Privy seal for renewing and rectifying the privy
seal (which was passed by virtue of the royal warrant
of 1673, April 23, ut supra, Cal. Treasury Books,
Vol. IV., p. 121) for passing the Wine Duty
account as follows of Sir John Shaw and his partners,
late Farmers of the Customs : the present renewal
being by reason that said Shaw and partners have
represented that the said former privy seal is lost,
and that for want thereof they cannot proceed
to settle and finish their said account : the said
recited prior privy seal being in substance as follows,
viz., said Shaw and partners were employed in the
collection of the Wine Duty for 1¼ years to 1671,
Sept. 29 ; and by Bartholomew Beale's state
of their account they are charged with
130,604l. 11s. 9¾d., of which they have discharged
themselves 110,424l. 18s. 9d. by tallies for so
much paid into the Receipt and 1,554l. 14s. 1d.
which upon a trial in the Exchequer is deposited
there by order of said Court, being due upon
bond given by Charles Dobel. They further demand
1,300l. for charges they have been at in the outports
and for allowances made to merchants there : and
thus they remain indebted 17,324l. 18s. 11¾d., the
greatest part of which is in bonds by them taken
for payment of the said duty, out of which is to
be deducted about 2,000l., which is agreed to be paid
to the King upon bonds given by Isaack Morgan,
late Collector of Customs, Bristol port, in part
of a quarter sum due from him so that then there
will remain upon the said Farmers only
15,324l. 18s. 0¾d. [sic for 15,324l. 18s. 11¾d.]. And
said Shaw and partners have applied for allowances
and reward for their own pains, etc., and for such
loss as will happen by bad debts the greatest part
of the said sum so charged upon them being
[represented by debts] standing out upon several
persons in London port and the outports. In
consideration of same the King hereby accepts
9,000l. from said Shaw and partners as in settlement
of said remain of 15,324l. 18s. 11¾d., thus allowing
them the balance of 6,211l. 0s. 1d. [sic for
6,324l. 18s. 11¾d.] : with authority to them to
recover for their own use the said debts so outstanding,
except the said 1,554l. 1s. 1d. and the
said bonds for 2,000l. The present privy seal
renewing the said recited prior privy seal provides
that upon producing tallies purporting the payment
of said 9,000l., allowance be made to said Shaw
and partners accordingly of said balance of
6,324l. 18s. 11¾d. : "there appearing to be a
mistake in our said former letters of privy seal
which made the said remainder 6,211l. 0s. 1d.
only." And said accounts are to be accordingly
passed and the accomptants fully and absolutely
discharged. Further the power to sue for and
recover to their own use the abovesaid outstanding
debts is hereby renewed, except as above for
the said 1,554l. 14s. 1d. and 2,000l. (Treasurer

to the King, alleges that the King has granted him the
estate of Samuel Hunter, son-in-law to said Tompson,

Robert Tompson, son of said Robert, who
has begged it for his daughter [in law], the wife of him
slain (altered to for himself). He therefore desires
that no grant of it may pass to any other.

Comptroller of the Mint, and the rest of the officers
of said Mint to deliver to Charles Bertie and the
rest of the Commissioners (appointed under the
Exchequer seal for inspecting the affairs of the
Mint), such farthings and half pence of copper as
are coined amounting to 7,281l. 8s. 8¾d. to be by
them uttered and vended in accordance with the
order of the King in Council of the 12th inst. (See
infra p. 1051.)
Prefixing : said order in Council dated Whitehall
June 12 reciting a previous order in Council dated
May 31 which previous order commanded James
Hoare, the Comptroller of the Mint, to vend
and utter the said sum in farthings and half pence.
The present order leaves it to Treasurer Danby
to direct the vending thereof in such manner as he
should think fit.

Commissioners of the petition of Thomas Chapman,
of Liverpool, merchant, who is indebted to the King
500l. or 600l. for Custom which he is unable to pay
by reason of losses to the value of 6,000l., but has
prevailed with his kinsman, Mr. Roger Chapman, to
pay 200l. upon assignment of petitioner's bonds, and
therefore prays stay of process, and that his
goods under seizure may not be disposed of. To
which petition is annexed a certificate under the
hands of the officers of Liverpool that petitioner
has paid 5,249l. 8s. 4¼d. for Customs at Liverpool
between 1673, May 21, and 1677-8, Feb. 12.

Treasurer's Remembrancer to issue writs to the
sheriff of each county to seize two third parts
of all the lands, tenements, hereditaments, leases
and farms of Recusants in the schedules of Pipe,
there being several convictions of Recusants estreated
into the Exchequer from several counties of England
and Wales delivered over into the said Remembrancer's
office by such schedule of Pipe. Said two third
parts are to be reduced into severalty from the
remaining third part, leaving to each Recusant
his chief mansion house as part of his third part :
the King having declared his pleasure to refuse
the 20l. per month Recusancy fine, and to accept
such two third parts in lieu thereof according to the

Reference from Treasurer Danby to the Customs Commissioners
of the petition of Tho. Knox and William
Craford, of Ireland, merchants, who did about
March 20 last lade at Strangford, in Ireland, a parcel
of wheat on the William, of Belfast, designing same
for Cadiz, and said Craford also about the same
time at Strangford laded another parcel of wheat on
the James, of Donoughada [Donaghadee] for Bilboa.
In their voyages both ships about the beginning of
April last put in at Plymouth in hopes of meeting
with convoy, but instead thereof, were stopped
by the late general embargo, which detained them
so long that the wheat on board became so excessive
hot that they had to land it otherwise it would
have been utterly lost. But before they could have
a sufferance so to do they had to deposit the full
duty, which is so very high that it will even exceed
the price of the corn. Therefore pray that the
duty may be remitted to them as by the said stop
they have been damnified in the total overthrow of
their intended voyages.
