Same to Thomas Neale, Master and Worker of the Mint, to pay 30l. each per an. to the 13 Fellow Moneyers from Lady day last until such time as the Mint shall be in work; he to inform the Treasury Lords when there shall be sufficient work in the Mint to maintain the said Moneyers, whereupon the payments as above are to stop: all by reason of the petition from Tho. Anderson, provost, Edward Sturton, Richard Callard, James Wilder, Christopher Sutton and the rest of said Moneyers, ut supra, p. 95, shewing that they have made good all loss and waste in the working of gold and silver moneys according to the indenture of the Mint, but that by reason of the work falling off so much of late years their Corporation is poor and much in debt and, without some consideration, they must be ruined and that several of them are forced to go to daily labour notwithstanding they have served seven years' apprentice and gave 100l. each man to come into the service: which statements are confirmed by the report of said Master thereon that the present circumstances are such for want of work in the Mint that unless some maintenance be allowed them till work come into the Mint their Corporation will in all probability fall to ruin. |

Report to the Queen from the Treasury Lords on the petition of Sir Richard Cox, kt., and the report and letter thereon from the Revenue Commissioners, Ireland, and the Irish Lord Lieutenant respectively. The petitioner has done good service on several occasions and the English Plantation he is now carrying on at Dunmanway, co. Cork, will very much contribute to the quiet and settlement of that wild and desolate country and will be of advantage to the revenue by Excise and Hearthmoney and otherwise. We therefore advise a moderate abatement of quit rent which being provincially [by Provinces] charged upon the acre without regard to the quality of the land, falls very heavy on petitioner's lands, which are coarse and mountainous. On discourse with him we found he would be contented with the abatement of 64l. 10s. 0½d., being the moiety of the present quit rents of the lands of Ballynicarig, Ardea, Baninumery, Kildee, Edencurra, Drumlina, Litter-gorman, Manbiganif, Kippagh, Kilcaskan, Budermin, Curbeg, Awe Dunmanway, Awe als Kilbany, Knockinoss, Knocks, Garanes alias Coxtown Killina, Maulrour, Lisbehogy, Lisbaliat, Drumerk and Ardenhan, being part of petitioner's lands. We think this reduction will be a sufficient encouragement for him to proceed in his designed plantation. |

Royal warrant, under the Queen's sign manual, to the Lord Lieutenant of Ireland to take from Robert Boardman, of Dublin city, merchant, his bills (stated and allowed by the Commissioners of Accounts, Ireland) to a total of 781l. 8s. 9d. for necessaries supplied by him for the service of the Army when at Belfast (being 828l. 11s. 10d. for which he had bills allowed by the commanding officers of the Regiments concerned, but of which he produces only signed bills for 781l. 8s. 9d.) and to cause the said bills to be entered with the Accountant General, Ireland, to the end the respective Regiments may be charged therewith: and thereupon for the collectors of Customs and Excise at Dublin to receive the said bills as so much money by discharging the debt of 544l. 17s. 6d. owing by said Boardman for Excise and by setting off the remaining 236l. 11s. 3d. against such Excise as is since or shall grow due from him for brewing in Dublin. |

And further to remit to the said Boardman the duty on 188 hogsheads of tobacco which in Jan., 1689–90, he imported at Belfast and Carrickfergus and on which (notwithstanding the royal Proclamation of 1689, Oct. 24, granting liberty of duty free import of goods for the Army for the space of three months), he was constrained to pay down 356l. 0s. 3d. to Christopher Carleton, then collector at Belfast, for Customs thereon, and to give bond for 245l. 12s. 9d. more for Excise thereon, which was the full duty (“upon assurance and agreement with the said collector that the said duty should be repaid to him in case any other person were allowed the same” and it appearing that William Squire of Londonderry, merchant, has had the same allowance on the like occasion). The said bonds for 245l. 12s. 9d. are therefore hereby to be delivered up to the said Boardman and he is to have liberty to import, Customs free, tobacco to the like value of the said Customs of 356l. 0s. 3d.
