Feb. 1. Warrant from Treasurer Danby to the Customs Commissioners to discharge the seizure of the ketch Mary, of Waterford, Michael Crock master, and her lading, said Commissioners having reported, on said Crock's petition, that petitioner lived in Ireland about 13 years, sailed thence to Ostend navigated with three Irishmen and an English boy, and falling sick there, all his Irishmen deserted during his sickness, and thereupon he was necessitated to hire two Dutchmen to work said ketch to the Isle of Purbeck in Poole port ; that coming thence to Poole she was seized there by Mr. Stisted, the riding surveyor, upon the clause in the Navigation Act prohibiting goods to be carried from one port or creek in England [to another] but in vessels owned and navigated as by said law : but it not appearing that said ketch went out of said port of Poole, petitioner asserting that he did not clandestinely endeavour to transgress the Act, and that he has faithfully served the King at sea in the late war. Same from same to same to permit the export, Customs free, of 50 wey of salt which the Victuallers of the Navy are sending in the Anne and James, Capt. Edward Radford commander, to Kinsale in Ireland for the well saving of provisions for his Majesty's ships, and also a copper in order to the setting up a brew house there for the better accomodation of his Majesty's service. Same to the Customs Cashier to bring into the Exchequer, with all convenient speed, 250l. for the Earl and Countess of Lindsey, "together with the like sum of 250l. for which I have already writ to you." Ibid.
Sir John James alleges that he and his partners advanced to Col. Whitley the money which was due to him by orders [assigned] on the small branches [of the revenue, such orders being in satisfaction] for extraordinary postage : and that for this he was to assign to them those orders : but 400l. and interest thereof remains yet unassigned to them. They therefore desire that his order now before the Lord Treasurer may not be despatched till he do them right in this particular. Caveat Book, p. 38.
Warrant from Treasurer Danby to the Receipt to satisfy the several sums amounting to 600l. 18s. 7d. which are due to Henry Dering, Esq., having been assigned to him by the Earl of Sandwich, late Master of the Great Wardrobe, in part of an order No. 168, for a greater sum registered on the moneys arising by sale of fee farms. Said satisfaction (touching which Treasurer Danby has received the King's pleasure) is to be by tallies on the Customs Cashier which he will have direction to satisfy, viz., 273l. 2s. 7d. thereof out of the arrears due from Thomas Chapman, of Liverpool, lately become a bankrupt, and the remainder out of the moneys due upon the accompt of Robert Stockdale, late collector of Dover port (who is dismissed from that employment) ; [all] as soon as the same can be had or recovered out of the said arrears. Same for 227l. 10s. 0d. to Sir Richard Bulstrode for a quarter's ordinary Oct. 18 last to Jan. 17 last as his Majesty's Resident with the Governor of the Spanish Netherlands : to be paid by tallies on the Customs. (Charles Bertie dated Feb. 20 to the Customs Cashier to pay said tally in course according to its date, and if you shall in the mean time advance the same, you are to be allowed 6 per cent. interest and 2 per cent. gratuity from the time you advance the money till repayment.) Money warrant for 1,300l. to Robert, Earl of Sunderland, for a quarter's ordinary Sept. 11 last to Jan. 10 last as Ambassador Extraordinary to France ; it appearing by a certificate of Secretary Coventry dated Dec. 16 last that the said Earl took leave of the King July 12 last in order to his journey to the Court of France in the said quality, his first three months' ordinary having been advanced to him. (Letter of direction dated Feb. 12 on an order dated Feb. 12 drawn hereon directing same to be satisfied by tallies on the Customs. Feb. 3. Warrant from Treasurer Danby to the Customs Commissioners to employ Richard Johnson as a landwaiter London port, Treasurer Danby having long since granted a warrant to him to be the next landwaiter there, and understanding that there are three vacancies at present. Charles Bertie to [the Auditor of the Receipt] to pay 37l. 10s. 0d. to Mr. Sayers, his Majesty's cook, for last Christmas quarter on his pension ; [paying same] out of the Tenths in the Exchequer. Out Letters (General) p. 363.

Feb. 5. Charles Bertie to the Auditor of the Receipt for tallies on the Tenths for 337l. 10s. 0d. to Mris. Hamilton for a quarter on the pensions of 500l. per an. to herself and 850l. per an. to her children. Out Letters (General) p. 364.
Same to same to pay out of [the moneys of] First Fruits and Tenths now in the Exchequer 100l. to the Treasurer of the Chamber upon unsatisfied orders [in his name for the service of the Chamber] to be by him paid over to the Clerks of the Cheque and Messengers of the Chamber towards their bills of extraordinary expenses in seizing several persons and otherwise in order to the discovery of the late plot. Feb. 6. Warrant from Treasurer Danby to the Receipt to issue 17,500l. on any unsatisfied orders drawn in the name of Samuel Kingdon, Esq., for the support of his Majesty's alliances : same to be paid by tallies on the Hearthmoney as follows, viz. : 500l. thereof on the present Contractors for the Hearthmoney out of their rent due Michaelmas last and payable at the utmost days of grace March 15 next ; 8,500l. by tallies on the said Contractors out of their rent due March 25 next, and payable at the utmost days of grace Sept. 19 next, and the remaining 8,500l. by tallies on Anthony Row and partners out of the 35,000l. which they are to pay June 24 next in part of their 150,000l. advance [on their Hearthmoney contract]. Money warrant for 4,000l. to James, Duke of Monmouth, Master of the Horse, by way of advance [on his contract] for furnishing the Stables [same to be] for half a year from Michaelmas last to Lady day next : and likewise a further 1,000l. to him by way of advance for same half year for furnishing such horses, mares and geldings as their Majesties shall have occasion to use : and further for 336l. 15s. 7d. to him which he has laid out and expended in receiving and obtaining 15,000l. for 1½ years of his said allowances for the Stables from 1677, Lady day, to 1678, Michaelmas. Warrant from Treasurer Danby to the King's Remembrancer to take the security of Arnold Aram as Customer of Gloucester port (he having a reversionary grant thereof by great seal of 1672, Dec. 12, after Thomas Price who is lately dead) said sureties being said Aram and Tho. Aram, of St. Martins in the Fields, Midd., and Tho. Moule, of Stratton, co. Gloucester, clerk : and thereupon to swear him in. Warrants not Relating to Money VII. p. 281.
Same from same to the Auditors of First Fruits and Tenths. The Tenths of the dioceses of York, Exeter, Winchester, Peterborough, Lincoln and Sarum are assigned for payments of divers pensions to the Countess of Bristol, Earl of Sunderland, Viscount Brouncker, Sir Samuel Morland, Thomas Whitegrave, Esq., and Jno. Rogers, gent., and payable quarterly. You are hereby to forbear at any time to charge any of the bishops of the said respective dioceses or their sub-collectors with [12 per cent.] interest for any sums which shall be paid in discharge and satisfaction of such tallies as shall be struck upon any of them for such pensions. Charles Bertie to the Navy Commissioners to make out a bill of imprest for 2,000l. to Sir Thomas Beckford on account of what is in arrear to him for seamen's clothes by him issued [as slopseller] to his Majesty's ships. Feb. 7. Warrant from Treasurer Danby to the Customs Commissioners to permit the shipment as follows, Customs free, to Tangier for the service of his Majesty's mole there.
Appending : memorial from William Hewer to Charles Bertie for such free shipment of the following particulars "in part of a general demand made by Henry Shere, Esq., for the aforesaid use," viz., 4 cables of 8 inches, 52 coils of cordage and white ropes of several sizes, 9 dozen blocks of several sizes, 100 tons of straight oak timber, 120 loads of East [land or] country plank, 200 spruce deals, 2,000 ordinary deals, 5 ton Swedish iron in bars, 50 beds and [bed] furniture.

Money warrant for 53,800l. to William Ashburnham, Cofferer of the Household, as imprest for the service of the Household as by the privy seals of 1677-8, Feb. 6, and 1678-9, Jan. 29 : to be satisfied by tallies on the Excise. Money Book (General) p. 370.
Feb. 8. Draft royal warrant to the Attorney General for a great seal for a security to the Receivers of Excise for a loan of 100,000l. to the King as follows. By indenture of 1676-7, Feb. 26, the farm of the Excise was granted to George Dashwood, et al on terms and covenants, etc., ut supra, p. 830-2. Further, Sir Jno. James and Robert Huntington, Esq., two of the Commissioners and the present Receivers of Excise, have agreed to procure or give to the King a credit for any sum or sums not exceeding 100,000l. to be paid to the hands of such the King's officers for such uses and services as shall be directed by the Lord Treasurer from time to time, and that they (said James and Huntington) for the King's service will secure the persons advancing all or any part of said 100,000l. by assignments upon such orders as are or shall be registered or payable to them (said James and Huntington) out of or upon the 412,925l. 14s. 6d., part of the Eighteen Months' Assessment or by such other means as shall be to the good liking of such persons (struck through. In the margin : memorandum, this warrant was cancelled and another warrant was signed, leaving out the words herein raced) provided that the said James and Huntington, their executors, administrators or assigns, be secured from the King the repayment out of the Excise in manner following, of so much money as they shall so give or procure credit for to the King. It is therefore hereby ordered that upon the production of the acquittances of the respective officers to whom such moneys shall be paid for the King's service as aforesaid (to an amount not exceeding 100,000l. in the whole) and upon the said James and Huntington making such assignments out of the moneys to which they are or shall be entitled upon orders registered upon the assessment as abovesaid or otherwise securing the person or persons advancing or paying the said moneys as aforesaid (struck through : in the margin : "these words were also left out of the last [final farm of the] warrant") orders are to be drawn in the Exchequer and tallies to be thereupon stricken, or else tallies of assignment are to be immediately levied and stricken upon the Excise, for such sums so paid and secured and the same are to be delivered to said James and Huntington in order to their being repaid the said moneys : said tallies to be paid out of such overplus money as from time to time for 2 years from June 24 shall be payable to the King by the Excise Farmers (in accordance with the demise of lease as above) over and above the yearly farm rent of 560,000l. [plus 55,000l., plus 5,000l., plus 10,000l. ut supra, p. 832] so far as the said overplus will extend thereunto. And in case the said overplus shall be not sufficient to satisfy the whole, it is to be so applied so far as it will extend and the unsatisfied remainder shall be paid to said James and Huntington out of the Excise now granted [in farm] or hereafter to be granted (in the margin : "this alteration was made [inserted] in the new warrant) by the hands of the Farmers or [altered ut supra] Commissioners of Excise for the time being. And if at the end of said term of two years there shall be no such overplus then said credit shall be wholly repaid to said James and Huntington out of the Excise by the Farmers, Commissioners or Receivers General thereof. Provided always that the payments so to be made to said James and Huntington shall not be preferred before, but shall be subsequent to, the moneys payable out of the Excise to the Queen Consort, Duke of York, Excise salaries, the goldsmiths' annuities and the interest for the ordinary running cash of the Excise Office in such manner as has been heretofore accustomed. For further security to said James and Huntington the King hereby declares and agrees that until payment of their tallies as above they shall not (unless in case of misbehaviour) be discharged or displaced from being Receivers of Excise, but shall continue Receivers thereof with like salaries, profits and advantages as they now have. The abovesaid acquittances of the officers to whom the abovesaid credit or money shall be paid as above are to be duly and carefully entered and enrolled in the Office of the Auditor of the Receipt and thereby, and by certificates thereof to be made forth by the said Auditor, the said officers are to be fully charged to accompt for the same as if same had been actually paid to them by way of imprest and upon accompt. Charles Bertie to the Contractors of the Hearthmoney. Mr. Kingdon has tallies for 500l. struck upon the payment which you are due to make March 15 next and for 8,500l. upon the like payment you are due to make Sept. 19 next. Said tallies are to be satisfied accordingly. But in regard there is great occasion for a present advance of the money for payment of the Forces Treasurer Danby desires you to use all possible means to get the same advanced [to Kingdon], and his lordship will allow you interest and gratuity after the rate of 10l. per cent. per an. from the time of such advance till the tallies become payable.
Same to Antho. Row, Esq., and partners, contractors for the farm, from Lady day next, of the Hearthmoney. Mr. Kingdon has tallies struck on you for 8,500l. for the Forces, to be satisfied out of your advance money, payable June 24 next. There is present occasion for the money. Please get it advanced, etc., and you shall have interest, etc., ut supra.

Royal warrant to the Attorney or Solicitor General for a great seal to constitute and appoint Edward Christian, Henry Dering, William Clough, John Taylor, Edmond Long and Michael Brighouse to be Commissioners and Agents for granting Wine Licences in England, Wales and Berwick during pleasure, with the fee of 200l. per an. each, payable quarterly out of the said revenue together with the allowance of 800l. per an. for under officers and incidents as the same is now payable. To commence from March 25 next. "And whereas the said E[dward] C[hristian], H[enry] D[ering] and W[illiam] C[lough] have agreed to advance and lend unto us the sum of 8,000l. and one or more tallies have been or are to be levied upon the said revenue for securing the repayment thereof with interest" another great seal is hereby to be prepared to authorise the striking of such tallies and the securing of such repayment with interest [the tallies to be payable] in course according to their dates in such manner and precedency as the money secured to the present Commissioners of the said revenue is payable, and with this further agreement that the said Christian, Dering and Clough or such as they shall nominate with the approbation of the Lord Treasurer shall be Commissioners of the said revenue (the docquet adds : and shall receive proportionable parts of the allowance and profits arising thereby with the rest of the Commissioners) until the said advance money and interest shall be reimbursed and satisfied. (Treasurer Danby's subscription dated March 13 of two separate docquets corresponding respectively to the two directions contained in the above royal warrant. Same to same for a same for a grant to Sir John Nicholas, Kt. of the Bath, of all that messuage and mansion house with the stables and new buildings thereunto lately added lying in the old Spring Garden in the parish of St. Martins in the Fields, together with the several pieces and parcels of ground therewith held and enjoyed, now in the tenure and possession of said Nicholas : all for 56 years from the expiration of the grant of the premises dated 1661, May 7, made to Sir Edward Nicholas, late one of the principal Secretaries of State, for 61 years : together with all courts, walls, fences, ways, passages, water courses, easements, profits and advantages : [all] under the yearly rent of 40s., now payable at the Receipt at Lady day. Feb. 9. Warrant from Treasurer Danby to John Langwith, messenger of the Chamber attending the Treasury, to forthwith repair to Woodstock park and there to demand from the keepers and officers thereof an account in writing of the number of the deer at present in said park within their respective charges, in what condition said deer are, and the condition of the repairs of the park walls, lodges and buildings, to the end it may appear how John, Lord Lovelace, late steward and Lieutenant of the manor of Woodstock and keeper of the said park did leave the same and [so] that accordingly those that have the present grant of the said offices may be charged [in accordance]. Charles Bertie to the Customs Cashier. Mr. Griffin has tallies for 7,500l. struck on you for last Lady day quarter for the Treasurer of the Chamber. Feb. 11. Same to Sir Courtney Poole. The Customs Commissioners have recommended your friend Mr. Tiderleigh (Tiddesleigh or? Tildesleigh) and one Mr. Rowe to Treasurer Danby to make choice of one of them for the Collector's place at Poole. Treasurer Danby has bestowed same upon Mr. Rowe. In your letter of the 18th ult. you desire that Mr. Tiderleigh may have the Surveyor's place rather than the Collector's, but the [Customs] Commissioners have not yet presented [to Treasurer Danby] anybody for the Surveyor's place, the present officer, Mr. Jubber, being not yet dismissed, though I am certainly informed they intend very speedily to remove him, Mr. Dunstar, the Riding Surveyor General, having new matter of accusation against him. As soon as he is out I will put Treasurer Danby in mind of your friend and question not his Lordship will gratify you with that place, as you desire, wherein I am sure I will do all the service in my power.
