March 1. Treasury warrant to the Customs Commissioners to employ Geo. Shaw, junr., as a noontender, London port loco Thomas Walsh, deceased.
Joseph Clapp to be established as a riding surveyor at Titchfield in Hampshire at 50l. per an. for himself and a horse; the said Commissioners having by their memorial of Feb. 20 last recommended the establishment of such a surveyor. Out Letters (Customs) XIII, p. 332.
Treasury reference to same of the petition of Sir Thomas Lane et al., proprietors of the Provinces in East and West Jersey in America, praying to enjoy the liberty of their own ports against the pretences of the collector of New York who enforces ships bound to the East and West Jerseys to unload or pay Customs there [in New York] which is illegal and discourages their trade. Reference Book VII, p. 197.
Same to same of the petition of Nathaniell Maxey and John Maxey of London, merchants, shewing that having shipped on the Nra. Sra. de Virginia 200 bundles of Baguillas from Cadiz they entered same and paid duty thereon at the Customs House [London] but some time thereafter Thomas Stisted exhibited an information in the Exchequer against same as forfeited for importation in a foreign bottom; therefore praying a non pros for the King's part of the forfeiture, they being ignorant [of the law]. The Treasury Lords to the Lords Justices, Ireland, enclosing the petition [missing] of Robert Ayleway, Esq., setting forth that 672l. 12s. 3d. is due to him from the Crown, that he is tenant for some forfeited lands in Co. Louth and in consideration of his particular services and sufferings the Earl of Romney when Lord Lieutenant had respited the payment of rent thereon till the King's pleasure should be known, which respite has been continued by the subsequent Chief Governors of Ireland: therefore praying that the arrears of said rent may be allowed him on account of said debt and that he may have [payment of] the remainder of said debt out of such forfeited lands or money hitherto concealed as he shall hereafter discover [together] with a fourth part of such discovery; as usually granted in such cases.
We recommend petitioner to you and desire you to continue the respite of so much of the arrears of said rent as is not granted to Thomas Keightley, Esq., or any other, till the King shall signify his pleasure therein. Please report us a state of the said debt and a value of such lands as Aileway shall so discover. Out Letters (Ireland) VII, p. 169.

Evernden upon account of sail cloth by them furnished for the service of the Navy. (Cancelled, see infra, p. 420). Same to the Navy Commissioners to make forth a bill to the Navy Treasurer for paying as follows to divers Eastland merchants for a fifth part of the price of certain naval stores by them contracted for last summer and since delivered into his Majesty's Yards: (whereof a third part hath been already paid them): viz. 3,060l. to Sir William Gore; 3,780l. to Joseph Martin; 2,060l. to Peter Joye; 2,060l. to Nathaniell Gould; 3,742l. 6s. 2½d. to Francis Riggs (total, 14,702l. 6s. 2½d.): to be assigned for payment out of tallies and orders on the 3s. Same to the Customs Commissioners to report on the enclosed letter [missing] relating to a debt owing to the King for Customs from one Parsons and Samuel Richards. Out Letters (General) XV, p. 194.
Same to the [Principal] Officers of the Ordnance. Since you were with my Lords they have considered of the proposition made for discounting the tallies for 10,000l. on the Land Tax [3s. Aid] "and apprehending the consequences of such an high discount their Lordships desire that you will send the several propositions for this remittance to me by to-morrow at noon that they may be laid to-morrow night at Kensington before the King and that you conclude on none of these propositions till the King's pleasure be further known." March 2. The Treasury Lords to the [Assessment] Commissioners for the Land Tax [3s. Aid by 8–9 Wm. III, C. 6] for London. It is represented to us that the assessors for London do not make full and due assessments as they are required by their oaths especially as to that part of the Act which relates to the 50s. for every 100l. stock in trade; and that the same is occasioned by some defect in the printed warrants for the said assessors. Considering the ill consequence this may be to his Majesty and to the Government we cannot but earnestly recommend it to you to consult together and take the best, speediest and most proper methods you can for causing the said Act to be duly executed in all its parts as you are thereby required and according to the oaths by you taken in that behalf. Treasury warrant to the Customs Commissioners to allow 160l. to the owners, adventurers and fishermen of Great Yarmouth for one year to 1696, Sept. 29, on their allowance in consideration of their payment of the Excise of strong beer for the North Sea and herring fishery. Treasury reference to Mr. Chetwynd of the petition of John Read, sheriff of Montgomery, for reimbursement of 80l. expended by him in prosecuting Evan Griffith and Thomas Jones for clipping and in removing Cappack and John Williams, under a habeas corpus, [being under arrest] for suspicion of high treason; which charges the Auditor of North Wales refuses to allow to petitioner. Reference Book VII, p. 197.
Same to Mr. Travers, Surveyor-General of Crown Lands, of the petition of Michael Thompson for a lease of a parcel of land known by the name of Kingsland or Brankburne Trafford wherein coal has been heretofore found, and may with charge be found again in the parish of Whiccan [Whickham], Co. Durham, of right belonging to the Crown but concealed from it; petitioner being willing at his own charge to make out the Crown title. Ibid., p. 198.
Treasury constitution and appointment of Peter Hume to be the officer to compare and examine the Tellers' receipts and other vouchers with the payments which are allowed or discharged in the certificates transmitted weekly to the Treasury by the Auditor of the Receipt and Clerk of the Pells. He is hereby to repair to the several offices of the four Tellers and to compare and examine carefully the receipts and other vouchers taken by them or their clerks since Oct. 9 last with the payments as in the said certificates and in all cases where he shall find any receipts or vouchers to be defective or wanting he is to certify same to the Treasury Lords and also to transmit a weekly account of his proceedings herein: my Lords thinking this regulation to be fit for his Majesty's service and reposing special confidence in the ability of the said Hume. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] of Edward Eyre, Esq., praying that in consideration of the land taken from him for making the fortifications at Galway the King would grant him lands as in a list thereto annexed and a rent of 50l. 13s. 8¼d. reserved on a lease granted to Major Walter Delamere for 21 years. March 3. Royal warrant to the Attorney or Solicitor-General for a great seal to grant to Anthony Henley, of the Grange, Co. Southampton, Esq., an annuity or yearly pension of 1,000l. for 21 years from Xmas last: to be paid out of the Tenths of the Clergy of the Dioceses of York, Exeter, Winchester, Lincoln and Sarum; and likewise to grant him another annuity or yearly pension of 1,000l. out of the like Tenths and failing payment thereout then to be payable out of any other Tenths or out of any other revenue of the Crown whatsoever: to hold for 99 years from Xmas last terminable on the life of Elizabeth, daughter of Robert, Earl of Sunderland, and wife of Donogh Macarty, commonly called Earl of Clancarty. (Treasury warrant, dormant, dated March 19 to the Receipt hereon for tallies of pro from time to time on the collectors or receivers of the Tenths of the dioceses as above for payments on the said annuities. Same to the Earl of Ranelagh, Paymaster of the Forces, to include the pay of Lieut. Daniell Moor of the Earl of Oxford's Royal Regiment of Horse and his servants for the months of July-Oct. last among the debentures for the pay of said Regiment; he standing respited on the muster rolls of said 'Regiment for said months. King's Warrant Book, p. 206.
William Lowndes to the Auditor of the Receipt to issue to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces the money now remaining in the Exchequer [of the arrears due] for the second 4s. Aid over and above what is sufficient to pay off all the principal and interest of loans on that Aid. The Treasury Lords intend that out of the same he shall pay 100l. to Brigadier Hastings in part of 412l. 10s. 0d. royal bounty to him as by the warrant of 1696, April 22 and that the residue shall be applied to the subsistence of the Forces in England, to wit towards clearing of soldiers quarters at the towns of Chesham and Agmondesham, Co. March 4. Royal warrant, dated Kensington, to the Attorney or SolicitorGeneral for a great seal for a grant to Charles, Lord Cornwallis of all the Honor of Eye with the Castle Hill, Castle Yard, Mill house, dungeon and 3 acres of meadow there and Goswold Wood together with the scite and every other part of the castle and Honor of Eye and the demesnes and appurtenances thereof; and also of the manor of Eye alias Eye Hall, the scite and demesne lands of the late dissolved Priory of St. Peter's in Eye and of the manors of Stradbroke and Horham Comitis all in Co. Suffolk; to hold to him and his heirs for ever as of the manor of East Greenwich in free and common socage at the rent of 10s. per an.: with directions to the Trustees of the Queen Dowager to transfer their interest in the premises to said Lord immediately on the death of the Queen Dowager.
Appending: particular of the premises. The Honor of Eye with its members, etc., and the bailiwick of Berne in Eye and the rents of Castleward there amounting to 8s. 1d. per an.; and the perquisites of Courts, etc., there; and the bailiwick of Thorpe alias Tergnys in Eye and all rents of Castleward there amounting to 8s. 9d. per an.; and of the bailiwick of Sudden in Eye and the perquisites of Court thereof and the bailiwick of Burgh in Eye and all the rents of assize there amounting to 34s. 4d. per an. and the increased rents there amounting to 19s per an.; and the bailiwick of Parker in Eye and all rents of Castleward there amounting to 19s. 7½d. per an.; and the bailiwick of Strange in Eye with the rents of assize there amounting to 26s. 8d. per an. and the rents of Castleward there amounting to 30s. per an.; and the bailiwick of Eyre in Eye and the rents of assize there amounting to 24l. 3s. 0d. per an. and the rents of Castleward there amounting to 30s. per an.; and the bailiwick of Vaux in Eye and the rents of assize there amounting to 16l. 5s. 4d. per an. and the rents of Castleward there amounting to 37s. 3d. per an.; and the bailiwick of Chamblaine in Eye and the rents of assize amounting to 10l. 2s. 8d. per an. and the rents of Castleward amounting to 3l. 5s. 0d. per an.; and all that Proposterships in Eye with the appurtenances and the rents of assize there amounting to 14l. 16s. 5d. and all the rents as well of the freeholders as of the customary tenants there amounting to 28l. 6s. 6d. per an.; and all those woods and meadows there with the appurtenances, of the yearly value (taken together with 46l. 8d. interest) of 7l.; and the common fine of 10l. per an.
In the margin: "these [? there] being but one of these bailiwick[s] in Eye it may be fit to add the following words to every one of them viz. or belonging to the said Honor of Eye. Note also that the bailiwick in the particular called Thorpe is in all the Court books called Baily Turges and [there] must be put to the 3 an alias at least." King's Warrant Book XIX, pp. 213–4.
March 4. William Lowndes to the Earl of Ranelagh to apply as follows out of the 264,335l. 13s. 9½d. put into his hands by tallies and orders on the 3s. Aid and next in order to the 10,000l. directed thereout ut supra p. 416 for the Ordnance, viz. 25,000l. for the subsistence of the Officers on this side and for recruits for 3 months from 1696, Dec., to 1696–7, Feb. 23; and 1,500l. on account of arrears to the Officers of Col. Gibson's Regiment and to enable them to equip themselves with necessaries for the intended expedition to Newfoundland. Disposition Book XIII, p. 236.
March 5. Money warrant for 370l. 10s. 0d. to the Treasurer of Christ's Hospital for one year to 1696 Xmas on the annuity for the better support of the children of the foundation. Money Book XIII, p. 258.

William Lowndes to the Auditor of the Receipt to issue 1,773l. 10s. 0d. to Richard Hosier, gent., ut supra p. 403 out of the money of seizures remaining in the Exchequer. Disposition Book XIII, p. 237.
Same to same to issue 100l. to me [Lowndes] on the unsatisfied order in my name for secret service: to be issued out of loans to be made by Mr. Duncombe on credit of the Exchequer in General to be transferred to the funds for the Civil List. Ibid.
Same to the Attorney-General to issue his warrant to the Clerk of the Petty Bag for a commission to Thomas Norris et al. detailed, to enquire of the estate of William Clifton late of Lytham, Co. Lancs., gent., deceased, who devised his estate by his last will to Sir Thomas Clifton, Bart., and Thomas Stanley, Esq., upon trust (as by a deed under his hand and seal) to dispose of same to several Popish and superstitious uses; whereby same is become forfeit. March 5. William Lowndes to the Earl of Ranelagh. The King signified his pleasure to the Treasury Lords on Wednesday last that the stop of 50l. formerly directed on the pay of Major William Lower for the maintenance of his wife should be taken off. Please remove said stop accordingly and pay him all moneys now in your hands by reason of said stop. Ibid., p. 197.
Treasury reference to the Customs Commissioners of the petition of Samuell Watts et al., owners of the Romney galley, praying to be discharged of the 1 per cent. [or Mediterranean] Duty on her cargo, which Duty the Customs officers demand on pretence she is not a two-decked ship whereas she is of 255 tons, 20 guns and 50 men, being made to defend herself against the French. Treasury warrant to the Auditors of Imprests to allow in account to the Commissioners of Transportation all moneys paid by them and by the officers of the Transport Office for their assessments to the third and fourth 4s. Aids: they having prayed same on the ground that the business of their employments wholly relates to and depends on the army and the war. Warrants not Relating to Money XV, p. 241.
Treasury reference to the Agents for Taxes of the petition of Richard Hosier shewing that his father in his life time was Receiver of the Six Months Tax of 31 Car. II in Co. Salop and paid the whole assessment except 38l.; that for several years past a distringas has been issued out of the Exchequer against him as son and heir: therefore praying a supersedeas "till the same be reported." March 6. William Lowndes to the Navy Treasurer to assign 1,000l. to William Culliford and Antho. Evernden, Esqs. out of the 200,000l. lately put into your hands by tallies on the 3s. Aid and intended to be reserved for wages of the seamen: said 1,000l. to be in lieu of 500l. lately ordered them ut supra p. 416 and to be in part of a greater sum due to them for sail cloth served into the Stores. The Treasury Lords to Mr. Newsham, Receiver for Co. Warwick. We are informed that notwithstanding the directions of the Act [8–9 Wm. III C. 6] for the 3s. Aid such assessments and proceedings are carrying on in Co. Warwick and in the city of Coventry as may, if not timely prevented, be very prejudicial to his Majesty's service. March 9. William Lowndes to the Customs Commissioners to send to Mris Hill's [house] in De la Hay Street some cases of cordial waters, silk, cotton, "tree ships" and other like presents sent by Col. Francis Russell, Governor of Barbados to several of his friends and are arrived in the ship Play a prize. Ibid., p. 198.
Same to Mr. Fox and Lord Coningsby [Paymasters of the Forces, Ireland] to report on Col. Prendergast's petition to the King for payment of 8,110l. 17s. 6d. due to the Regiment of Horse in which he was a captain, for the time said Regiment was in service in Ireland, which debt is assigned and made over to him; wherein he prays that said debt may be allowed in discharge of a fine upon a lease of forfeited estates in Ireland. Ibid.
Same to Admiral Russell. I am commanded to repeat to you the pressing necessities of the Victualling for a supply of ready money, which my Lords had reason to believe might in some measure have been relieved by your paying into the Exchequer the 5,225l. 18s. 1½d. balance due to the King on your account lately passed. Finding that you propose answering the said balance in tallies and not in ready money my Lords say they cannot possibly comply with your desire in that particular but entreat you to pay it into the Exchequer forthwith since it is so much expected for the service of the Victualling and since the King's service extremely suffers for want of it. Ibid.
Same to the Farmers of the Lottery. My Lords receive daily complaints from many poor people who receive his Majesty's bounty out of the revenue of the Royal Oak Lottery [of their hard case] for want of the arrears which are due to them [on their pensions charged on said Lottery]. You are to pay into the Exchequer your rent due to Xmas last. Ibid., p. 199.
Same to Mr. Ja. Grahme to pay forthwith into the Exchequer the money remaining due and unpaid to the Crown on your bonds. Ibid.
Treasury warrant to the Customs Commissioners to employ Jno. Bland as a tidesman, London port, in the inferior list of 35l. per an. loco. Jno. Lane, deceased. Out Letters (Customs) XIII, p. 333.
Same to same to comply with the Treasury order of Oct. 13 last supra pp. 288–9 concerning paying back the King's share of a seizure of the prunellos bought by Tho. Ward, master of the ship Yarm[outh] from the Prize Commissioners in the Straits. On the said order the Customs Commissioners have reported that after the goods were seized and prosecuted as French the entry was withdrawn and the King's books not charged with the Customs thereon so that if the King repays the Crown's share of the forfeiture he loses the Customs which otherwise he would have had at the importation and if the proprietor should be obliged to pay the Customs which amount to 185l. he [the proprietor] will obtain nothing by the intended grant of the King's part of the forfeiture which after the charge of prosecution deducted is but 186l. 2s. 0d. Hereon the Treasury Lords decided that Ward may have his choice either to pay the duty or submit to the forfeiture upon which he chose to pay the Customs. Accordingly the order as above is to be executed on his so paying the Customs. Ibid.
March 10. Royal warrant, dated Kensington, to the Clerk of the Signet for a privy seal for a grant to Barbara Stephens of the debt of 4,549l. 0s. 35/8d. remaining due to the Crown (over and above 6,000l. as below) for First Fruits or Tenths from William Prettyman, deceased, formerly Remembrancer of First Fruits and Estalled Tenths; and also to grant all further sums which upon further stating the accounts of the said Prettyman shall appear to be due to the Crown from him over and above the 6,000l. granted thereout by King James II, 1687, June 23, to John Evelyn, Esq., and Mary his wife; and also to grant to said Stephens all the estate whatsoever that shall or may be extended or taken in execution for the said debt. William Lowndes to the Agents for Taxes to write by the next post to all the Receivers-General of Taxes in England and Wales for a particular account forthwith how and in what manner the Act for the present Land Tax [the 3s. Aid as by 8–9 Wm. III, C. 6] is put in execution within their respective receipts, with their observations as to the Commissioners' management thereof and the methods used by the assessors in assessing. Also they are to transmit to you an account of the several sums of money by them already delivered into his Majesty's Mints to be recoined and the respective taxes to which same belong, together with a statement of the new money received back for the proceed thereof. And they are to send you the like accounts from time to time for what they shall for the future so receive and so deliver into the said Mints: all in order to your laying same before the Treasury Lords. Treasury reference to Mr. Blathwayte of the petition of Paul Bauwen shewing that he petitioned for 10,367 guilders 13 stivers which he disbursed at Ostend and Newport for his Majesty's service and that a tally was ordered for 360l. for which he will get but 295l. 4s. 0d.: therefore praying payment of the balance. William Lowndes to Mr. Harnage to send an answer to the enclosed petition [missing] of Nehemiah Arnold, brewer, complaining of your not paying an assignment made to him of 6s. a day out of the Marquess of Carmarthen's pay as Colonel of the First Marine Regiment. March 12. William Lowndes to the Earl of Ranelagh to assign to Charles Bertie, Treasurer of the Ordnance, 3,000l. out of the tallies and orders in your hands on the 3s. Aid; same to be advanced by said Bertie to the officers appointed to attend the Train of Artillery intended for the expedition to Newfoundland: also to assign (out of same) 8,000l. to Charles Fox and Lord Coningsby for the Commissioners of the Transports on account of services relating to that expedition and otherwise.
Both these sums are intended to be made good to you by the said Bertie, Fox and Coningsby reassigning and delivering back the said tallies and orders or by their paying to you the like sums in Exchequer Bills [when funds are issued to them by Treasury order for the said respective services]. Same to same to report on the enclosed memorial [missing] of Sir Joseph Tredenham late Captain or Keeper of his Majesty's castle of St. Maws, Co. Cornwall, praying payment of arrears due to him and the gunners of said Castle to the time of their dismission from their employment. Out Letters (General) XIII, p. 200.
Same to the Excise Commissioners to hasten as much as possible the bringing in the arrears of the Salt Duty as well from all officers and persons in whose hands same remain as from the respective Mints where any of the moneys for the said arrears are recoining; all in order to the speedy answering same into the Exchequer. In all cases where bonds have been given to the King for Excise and same are now due, payment is to be forthwith demanded and the bonds are to be immediately put in suit in all cases of default. Treasury constitution and appointment of Walter Whitfeild, John Bowles and Dalby Thomas as Commissioners or Surveyors, during pleasure of the Treasury Lords, for Managing and levying the Duties on Paper, Vellum and Parchment imposed by the Act [8–9 Wm. March 15. Treasury warrant to the Receipt to take in and vacate 10 tallies of pro levied at the Receipt, viz. 3 in 500l. each on the Post Office revenue levied 1695–6, Mar. 23; and 6 of 500l. each and one of 300l. similarly levied 1696, Aug. 8 all payable to Casper Frederick Hening for the Gardens: and in lieu thereof to levy new tallies of the same dates for such [smaller] sums as may better correspond with the several uses they are to be applied unto. William Lowndes to Henry Baker to prosecute the Patentees for Insuring Houses in cases of Fire for their rent of 60l. per an. payable into the Office of the Treasurer of the Ordnance, which [rent] is disposeable to such persons as the Master-General of the Ordnance shall direct to blow up houses or to be otherwise instrumental in extinguishing of fires: all by reason that the said rent has not been so paid for above 2 years past.
