May 22. Royal warrant under the King's sign manual, dated “at our Court at Dieghem,” to Mr. Fox and Lord Coningsby, Paymasters of the Forces, Ireland, to pay 4,216l. 17s. 10d. to Col. Thomas Erle: it appearing that upon closing the accounts of said Regiment (that served in Ireland) to 1692, April 1, the sum of 1,216l. 11s. 6d. is chequed upon the second muster, being for 243 days, and taken in December, 1689, soon after the decamping of the Army from Dundalk, and that the Duke Schonberg within three weeks after the said muster caused the Earl of Roscommon's Regiment to be broke into the said Col. Erle's Regiment, which completed the same, but the muster governing the 243 days as aforesaid the cheques remained unremoved: and further the said Regiment stands chequed the sum of 1,526l. 5s. 4d. upon the third muster, being for 273 days ending 1690–1, Feb. 25, during which time the said Regiment quartered upon the frontiers and was so far advanced towards the enemy that the Commissaries of the Musters would not adventure to muster them; by which means the cheques of the preceding muster were continued: and lastly the said Colonel stands charged by the Officers of the Ordnance with 1,474l. 1s. 0d. for arms and tents delivered to him over and above the third part allowed in general by the King's directions to the Army, but Col. Erle has receipts from the said Officers for 500 arms returned, 500 more delivered in Dundalk which were burned, and 200 more lost in the battle of Aughrim, which does fully answer the charge of said arms; and for the tents, most of them were destroyed at Dundalk and the rest by the enemy at Phillipstown in their winter quarters. These three sums make the said total of 4,216l. 17s. 10d., and are hereby to be allowed in considertaion of said Colonel's services, whose case is more particular than the rest of the Army. May 22. Henry Guy to Mr. Knight [Customs Cashier] to pay 27l. 17s.d. to William Wallis for 2 per cent. gratuity on a loan on credit of the Exchequer in General. Disposition Book XI, p. 168.

Treasury reference to the Attorney and Solicitor General of the petition of Ben. Colinge, shewing that he has a farm from the Crown for 25 years to come of the fines upon declarations in the King's Bench, “which the Attorneys of that Court now refuse to pay, pretending the Judges of that Court have declared they were not anciently paid”: therefore praying to be discharged from the rent of his farm unless the said fines be continued. Henry Guy to the Revenue Commissioners, Ireland, to report on the enclosed petition [missing] of Capt. Griffith Bowen, praying to be made [a] collector of Customs in Ireland, he having served as a collector of same here for several years. My Lords recommend him. Out Letters (Ireland) VI, p. 299.
May 23. Treasury warrant to the Earl of Montagu, Master of the Great Wardrobe, to pay James Felton 2,000l. remaining due to him for several suites of tapestry hangings and carpets appraised and agreed for in 1671 with the late James, Earl of Suffolk, by the then officers of the Great Wardrobe for the service of Charles II, and now remaining in the royal apartments at Audley End. May 23. Henry Guy to the Excise Commissioners to pay the tallies of pro on the Excise for 450l. to the Duke of Southampton on his pension. Disposition Book XI, p. 169.
Same to Mr. Aaron Smith [Treasury Solicitor] to forthwith prosecute John Haley of Winchester to bring him to account for timber he was intrusted to sell for the artificers et al. late employed in building the King's house at Winchester. Out Letters (General) XIV, p. 74.

The Treasury Lords to Hugh Griffith, Richard Parry et al., Commissioners for the 4s. Aid, co. Flint. We learn that in the Hundred of Ridland [Rhyddlan] and Prestlattin [Prestatyn] and Division of Coleshill, co. Flint, there is not a sufficient number of Commissioners qualified to put in execution the Act for said Aid nor for the Review of the Quarterly Poll, but there are others in other parts of the county not far distant and qualified as in the Act under such circumstances. We earnestly desire every one of you to put the Act in execution, there being no other method prescribed by the Acts in cases of this nature, “being for such counties (not Hundreds) wherein there shall not be a sufficient number of Commissioners qualified.” Ibid, p. 75.
Same to Mr. Knight, Comptroller of First Fruits, and Mr. Butler, Deputy Remembrancer of same. There has been and still is a very great remissness in the Office of Remembrancer of First Fruits and Tenths in making out duly the commissions for levying the arrears of Tenths: by reason whereof they grow very numerous and insolvent. You are hereby strictly required to take care that all commissions for arrears of Tenths be adjusted and made out in order to their issuing forth next Trinity term. If any of the clerks of said Office are negligent in giving the accustomed and due attendance mornings and afternoons for the despatch of their business you are to report to us forthwith that so they may be suspended and dismissed. Treasury warrant to their Majesties' steward of the manor of Bradninch to re-grant to Christopher Leigh and Margaret Burridge (late Margaret Foot) the two copyhold tenements called Quantshayes and Weelings in said manor, held by said Leigh with reversionary interest therein to said Margaret under the old rent of 17s. 7d. and fines of 16l. and 60l. to take off the increase rent of 8l. per an., said Margaret having purchased from said Leigh. May 24. Treasury warrant to the Receipt to issue 2,000l. to Henry Guy on any unsatisfied order in his name for secret service: to be by tallies on the Post Office revenue. Money Book XII, p. 79.
Henry Guy to the Postmasters General to pay the tallies for the [above]said sum of 2,000l. to Sir Leonard Robinson out of what the Post Office revenue shall produce over and above the weekly payments already directed thereout. Disposition Book XI, p. 169.
Same to the Auditor of the Receipt to issue 1,000l. out of low wines to Mr. Tollet on the order in his name for 2,000l. Ibid.
Same to the Treasurer of the Navy. There are tallies and orders in your hands for 43,992l. 6s. 6d. on the 4s. Aid which were levied the 8th inst. for wear and tear. My Lords desire you to employ them towards payment of the arrear to the Yards “and that you procure money upon the credit of them as soon as you can.” Ibid.
Same to the Customs Commissioners. My Lords are informed that the salary of an extraordinary surveyor in London port is inconsiderable in comparison of the advantage to the service by having one good officer more in a station of that trust, and therefore if it were supplied by a person of good character it might be of good use in improving the management, and [if] Mr. Blechinden and Mr. Burgoyne, two of the most experienced in the present number [of surveyors], be employed in a more general inspection over all the quays, instead of being limited to stations as the rest, in order to give you an account from time to time of any neglects or irregularities; and that one of the signatures be [necessary] to all allowances of damage or certificates for over entries, “which being regularly entered in the waiter's book, signed by the surveyor of the station, one of these [superintendent surveyors] may bring to the [Customs] Board (as soon as any warrant is executed) for the merchant's more easy despatch.” You are to consider this matter and report to my Lords on it. May 24. Henry Guy to Mr. Fox to report on the enclosed letter [missing] from Mr. Van Homrigh concerning the accounts of clothing, provisions and stores delivered to 25 Regiments in the list therein [missing]. Out Letters (General) XIV, p. 75.
The Treasury Lords to the Lord Mayor [of London]. The citizens of London having in so short a time since the loans on the Million Act [Excise Act, 4 Wm. and Mary, c. 3] completed the same to 200,000l. or thereabouts, we can do no less than notice their great readiness to assist their Majesties in all exigencies and particularly in the said loans which import a very seasonable and necessary supply to the public affairs at this time. We desire you to find some way to communicate to the citizens the gracious sense which their Majesties have of their good affections and also to thank the Commissioners of these loans for their care and diligence. Ibid, p. 76.
It is come to pass by the daily advancing of considerable sums for annuities which go to repay the moneys charged on said Act that the sums of 100,000l., which in repayment was to precede the city's loans, is already almost entirely satisfied; so that the sums so lately lent by the citizens come immediately in course to be repaid, and it will not be many weeks (the money for annuities arising as it now does) before they receive back what they have hitherto lent on said Act. We hope it will be no inconvenience to them, but we are sure it will be a very acceptable service to their Majesties if as their said loans become [re]payable in course they will continue the same by lending anew on credit of the said Act in further part of 500,000l. authorised to be borrowed thereon. We earnestly recommend to you to desire the citizens to proceed in their loans accordingly.

Treasury reference to the Commissioners of Excise and of Hearthmoney Arrears of the petition of Richard Cocks, a Receiver General of Hearthmoney for cos. Gloucester, Worcester, Hereford and Salop, shewing that he was employed until after Midsummer, 1690, and paid only to Lady day, 1689; therefore praying salary for that period. May 24. Treasury warrant to the Surveyor General of Crown Lands for a particular of lands near the Royal Hospital at Chelsea, ut infra, p. 227, in order to a lease thereof to the Earl of Ranelagh for 58 years from April 15 last: with covenant on his part not to build thereon or convert same to any use inconvenient to the Hospital; and also with exception thereout of a common passage or cartway to the other meadows adjoining. Appending: report by Sam Travers, Surveyor General of Crown Lands, on said Earl's petition for same. In 1690 petitioner obtained a lease of 7½ acres, being part of the land adjoining to and purchased for the building of said Hospital: he has made a very great improvement thereon. The other 15 acres adjoining, which he now desires, is not appropriated to any particular use of the Hospital. The proposed rent of 40s. per acre is the full value.

I have read to my Lords your report on the petition of James Hull of Plymouth, merchant, concerning the ship Returne lost in their Majesties' service, in which you propose allowing the owners 400l. for the loss. On your query of the 17th inst. concerning the estate of Mr. Henneage my Lords have consulted the King's counsel whether the said estate after so much time elapsed and duplicates returned could be assessed double. They are advised that the doing thereof is not practicable for the quarter that is past, but they earnestly recommend you to take especial care that his estate (if liable as you represent) be doubly charged to the last three quarters of the 4s. Aid according to the directions of the Act [4 Wm. and Mary, c. 1, for said Aid]. (Letter cancelled and replaced on May 31 by an identical letter from the Treasury Lords to same.) Ibid.
Same to Mr. Blathwayte. I have laid before the Treasury Lords yours dated from Loo the 22nd ult., enclosing one to you dated Brussels, the 17th ult., from Mr. Wolseley, Col. Venner and Mr. Hill (about the Hospital in Flanders). My Lords thereupon sent to Mr. Pancefort in order to make the contract therein mentioned, but on discoursing him he doth utterly decline to enter into any such contract for the whole as was proposed. Please lay this before the King with my Lords' opinion that the only remaining expedient is to have the Hospital governed by such persons as his Majesty shall appoint, provided care be taken that the respective officers thereof do punctually perform their duties. Treasury warrant to the Auditor [of Crown Revenues] for co. Cumberland to discharge Edward Wiltshire and William Grahame, by public proclamation among the tenants or other legal course, from their pretended office of respectively steward and bailiff to the late Visct. Preston; and to forthwith put into quiet possession several persons who have leases from the Crown of part of the forfeited estate of said Earl and to give public notice to all leaseholders and tenants at will to pay their rents to their Majesties; it being the King's pleasure that the best improvement be made of the said estate, but the said Wiltshire and Grahame having obstructed possession and hindered payment of rent and having encouraged several loose, idle and disorderly persons to arm themselves and forcibly keep possession of those lands. Franklyn master; Discovery of Scarborough, Franc. Brockett master; Hanna of Whitby, John Sedman master; Freind's Advice of Scarborough, Geo. Dutchman master; Providence of Scarborough, Jno. Dickenson master; Tho[mas] and Mary of —, Math. Johnson master: but fear they will likewise do the same unless speedy orders be given for stopping them at Gravesend by the Customs officers: therefore desiring that such orders be given for stopping them and such other ships as the Victualling Commissioners shall certify.
