Treasury warrant to the Customs Commissioners to admit to entry
the rattan canes imported on a Swedish ship called Charles the Eleventh
now in the Thames, being ut supra p. 393 the property of Benjamin
Prickman who when coming from India in the Princess Ann was
taken prisoner when said ship was captured by the French and which
Prickman after returning to England from France and before going
on another voyage to India instructed John Pimm for the benefit
of his wife Katherine Prickman to negotiate for who found by
inquiry that they had been bought [from the French] by a Swede
about Dec. last and were on board the Charles the Eleventh as above,
which ship was bound to Gothenburgh but in her journey thither
has touched lately in at the Downes where he was boarded by a
French privateer who killed some of his men and wounded 3 and took
away boat, rudder and oars, his pass, papers and clothes, whereby he
is disabled to pursue his journey to Gothenburgh but has not yet
broken bulk, having no other goods than rattan canes on board:
the same being seized under the Navigation Act but the Customs
Commissioners thinking that the importation may be permitted in

The tenement and mills have been held by petitioner's ancestors for
several ages past. By Norden's survey in the time of James I it
appears that the boundary of the manor of Bucklawren was the old
water course in the valley which ought to separate it from the adjacent manor of Penryn and though Mr. Norden was very curious
in observing all manner of encroachments or defects in the Prince's
revenue within his survey yet I find no notice in that survey of any
pretence then made by the tenants of Penryn beyond that valley.
But in 1649 the [Parliamentary] surveyors of that time found that
the tenants of Penryn had encroached divers quillets or parcels of
meadow ground on the east side of the said water course and claimed
them as belonging to their tenements and enquiry being made on
oath before the said surveyors it was found that the encroachment
had been certified to the Prince's Council Board in 1638 by Mr. Moyle
and others by virtue of a special commission, for which reason the
[Parliamentary] surveyors found the same to belong to the State
upon which Henry Chubb, petitioner's father, commenced a suit
but did not bring it to an issue before the Restoration and in 1664
the reversion in the tenement was obtained for the lives of the now
bishop of Exeter and his brother Charles Trelawney whose lives were
afterwards exchanged for those of two children of John Buller, Esq.,
whose interest this petitioner purchased at a very dear rate, being
then in a considerable way of trade and willing to preserve it in his
family, and coming into possession on the death of his father in 1683
he gave information at the audit in 1684 and thereupon a jury viewed
the premises and presented those encroachments and Mr. Harbord
then Surveyor-General, Mr. Fisher his deputy and Jno. Griffith
deputy Auditor [of the Duchy of Cornwall] "were all consented with"
and they waited on Sir John Ernley, then Chancellor of the Exchequer,
who with the advice of Sir Robert Sawyer, then Attorney-General,
gave order for prosecuting the offenders in order to recover the King's
rights and for preservation of the mills which were in danger of being
destroyed and are so still if the Penryn tenants should be allowed to
come over to the east side of the mill stream as they now lately
pretend to do; of which care ought to be taken. Petitioner prosecuted
the cause to the uttermost of his power even to his ruin and deserves
to be reimbursed his expenses of 205l. 13s. 2d. in this long suit in
the Exchequer. The mills are valued at 23l. per an. and are chargeable
to repair and no timber growing on the premises. I rate the extension
of lease (petitioner being 60 years of age) at 46l. under the old rent
of 35s. The other tenement now held by Eliz. Axford for life is surveyed at 15l. per an. I rate the renewal at 75l. under the old rent of

Braynton who hath absconded with same (Sherborne taking said
Braynton's bills on Margaret Braynton his correspondent in London,
but only 50l. has been recovered thereof); the said Commissioners
having hereon reported that Sherborne and his predecessors usually
returned their moneys through said Braynton and that where collectors
have returned their moneys by substantial men who have suddenly
failed and there hath been no fault in the collector they have been

Aid for Gray's Inn. We are informed that many assessments within
the four Inns of Court and Inns of Chancery thereto belonging and
the Rolls Liberty have not been made according to the directions
of the Act [8–9 Wm. III, C 6] for said Aid, to the great prejudice of
the Crown at this juncture and contrary to the oaths of the Assessors.
We hereby give you to understand that as ample power is vested in
the Commissioners to examine, rectify and amend the errors of the
assessors (whereof the Commissioners being of their neighbourhoods
cannot be ignorant) they the said Commissioners [such as yourselves]
are to strictly enquire into and settle the assessments to the intent of
the Act so that the errors of the assessors may not become through
neglect or mismanagement, the acts of the Commissioners, of whose
proceedings in this matter an exact account will be expected. (The

Royal warrant to the Lords Justices of Ireland for a grant by lease
or custodiam for 3 years to Elizabeth Wandesford (Elizabeth Foulke
widow now wife of George Wandesford, Esq.) (upon her surrendering
the pension of 200l. per an. granted her under the royal sign manual
of 1692, June 15, for the support of herself and her children until
some better provision should be made for her and them) of so much of
the forfeited lands in Ireland as she shall desire up to the clear yearly
value of 200l. sterling: and the arrears of her said pension up to the
