hands on her and entered and paid the Duties but upon some question
on the Navigation Act the officers there have laid their hands on

impoverished by their tenant or agent in Cornwall. I rate the
exchange of lives at 100l. fine unless regard be had of Garner's
misfortune, he having lent more money thereon than he can sell
it for and has lately lost the life [term] of Kekewich "who being
committed to Newgate for coining, made away with himself there."

but the said Coddan has neglected to give such security and the

merchant, who according to the certificate given him by the East
India Company entered outwards by certificate 300 pieces of

weight) short of the entry outwards; he having thereupon taken
out a letter of licence to compound with the officer who seized
same and did actually pay the officer his third part [of the seizure]
amounting to 63l. 5s. 4d.: the Customs Commissioners, on reference
of the case, being unwilling to favour the passing a debenture in
any case where there is even the least disagreement in quantity
or value between the certificate cocquet and the goods shipped
but being since informed that the goods are exported and the

Germany or the Netherlands on any pretence whatsoever was
contrary to the Act of 14 Car. II, c. 11; and the master could not
put out the pitch without unlading the ship which the merchants at
Hamburg would not permit but told him the wind was fair and
being down the river loaden for England if he did not sail they
would protest against him and ruin him: wherefore the ship on
arrival is seized by Charles Robertson an officer of London port.

Treasury warrant to the Auditor of the Receipt to signify to the
Tellers of the Receipt that for the better discovery of and for
preventing the taking of any counterfeit Exchequer Bills they do
not change any Exchequer Bills until they have been first proved
in the Office of the Auditor of the Receipt: all by reason that
several such Bills do appear to have been counterfeited and that
the discovery thereof hath been by proving them by the counterparts of the said Bills remaining in the said Auditor's Office.

Same to Sir Thomas Trevor, Attorney General, to enter a noli
prosequi as to the King's part of the forfeiture of the ship Fortune
of Narva, Jno. Russell master: it appearing from the petition of
Rudolph Knipe and Meyer Berenbergh correspondents to and on
behalf of Christopher Van Kocken, Johann Clayhills et al natives of
Sweden and owners of the said ship, that the said master contrary
to the orders of the owners and without their privity agreed with
Francis Riggs to go with the said ship to Norway and there load
on his account masts, timber boards and other naval stores for
Portsmouth for the King's use; but on arrival she is seized as not
being qualified as directed by the Navigation Act, being a Swedish
ship owned and manned by Swedes: which petition is supported
by the affidavits of Sir Benjamin Ayloff and Francis Collins that
the said Ayloff (being empowered by the owners) did order the
master to proceed in ballast to Narve, instead whereof the master
engaged for the said voyage to Norway, which when Ayloff knew
he discoursed the said master at the Exchange touching such
irregular proceeding and made him sensible that the ship was not
qualified for such voyage and offered to free him from an action by
Riggs the freighter, whereupon the master promised to go to Narva
and thereupon the said Ayloffe and Collins did make considerable
insurance for the said master on the ship "from this port [London]
to Narve," the premium of which insurance was totally lost by his
going to Norway: on which grounds the Customs Commissioners
conceive that the petitioners may deserve favour. |

should possess himself thereof and pay the duties; but that as the
ship was forfeit by having a small parcel of prunes on board they
were not solicitors to prevent the condemnation of the ship and
she had been accordingly condemned: on which report the
Treasury Lords are willing to gratify Lord Wharton as to a noli
prosequi for the King's part "but will not intermeddle with the
