Aug. 2. Warrant by Treasurer Rochester to the King's Remembrancer to forbear process against William Kirkby as Receiver General of the Royal Aid, Eleven Months' tax and Poll in co. Lancs in the Hundred of Amounderness. Warrants not Relating to Money XI, p. 110.
Aug. 3. Reference by same to Charles Fox and William Blathwaite of the petition of George Clarke, Judge Advocate of the Army, as by a reference from the King dated Whitehall, July 30 last: petitioner shewing that the pay allowed for his office in the first establishment of the Guards under Charles II was 12s. 6d. a day for himself and 2s. 6d. [a day] for his clerk and so continued till about six years since when the pay of all the General Officers was reduced and the Judge Advocate's pay was set at 10s. a day: that about two years since all the General Officers except petitioner were restored to their former allowances: therefore prays consideration "now that your Majesty is pleased to augment your Forces whereby the employment and business of your petitioner is much increased:" also prays an allowance for a deputy which [he] is allowed by his commission [to have]. Same by same to same of the petition of John Rous for some employment in the linen duty business, he having been bred a linen draper and having been a landwaiter 19 years and dismissed two years since upon some slight information, his seven brothers and three uncles having served the late King with their lives and fortunes and two of his brothers were in the late action against the rebels. Same by same to same of the petition of Edwd. Randolph, shewing that he was sent into New England as collector, surveyor and searcher with power and instructions to seize all ships trading contrary to law: and with a salary of 100l. a year: that in his seizures and prosecutions he has expended 193l. 0s. 6d. in four years without any advantage to himself and by his diligence has caused the Acts of Trade and Navigation to be confirmed and made the laws of that country before his return "which is of great advantage to his Majesty's Customs in England": therefore prays to be paid said sum. Same by same to same of the petition of the merchants of London trading to Flanders: shewing that the [yield of the] Customs in England for damask imported from Flanders have for these [last] 15 or 16 years been much diminished by the great impost upon that commodity; the tabling sold here for but 5s. 6d. a yard pay 1s. 6d. [a yard] Custom and the napkinning sold for 1s. 10d. a yard, paying 6d. Custom; yet nevertheless the commodity as much used as formerly, being by the smallness of the bulk and greatness of the Custom generally stollen [smuggled] into the kingdom in all the outports: therefore pray that said Custom be reduced a half "whereby your Majesty will receive a considerable revenue for the same." Aug. 3. Reference by Treasurer Rochester to Col. William Legg of the petition of Joyce Gurle, widow of Leonard Gurle, late gardener of the King's garden near St. James's, praying to be paid for so many orange trees and other greens which were her husband's proper goods and now belong to petitioner and in the possession of Mr. Vario, the present gardener of said garden, being worth 142l. 6s. 0d., the same being kept for his Majesty's use by Col. Warrant by Treasurer Rochester to William Hewer, Treasurer for the late garrison of Tangier, to pay to the Earl of Peterborough 500l. for half a year to 1683, Sept. 29, on his pension. Money Book VI, p. 111.
Same by same to Richard Graham, Philip Burton and William Shaw (lessees in trust of the seized estate of Ford, late Lord Grey) to discharge Ralph Williamson (who was lately employed to carry commissions into Northumberland and Durham for finding and seizing the said estate) and Col. William Strother (who with said Williamson was employed to receive the rents of said estate) of the following sums on their accounts, viz. 265l. 8s. 6d. for the charge of executing the commissions (which charge was borne by said Williamson) and 100l. 10s. 0d. for returns of money and two audits and 95l. 6s. 8½d. and 74l. 17s. 2½d. for their services in that affair: it appearing from a certificate of Jan. 12 last that they had received up to that time 3,961l. 5s. 2½d. of said rents and had paid 3,500l. to Richard Graham and Philip Burton, and by a certificate of July 14 last it appearing that they have further received 2,559l. 5s. 10½d. whereof they have [similarly] paid 2,400l. Aug. 3. Money order for 44l. 19s. 7d. to Francis Jeyne, administrator to Capt. Henry Jeyne, in full of all moneys due to said Capt. as arrear from his Company according to a certificate dated 1680, May 31, from two of the Commissioners for Disbanding the late New Raised Forces: together with 8 per cent. interest per an.: to be paid out of the Six Months' Assessment of 31 Car. II. c. 1, for Disbanding the said Forces. Order Book I, p. 44.

Henry Guy to Sir John Reresby. As to the caveat you desire to be entered against the grants of the [office of] steward and clerk of the Liberty of St. Mary, York, it is not usual to admit of caveats in such cases unless the applicant shew his reasons personally to the Lord Treasurer. There is wanting for the use of the Gentlemen, Grooms and Pages of the Bedchamber 30 pair of fine Holland sheets, 24 pair of fine Holland pillow beares, 12 blankets, 12 pillows, seven fustians, 12 sweet bags, four trunks, one bedcase, two Spanish leather bags for the present year 1685, being the particulars formerly delivered.
Same to Mr. Graham and Mr. Burton to report on the enclosed paper [missing] of a discovery of fines levied on Dissenters in cos. Cambridge and Huntingdon. The total of fines levied on said Dissenters in said paper is 338l. 18s. 10d. Ibid, p. 117.
Same to the Mint Commissioners. The storehouse belonging to the Office of Works in the Tower has been made use of for fortification of the Tower. Lord Dartmouth and the officers of the Ordnance have reported that a place which goes by the name of Rotiers Garden may be converted into a storehouse for the Office of Works. Report on the enclosed letter [missing] of Sir Christopher Wren concerning same. Can it be so done without prejudice to the Mint ? Ibid.

Appending: (a) letter dated Aug. —, from William Hewer to Treasurer Rochester. I understand from Lady Peterborough that 500l. is ordered for the arrears of the Earl of Peterborough's pension. I enclose a warrant for signature for same. Upon a hearing before the late Treasury Lords the Exchequer officers acquiesced in receiving no more [fees] on this pension than on their [the Tangier establishment] ordinary allowance as they have all along done [for said establishment]; yet the last 500l. on this [pension] account they claimed full fees on viz. 24l. 13s. 6d. whereas according to [the fees charged on payments for] the establishment it should not come to more than 2l. 2s. 6d.
Aug. 3. Henry Guy to Mr. Darcy et al. to provide for the Queen's service 16 close stool pans and 12 yards of serge according to the Lord Chamberlain's letter [missing] of this day. Out Letters (General) IX, p. 117.

Appending. (a) proposal dated Aug. 3 by Lemuel Kingdon, P. Trant and William Bridges to the Lord Treasurer. It seems legally doubtful whether the authority intended to be given us by the King for the recovery of our debts by virtue of his prerogative will be of any use to us longer than we are real debtors to the King. We desire you to accept our bond for payment of our 30,000l. in 10 days and that the warrant may (as intended ut supra, p. 282) express our discharge. We will forthwith lodge 20,000l. in Mr. Squibb's hands (the greatest part of which is already in his possession) and within a month 10,000l. more. For this 30,000l. we desire to have tallies of loan on any branch of the revenue and that said tallies be deposited in the hands of the Chancellor of the Exchequer in trust to be applied to the satisfaction of said bond when we shall so desire it. By this means the King is fully secured and we shall have the aid he intended us for recovery of our debt. Ibid.

Same to same to supply to Dr. Gregory Heskard, Dean of the Chapel Royal at Windsor and Register of the Order of the Garter, a large badge or cover of crimson velvet for the Red Book of the Order, and thereupon affixed the device of two pens in saltire within the Garter and above the same the letters J.R. crowned: all wrought in rich embroidery of gold and silver and various colours of Naples silk, with purles, plates and clasps as is usual. The King has commanded liveries to be provided for John Warner, the Master of the Queen's Barges, and her 24 watermen as heretofore allowed, viz., to the Master six yards of bastard scarlet at 26s. the yard, six yards of bayes to line the same at 2s. 8d. the yard, four gross of points at 4s. the dozen, 14 ells of Holland at 7s. the ell, and a velvet cap. For the watermen each 1¾ yards of bastard scarlet at 15s. the yard, three yards of bayes to line same, seven ells of Holland and a velvet cap. Ibid.

Aug. 4. Henry Guy to the Navy Commissioners. Thomas Sutton, purser of the King's ship Woolwich, took Mr. Benj. Bartlett, servant to Richard Brett and partners, late Victuallers of the Navy, in execution on a judgment for 123l. on July 22 publicly at Garreway's Coffee House to the great discredit of the Victuallers and the King's service. You are to admonish Sutton. Out Letters (General) IX, p. 121.
Same to Auditor Phillips. Send Treasurer Rochester your reasons for refusing to make Lord Ossulston a rate upon his fee farm rents which he desires as a reprisal. Ibid.

This is the present state of the Hanaper [revenue]: the year's account ending Sept. 29 next by reason of the Sessions of Parliament is overcharged about 400l. by [reason of] several new warrants for making out all the Parliament writs and all the Lords' writs of summons, sending for records out of the Tower, enrolling and managing the proceedings of the Court of Claims to the Register and a big bill with the King's printer. This demand of the Earl of Nottingham's if ever paid was from the Office of the Butlerage and never paid out of the Hanaper till the present Lord Keeper hath it in his warrant of allowances by way of supplement. I can depose that Chancellor Hyde never received one penny of it, either of the Butlerage or Hanaper nor his fee from the Wardrobe.
Aug. 10. Henry Guy to Mr. Duncombe. Mr. Skelton has drawn a bill on you for 750l. which is in Mr. Gore's hands. Treasurer Rochester forgot to speak to you about it. Reference by Treasurer Rochester to the Customs Commissioners of the petition of Peter Airault of St. Martin's in the island of Rhé, shewing that he with divers others being necessitated for their religion to fly from their native country and taking hold of his late Majesty's Declaration they shipped themselves in the English ship William to transport themselves to one of the English Plantations and were forced to enter in the river of Lancaster begging a pass to proceed but were stopped upon pretence they must pay Custom for the little estate they carried with them for their establishment in the King's dominions, all which the said Declaration makes no mention of: therefore pray to be suffered to proceed in their voyage "or that they may have liberty to return into their own country or go to any other port without paying any Customs." Aug. 10. Warrant by Treasurer Rochester to William Hewer, Treasurer for the late town and garrison of Tangier. The King has directed 13,000l. to be supplied to you to be proportionably distributed to the inhabitants of said late city or to such as are concerned in the respective debts due to them either from the King or from the military officers as by a statement thereof presented by you to the late Treasury Lords being part of the general debt due from the King. You are hereby, in accordance with the privy seal of Mar. 31 last, to adjust the proportion of each person in said 13,000l. according to said paper agreed on by his Majesty and on the receipt of said sum you are to proceed in the paying of same. In the case of those whose debts do not exceed 20l. they are to be paid off wholly [in full], taking care that the total of 13,000l. be not exceeded. And as there are several petitions to me relating to debts due to one inhabitant from another his Majesty expects that they take care proportionably to satisfy their debts one to another. See this done in the best manner you can to the satisfaction of all to prevent clamours. Further there are several debts due to the King from said inhabitants, as adjusted at Tangier and not yet stopped from them for Excise, porterage, rent and otherwise. You are to deduct a proportion of the said debts out of the money now payable. Money Book VI, pp. 122, 125.

The late Treasury Lords ordered 200l. a week to you towards discharging and paying off several of the late inhabitants of Tangier for their proprieties in houses there, over and above what you were directed to pay by the warrant of 1684, July 23 (supra, Calendar of Treasury Books, Vol. VII, p. 1245). You have proceeded to the payment of 600l. to Mr. Sidney Wortley and others out of three weeks' money supplied you for that purpose and as in part of what is due to them on their said proprieties. You are hereby, out of such funds as I shall put into your hands to proceed to payment of the following list of the moneys due to them for their proprieties in houses lately demolished at Tangier according to the value put upon them by the Commissioners appointed by Lord Dartmouth at Tangier for that purpose "whose papers for making out their respective titles not appearing to the said Commissioners at Tangier was the cause that this mark * was put against their names in the account delivered in by the said Lord Dartmouth and now lying before me to distinguish them from those proprietiers whose titles appeared plain to the said Commissioners." Upon paying them you are to use the same caution directed in the former warrant for taking in all the leases and other evidences making out their respective titles and also a receipt and full discharge from them to the King.
