be kept up, which repairs will be very chargeable. The house is very slightly built and the walls cracked from top to bottom. Warrants not Relating to Money XVI, pp. 90–1.

Royal warrant under the King's sign manual dated Kensington, to the Clerk of the Signet for a privy seal to authorise the Treasury to direct the Exchequer to take in loans not exceeding 500,000l. on the security of the Quarterly Poll as by the Act therefor [9 Wm. III, c. 38]: tallies to be struck and orders of repayment to be drawn and registered in course &c. at 7 per cent. for the first 250,000l. and 8 per cent. for the second 250,000l.: all as by the said Act. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Nathaniell Crow Esq. of the forfeited real and personal estates of Arthur Mangey, Robert Child and John Hurst all convicted of high treason committed by them respectively on 1695 Aug. 1, 1694, July 20, and 1695 May 30 (except such part of the estate of the said Child as by Treasury warrant of 1697 May 18, grounded on the privy seal of 1692–3 Feb. 16 was granted to John Bradshaw Esq. in reward for his expense in arresting the said Child): which said estates were found by inquisitions as follows viz. one inquisition taken at the Castle of York 1697 Aug. 25 before Thomas Bendlowes et al for Mangey's estate to the value of 243l. per an. besides personal estate all as in constat (a) and (b) below; one inquisition taken at the same time and place for Child's estate to the value of 55l. per an. besides personal estate all as in constats (c) and (d) below; and one inquisition taken at the same time and place for Hurst's estate to the value of 111l. per an. besides personal estate all as in constat (e) and (f) below. We are informed that the assessments for the Duties on Houses in your county are all signed and delivered to the parochial collectors and great part of moneys is paid accordingly to the Receiver General but that the assessments for your town are by some neglect or failure delayed, to the prejudice of the King's service. We desire you to give the necessary instructions that the moneys may be paid.

Treasury reference to the Agents for Taxes of the memorial of Augustine Briggs Receiver General of the Land Tax ut supra p. 369 for the Hundreds of Clavering &c. and proposing his securities detailed. Reference Book VII, p. 279.
Same to the Comptroller of the Office of Treasurer of the Chamber of the petition of Robert Cowper, administrator of Thomas Davenant, late Corporal of the Yeomen of the Guards, shewing that the said Davenant was not actually sworn and admitted into the King's service from the death of his predecessor and consequently is not inserted on the cheque roll; but praying that 112l. 10s. 0d. in the hands of the Treasurer of the Chamber for the quarter from the said predecessor's death may be paid to petitioner who has already received the subsequent quarter for the discharge of Davenant's debts. Treasury warrant to the Surveyor General of Crown Lands for a constat of the premises ut supra p. 383 (being the Scilly Islands) in order to an extension of lease thereof to Sidney, Lord Godolphin at the present rent of 40l. per an.
Prefixing: said Surveyor's report on said Lord Godolphin's petition for same. The premises were heretofore the inheritance of divers persons whose interests Queen Elizabeth purchased. In the 13th year of her reign she granted the lands, perquisites and Government to Francis Godolphin for 38 years from 1st Nov. 1570 at 20l. per an. rent in consideration of services and in trust and confidence of placing the government thereof in a safe hand. On the 10th August 1603 James I made a further grant to him for 50 years in reversion on the same considerations and in 1636 Charles I added a term of 50 years more at double the former rent. There are ten years to come from 1698 Nov. 1 in the said terms. I have certain information that the profits of the premises for many years have not amounted to 300l. per an. July 14. Treasury reference to the Surveyor General of Crown Lands of the memorial of the Earl of Ranelagh for a grant of the [Crown] inheritance of his house and 23 acres of land lying near Chelsea and 5 acres of land lying between his garden and the river, leased by Charles II to Sir William Pulteney. Same to the Navy Commissioners of the petition of George Dodington Esq., Paymaster to the Navy Treasurer, shewing that there is an ancient fee of 12d. per £ [out of seamen's wages] payable in respect of the said office [to wit] for slop cloths, dead men's clothes &c. which several persons of late years have disputed to allow; that his salary is but 400l. per an. most part of which he pays for salaries to clerks and taxes; therefore praying a royal warrant to confirm the said fee or deduction of 12d. per £ Ibid.

The Treasury Lords to the Lords Justices of Ireland. We have laid before the King your letter of June 24 last with the papers relating to the payment of 1124l. 3s. 3d. to Lawrence Stanyon as by the King's letter of the 8th of that month supra p. 356. The King is satisfied that the said sum is due to the late Farmers of the Revenue of Ireland. This payment imports only the rectifying a mistake in their accounts and is not intended to be drawn into consequence so as to encourage any further demands from them.
