Treasury warrant to the Customs Commissioners to discharge the seizure of the Hopeful Merchant and to admit its' cargo to entry as if the ship were regularly manned and navigated with English seamen: it appearing that Gilbert Heathcote, John Mitford, Abraham Beak and Arthur Shallett of London, merchants, considerable traders to Barcelona and the south parts of Spain, did set out the said ship thither, being English built and manned with 32 mariners, all English, but on its voyage it was taken by a French man of war and carried into Marseilles and afterwards retaken by the Spaniards, of whom said merchants bought it in Barcelona and freighted her home for London with wine and fruit; but her first English crew being carried into France by the French (the master put into a galley and the rest of the crew dispersed), said merchants were forced to hire a crew mainly of Spaniards, which was also occasioned by the great haste they were constrained to make out of port by reason of the French fleet's coming before Barcelona. |

Prefixing: report by Samuel Travers, the said Surveyor General, on said Lisle's petition for same. The last lease to her was in 1683. In Sir Charles Harbord's survey of the farm in 1669 the total rackt rents of the several parcels as then let to several persons amounted to 298l 13s. 4d. per an., leaving a clear [profit] rental (over the above reserved rent) of 275l. 6s. 4d. Part of the farm valued at 4l. per an. was reassumed in 1672 and laid into the Little Park at Windsor and the same (together with several closes of land taken into the Avenue from the Castle to the Great Park, valued at 26l. per an.) were surrendered in 1682 and are now in their Majesties' hands. The present rentals of the parcels as let by her to several persons amount only to 237l. 2s. 0d. per an.

Prefixing: report, ut supra, on said Thurland's petition for same. The one moiety of the premises was leased to petitioner's father 1674, July 28, by the then Duke of York at 8l. per an. and the other moiety was leased to same by Deem Goodwin, esq., 1682, July 15, at 8l. per an. In 1686 a proposal was submitted to Treasurer Rochester for the purchase by the Crown of the moiety of said manor then in the possession of said Goodwin. Mr. Fisher, then Deputy Surveyor General of Crown Lands, viewed the premises, with the assistance of Benjamin Bonwick, then bailiff of the manor, and in his particular did value the said close at no more than the said rents of 16l. per an.; but afterwards in another memorial offered by Mr. Graham they were represented as worth 26l. per an., “and I fear the Crown paid after that rate to Mr. Goodwin, tho' on a strict enquiry into its reall value I cant find that it ever yielded above 20l. per an. which 'tis alleged is more than can be now made of it, the same being a barren hill and scarce worth 6s. 8d. per acre.” |

This has not as yet been executed. In regard of his services in the revenue, Ireland, you are forthwith to constitute him as a Surveyor General with salary of 250l. as above and with 100l. per an. as additional salary or allowance as in lieu of the said 100l. per an.: both sums to date from 1694, Christmas. |

They think it will be necessary for his Majesty's service that the Admiralty Lords give orders to one of their officers with the Fleet to take care of the provisions that may be left on board the transport ships or which are otherwise provided for the Land Forces, to prevent embezzlement, and for the applying them to proper uses, and to take care of the bedding for the soldiers and other things that shall be consigned to them by the Commissioners of the Transports. |

My Lords have already directed the payment of the subsistence of the said four Regiments until the time of their going on shipboard, and that then one month's subsistence for the commission officers shall be paid to the Colonel of each Regiment and subsistence to the privates, corporals, Serjeants etc. ut supra, p. 946, to be likewise advanced to the said Colonels to be distributed amongst them at several times as they shall think fit. |
