March 16. Royal warrant to the Earl of Ranelagh. By the royal sign manual of 1894, April 4, it was directed that William Blathwayt, “who we entrust with the custody of our Signet and who executes the office of one of our Secretaries of State in attendance on our royal person beyond the seas,” should be allowed 2,242l. per an., being equal to the salaries or other allowance of one of our Secretaries of State, and that thereon 3,000l. be paid him in full to 1694, April 1. You are hereby to pay him 1,681l. 10s. 0d. for three quarters thereon to Jan. 1 last, without account and without deduction: the same to be paid out of Army contingencies. William Lowndes (in the absence of Henry Guy) to the Auditor of the Receipt to issue 188,120l. 1s. 6d. to Edward Russell on the unsatisfied order in his name as Treasurer of the Navy for the service of the Navy: to be issued out of loans to be made by said Russell or his cashier on credit of the third 4s. Aid. This sum is intended for wear and tear and is to be applied towards payment of [Navy] bills in course as they stand entered on the register [of Navy bills] in the Navy Office. Likewise to issue 2,000l. to the Earl of Ranelagh on the order in his name for the service of the Forces: to be issued out of loans in the Exchequer on the second 300,000l. per an. of the Customs. This sum is to be paid by said Earl to Patrick Lamb on account of his contract for victualling the Hospitals in the Low Countries.
Likewise to issue 2,000l. to Charles Fox and Thomas, Lord Coningsby, on the unsatisfied order in their names for the service of the Forces [in Ireland]: to be issued out of the like loans: and is intended for the Transports Commissioners on account of the transport service.

Same to the Patentees for Coining Farthings. The collector and other officers of the Penny Post Office have represented to my Lords that there is in their hands a considerable quantity of white farthings and they pray that 2002. in such [tin] farthings and halfpence may be changed [for copper coin] by 302. Same to Mr. Blathwaite to procure a royal warrant to authorise the Paymasters of the Forces, Ireland, to pay 912. 17s. 11¾d. to Capt. John Hawkins of the Foot Regiment late under the Earl of Roscommon, to complete 141l. 17s. 11¾d. due to him for the pay of himself and servants from 1689, Aug. 31, to 1089–90, Jan. 17, and for the pay of his Company for the same time, 50l thereof having been paid under a former royal warrant. March 16. Treasury reference to the Customs Commissioners of the petition of William Amis for discharge of a fine of 400l. set upon him in the Exchequer Court at the suit of the Attorney General upon the information of Mr. Sherman, collector of Customs at Faversham, for concealing and uttering French goods. Same to Aaron Smith of the petition from John Freeman to the [Privy Council] Committee for Irish Affairs, praying to be paid 50l. disbursed by him in seizing and keeping horses belonging to Roman Catholics which he took into his custody by order of the said Committee. Ibid, p. 86.
The Treasury Lords to the Lords Justices, Ireland. We have yours of July 25 last in reply to ours of June 20 last concerning James Tisdale's custodiam of lands as in the Queen's letter of 1693, Aug. 18. Mr. Savage (for whom the said custodiam was to be in trust) has represented that he is willing to accept of same in such manner as you prescribe in your said letter. March 19. William Lowndes to the Customs Commissioners. The Admiralty Lords have informed the Treasury Lords that orders are given that for every able-bodied seaman, waterman, bargeman or fisherman which shall be procured above the age of 18 and under 50 and delivered within 20 miles of any port where there is a clerk of the cheque, 20s. be immediately paid to the person who procures them and 12d. per mile over and above for those who travel beyond 20 miles to the port where they are to be delivered. You are to order your officers to give their utmost assistance in procuring men accordingly for the service of the Fleet. Out Letters (General) XIV, p. 363.

Same to Mr. Blathwait. In Oct., 1691, Col. Ogilby, Lieut. to the First Troop of Guards, and formerly Major to Col. Coy's Regiment of Horse, was sent by the Earl of Athlone from Kilkenny to Cork and Kinsale to assist in putting aboard such of the Irish as were by the Capitulation of Limerick to be transported to France. He received at or about that time, by virtue of the Earl of Athlone's warrants (who was then General), 207l. 10s. 0d. to defray his expense in that service, but by reason of the warrants running on account of pay the said sum is charged by the Paymaster [of the Forces] Ireland [on said Ogilby] as part of his arrears from 1692, April I. Ogilby petitioned the King to be paid said sum for said service. On report from Charles Fox and from the Treasury Lords the King has granted same. Prefixing: (a) Order of the King in Council, dated Kensington, March 17 inst., for leave to the following ships to proceed on their voyage to Newfoundland on April 1 next, notwithstanding the embargo: on bond to go to no other place: all on the petition of the merchants of Plymouth using the Newfoundland trade, viz.:

Treasury reference to Samuell Travers, Surveyor General of Crown Lands, of the petition of Francis, Earl of Bradford, for a grant of a rent of 66l. 13s. 4d. reserved on a grant made by Queen Elizabeth 1602, Dec. 23, to Sir Robert Cecil, afterwards Earl of Salisbury, of the great and little parks of Brigstock, co. Northampton, and all arrears thereof, with licence to sue for same in the King's name [as a concealment from the Crown]. The said Surveyor is to report whether the said rent was ever in charge before the Auditor [of said county]. Reference Book VII, p. 87.
Royal warrant to the Lords Justices of Ireland for a grant as follows to Arthur Podmore and Joshuah Dorson (Dawson). By petition to the King they set forth that they have served in the office of First Secretary to the Chief Governor of Ireland from their first appointment in 1690 before the late rebellion was suppressed and are still employed under the present Government there and have behaved diligently and laboriously therein without any allowance or salary from the Government, though much the greater part of their time and pains has been taken up in the despatch of public affairs relating to the Army and the Militia without any fee or benefit: therefore they pray a grant of the Crown's three-fourths of a mortgage to one Arthur Gallway of 1,500l. forfeited to the Crown upon the lands of Clandonnell, Currehine [Curraheen], Kilbrack, Nether-Ballyclohy, Ballyfoyne [Ballynafina], Knockonfally, Half Whitestown, Glanconse [Glen-house] and Lahardan in Upper Third Barony, co. Waterford: one fourth part of the benefit whereof is allowed to the discoverer of said mortgage. Their petition was referred to you, and by you was referred to Sir Richard Leving, kt., Solicitor General, Ireland, from whose report thereon appears that the premises were found by inquisition taken at Blackfryars, co. Waterford, 1694, Aug. 9, before the escheator of the Province of Munster, which found that Walter Gallway was seized on the premises 1673, Aug. 23, and did by deed of 1684–5, Jan. 16, mortgage same for 1,500l. to Richard, late Earl of Tyrone, but the said Earl never paid the said 1,500l., but by deed dated 1684–5, Jan. 18, conveyed the premises to Arthur Gallway, brother of said Walter, so that the mortgage to Arthur appears to be only in trust for Walter, though the trust is not mentioned in the inquisition: but whether the said mortgage money is the property of said Walter or Arthur, they are both outlawed for high treason and the same is absolutely forfeited to the Crown. But the mortgage was concealed until a discovery thereof was made by Sir John Topham to the Commissioners for inspection into Forfeitures in Ireland, whereby Topham is entitled to a fourth as a reward for discovery. And further the Lords Justices in their report of Jan. 31 last have confirmed the petitioners' account of their services etc. as above.
A patent is therefore hereby ordered to pass the great seal, Ireland, to grant to said Podmore and Dawson all the Crown's title to the said mortgage or parcel thereof.
March 23. William Lowndes (in the absence of Henry Guy) [to Mr. Burton] to pay out of moneys in your hands for discounts etc. of loans 500l. to Mr. Thomas Brown for 2 per cent. [gratuity or reward] on 25,000l. by him this day lent on credit of the Hereditary and Temporary Excise. Disposition Book XII, p. 221.
March 24. Money order for 320l. to William Cawthorpe and Christopher Randes, Receiver General for co. Lincoln for the first and second Twelve Months' Aid, first Quarterly Poll and Review of the Poll and the first 4s. Aid: for their extraordinary pains and charges in their receipt and in bringing up upwards of 210,000l. of their moneys by strong guards. Royal warrant to the Attorney or Solicitor General for a great seal for a commission to William Jones and 24 others, detailed, to be Assessment Commissioners for the Island of Anglesey for the third 4s. Aid [as by the Act 6 and 7 Wm. and Mary, c. 3]: to be as additional to the Commissioners named in said Act: all by reason that there is not a sufficient number of Commissioners for said county so named in said Act. Entry of the swearing of an affidavit before the Treasury Lords [for the purpose of claiming Customs allowance, ut supra, p. 924] by Thomas Bendish of London, merchant, of his shipment of 45 chalders of coal and 12,000 glass bottles, 1694, June 24, at Newcastle in the Hope, Peter Clause master, for Middleburg in Zeland, the shipment being in the name of William Procter and the goods being the property of Marks Fletcher, Englishman, residing at Middleburgh aforesaid: which ship was taken in her voyage by the French and all the goods in her were made prize. March 25. Entry of the swearing of an affidavit before the Treasury Lords [for the purpose of claiming Customs allowance, ut supra, p. 924] by Theod. Janssen of London, merchant, of his shipment in London port 1693, May 8, in the name of Daniell Wigsale, ind[igenus or native] of 35 fodder of lead; and on 24 April, 1693, in the name of Robert Bloom of 8 fodder etc. of lead, and in the name of Simon Francis 4 fodder etc. of lead and in the name of William Seawen of 23 fodder etc. of lead; to be carried in the Sancta Clara, Domingo Ferrara master, for the Straits: which ship etc. was taken by the French as above. Same of a same by said Janssen of his shipment 1692–3, Feb. 25, in London port in the name of Daniell Wigsall of 150 piggs of lead containing 22 fodder in the ship or vessel Edwick Elinora, Leonard Corne master; which goods were afterwards put on board the Nostra Segniora Delcarmine, Georgio Andre Marello master, for Genoa: which ship etc. was taken as above. Royal warrant to Charles Fox and Lord Coningsby [Paymasters of the Forces, Ireland], in stating and closing the accounts of the following Regiments, not to charge the items of 4,370l. as follows to the accounts of their pay, but to the head of contingencies: it appearing that by royal warrant of 1689–90. Jan. 23, William Harbord, then Paymaster of the Forces in Ireland, did pay to the three French [Huguenot] Regiments of Foot now commanded by Col. Isaac La Meloniere, — Marton and Col. Bellcastle 600l. each. Further, by several other [like] warrants the said Fox and Coningsby [present Paymasters of same] have paid 650l. to said Meloniere, 880l. to Count Marton and 1,040l. to Bellecastle: making in all 4,370l.: and in making up the accounts of the said Regiments from 1689, Sept. 1, to 1691, Dec. 31, same has been charged to the account of pay; but the same was directed by the King for the raising recruits for said Regiments, “some of which were brought from Switzerland and occasioned a great expense to the said Colonels.” King's Warrant Book XVIII, p. 103.

Lumley's Regiment of Horse, had issued to him on account of his arrears of pay in Ireland 300l. more than appears due to him in the accounts of that Regiment as stated by the Commissioners of Accounts in Ireland. By report of Dec. 11 last Charles Fox proposes (as an expedient to prevent that debt falling on any other part of said Regiment) that 300l. be issued to you for said Lieut. Col.'s pay since the Regiment came under your care of pay; and that same be put into the hands of the Agent for said Regiment to enable him to make good the like sum stopped by said Fox on account of the overpayment to said Palmer: and as the Regiment comes to be cleared his pay is to be stopped till said sum be made good. My Lords agree to this proposal. Please pay 300l. to the said Brigadier or his agent accordingly out of loans in your hands on the third 4s. Aid. Disposition Book XII, pp. 223–4.
