Report to the Queen from the Treasury Lords on the petition of Sir Richard Cox, kt., and the report and letter thereon from the Revenue Commissioners, Ireland, and the Irish Lord Lieutenant respectively. The petitioner has done good service on several occasions and the English Plantation he is now carrying on at Dunmanway, co. Cork, will very much contribute to the quiet and settlement of that wild and desolate country and will be of advantage to the revenue by Excise and Hearthmoney and otherwise. We therefore advise a moderate abatement of quit rent which being provincially [by Provinces] charged upon the acre without regard to the quality of the land, falls very heavy on petitioner's lands, which are coarse and mountainous. On discourse with him we found he would be contented with the abatement of 64l. 10s. 0½d., being the moiety of the present quit rents of the lands of Ballynicarig, Ardea, Baninumery, Kildee, Edencurra, Drumlina, Litter-gorman, Manbiganif, Kippagh, Kilcaskan, Budermin, Curbeg, Awe Dunmanway, Awe als Kilbany, Knockinoss, Knocks, Garanes alias Coxtown Killina, Maulrour, Lisbehogy, Lisbaliat, Drumerk and Ardenhan, being part of petitioner's lands. We think this reduction will be a sufficient encouragement for him to proceed in his designed plantation. |

And further to remit to the said Boardman the duty on 188 hogsheads of tobacco which in Jan., 1689–90, he imported at Belfast and Carrickfergus and on which (notwithstanding the royal Proclamation of 1689, Oct. 24, granting liberty of duty free import of goods for the Army for the space of three months), he was constrained to pay down 356l. 0s. 3d. to Christopher Carleton, then collector at Belfast, for Customs thereon, and to give bond for 245l. 12s. 9d. more for Excise thereon, which was the full duty (“upon assurance and agreement with the said collector that the said duty should be repaid to him in case any other person were allowed the same” and it appearing that William Squire of Londonderry, merchant, has had the same allowance on the like occasion). The said bonds for 245l. 12s. 9d. are therefore hereby to be delivered up to the said Boardman and he is to have liberty to import, Customs free, tobacco to the like value of the said Customs of 356l. 0s. 3d.
