Warrant from Treasurer Danby to the Customs Commissioners to permit the shipment, customs free, on the ships the Francis, John Warner, master, the Constant, Jacob Hay, master, the Henry and Anne, Thomas Arnold, master, the Golden Lion, Leonard Webber, master, the Recovery, Thomas Hasted, master, and the Barnaby, Nathen Rider, master, of the magazine of provisions which the Navy Commissioners will soon be ready to ship for the use of his Majesty's forces intended for Virginia in the said ships : and also eight months' provisions which said Commissioners will have occasion to ship for his Majesty's ship Phoenix at Jamaica on board the St. Thomas, Capt. Joseph Knapman master. (Charles Bertie to the same dated Nov. 2, concerning the above shipment of provisions to Virginia on board said merchant ships. Least any dispute should arise in the clearing of the said ships at Gravesend about the payment of head money for the soldiers, you are to give direction that the masters of said ships be not impeded on that score, but that the matter be brought before you, the Customs Commissioners, to be adjusted with Treasurer Danby's approval). Warrant from Treasurer Danby for an order as follows to be satisfied (with interest due thereon up to the time of the repayment to Sir John Tippetts of said principal sum of 250l.) out of such moneys as are or shall be brought into the Exchequer by Roger Mostyn, late Receiver of Hearthmoney co. Montgomery, and by Francis Crawley, late same, for Essex and Herts.
Prefixing : (a) verbatim copy of said order dated 1671, May 11 (based on the privy seal of 1671, Mar. 30), for 250l. to Sir Dennis Gauden, surveyor of his Majesty's marine victuals, as in part of 20,879l. 6s. 6d. due to him [as interest] for money by him disbursed in the service [of the victualling] above the 45,176l. 11s. 3d. formerly allowed for interest of moneys at 6 per cent., and above the 1529l. 15s. 0d. formerly paid and allowed to him by Sir George Carteret, Treasurer of the Navy, for interest of 27,000l. and above all other sums paid at the Exchequer or elsewhere to said Gauden for interest : and further for 6 per cent, interest on said 250l., payable six monthly from date of said privy seal till date of payment of the principal of 250l.

Warrant from Treasurer Danby to the Receipt for 792l. to Thomas Hayter, Esq., upon several orders drawn in the names of Sir Tho. Osborne and Sir Tho. Littleton as Treasurers of the Navy, and by them assigned to said Hayter : viz., 350l. on an order No. 1 ; 100l. on an order No. 4 ; 200l. on an order No. 5, all charged on the Customs for 1672, Lady day quarter ; and 142l. on an order No. 23, charged on the Customs for 1670, Lady day quarter. Nov. 2. Charles Bertie to the Customs Commissioners. In pursuance of the order of Council of Sept. 30 last, an embargo was laid upon some ships at Bristol bound for Virginia. On the 28th inst. [ult.] the mayor of Bristol has advised [the Privy Council] that having stopped three ships entered out for Virginia, one of them has changed her entry for the Barbados, and so he believes the rest will do, to free themselves from the embargo. Hereon the King has directed that you write immediately to direct said mayor to stop said ship or ships for two or three days, by which time he shall receive the King's further directions. Same to Edward Seymour [as Treasurer of the Navy] out of [the French King's] money received [by said Seymour] from Mr. Chiffinch to issue 1,888l. 10s. 0d. towards payment of the further charge of transporting the forces to Virginia. Money Book (General) p. 477.
[?] Same to Anthony Stephens, Esq., [Cashier to the Treasurer of the Navy] to pay 1,153l. 13s. 7d. to Mr. Shales to be by him paid to the [Navy] slop sellers for clothes provided for the soldiers bound for Virginia : to be paid out of money [ut supra] received of Mr. Chiffins. Nov. 3. Warrant from Treasurer Danby (and letter from C. Bertie) to the Customs Commissioners to employ Francis Salvin as a watchman London port, loco Francis Murland, deceased. Out Letters (Customs) III. p. 234.
Report to the King from Treasurer Danby on the petition of John Ball, praying payment of the arrears on the allowance of 400l. per an. promised him by the late Treasury Lords on surrender of his office of Treasurer of the Excise in Jan., 1671-2 (of which allowance he has received no part) and for payment of same to be settled for the future. Petitioner's circumstances recommend him if he can find some some other way than that proposed in his petition. Warrants not Relating to Money VII. p. 5.
Nov. 4. Warrant under the royal sign manual to Treasurer Danby to give warrant to William Roberts (to whom the moneys to be employed in the repairs of Windsor Castle are to be paid) to pay 500l. per an. for two years from 1675, Sept. 1 (at or about which time the said work began), to Hugh May, Esq., Comptroller of the Works, for his care and pains in the rebuilding and repairing of said castle : the first year's payment to be made presently, and the last year's in two half yearly payments on Mar. 1 and Sept. 1 next. Charles Bertie to the Speaker of the House [as Treasurer of the Navy]. Treasurer Danby has seen a letter from the Navy Board recommending to your care the procuring money for payment of the Wivenhoe. You are hereby to pay the requisite money herefor out of the money for wages in your hands. Money Book (General) p. 481.

Reference to the Customs Commissioners of the petition of Robert Tipp, of Wapping, whose son John being crossed in mind ran away and went on board a vessel for Holland with 60l. 13s. 0d. of petitioner's money, but said money was seized at Gravesend by Robert Bristoll : and therefore praying delivery of said money. Nov. 6. Royal warrant for a privy seal for granting to the Duke of Monmouth and Edward, Lord Latimer, for their own use the money imprested (as below) to Edward Deering, and what shall be due from imprests to Sir William Warren not accompted for : said imprests being as follows, viz. : an imprest bill granted 1665, May 10, by the Navy Commissioners and directed to the then Treasurer of the Navy for impresting 2,666l. 13s. 4d. to Edward Deering, merchant, upon account for cast [sic for East] country planks for his Majesty's service (for which sum John Fenn, gent., became bound to the said Deering in a bond of 5,000l. to satisfy the aforesaid sum to his Majesty) ; and very considerable sums of money imprested by said Navy Commissioners to said Warren for the service of the Navy from 1664, July 21, to 1667-8, Mar. 24 : which [imprests] are not yet accompted for to his Majesty. Royal warrant to the Attorney or Solicitor General for a privy seal for a release and pardon to Sir Solomon Swale, late sheriff of co. Yorks, for the year ended 1671, Sept. 29, of the sums he is indebted upon his account thereof, viz., 217l. 11s 8d. for fines de Banco and 90l. 3s. 5d. for issues of jurors at assizes. Royal sign manual for 75l. 4s. 9d. to John Warner, master of the King's barge as interest for one year to Sept. 29 last on an order No. 781 registered on the Hearthmoney for 1,254l. for two houses purchased [from him] by the King at Greenwich, which order would have been paid 1672, Dec. 13, if there had been no restraint of payment in the Exchequer. Royal warrant to the Attorney or Solicitor General for a privy seal for 2,500l. to the Duke of Ormonde out of the 20,000l. payable to the King by the present Farmers of the Revenue Ireland as an addition to their 60,000l. advance money : the King having formerly accepted a proposal made by said Duke of remitting to the Crown the sum of 48,256l. 2s. 6d. sterling, and [in lieu thereof of] receiving from the Crown 5,000l. per an. out of certain quit rents in Ireland which were assigned to him by patent dated 1669, Aug. 2, until the said 48,256l. 2s. 6d. [should] be run out and paid : which said 5,000l. per an., the said late Farmers paid from time to time until 1675, Michaelmas, at which date they refused to pay the 2,500l. due thereon, alleging that by their covenants they were to detain in their hands the two last quarters of the Irish revenue [receipts]. Same to the Attorney or Solicitor General for a great seal for a grant to Laurence Hyde, Esq., of the rent of 500l. per an. from Sept. 29 last, arising from, and for the remainder of the term of, the farm of logwood in consideration of his many good and acceptable services : with direction to John Pincombe, the present farmer of the logwood (by indenture dated 1662, Sept. 23, for 21 years from 1662, Sept. 29, at 500l. per an. rent) to pay same accordingly, and for the Exchequer to allow same or to strike tallies of pro or assignment or other tallies from time to time for the due payment of said rent to said Hyde. Warrant from Treasurer Danby to the Customs Commissioners to deliver, customs free, three boxes of pictures and one piece of 30 ells of linen, a box with four pieces of tapestry and some pictures and a box of 20 lbs. of chocolate, now in the Customs Warehouse, and lately come from Flanders for the account and service of Don Bernardo de Salinas, Envoy Extraordinary from Spain. The like for the delivery to James Houblon, customs free, of a coach lately arrived from France. Ibid.
Same from same to John Evance, one of the undersearchers of London port, to discharge a seizure of 50 doz. calf skins and to deliver same back to their owner John de Grave, a leather merchant and skinner : said de Grave having petitioned setting forth that by an Act of 20 Cor. II (in regard that it was found by experience that since the prohibition of exportation of leather the price thereof was much abated to the great discouragement of the breed and feeding of cattle and fall of rents) leather was permitted to be transported until the first Session of Parliament after 1675 : which having been found very beneficial, a bill passed the Commons the last sessions of Parliament for continuing the said Act, but same was not made an act by reason of the prorogation, so that in strictness of law no leather can be transported but calf-skins not exceeding 36 lb. the doz., or 4 lb. each skin, to the great detriment of the nation in that particular : further that petitioner's 50 doz. of calf-skins did somewhat exceed 36 lb. the dozen, and altogether weighed as much as 72 doz. of that standard would have done : said skins not being vendable in England, petitioner was shipping them off from [for] France, and with no intention to defraud, entered them as 72 doz., according to their true weight, and paid custom as for so many. On consideration of the whole, Treasurer Danby thinks not fit that said skins be permitted to be transported, but that they be delivered back to said de Grave, the owner. Ibid, pp. 237-8.

Treasurer Danby to the Commissioners for the last Eighteen Months' tax, co. Middlesex. The Commissioner of Appeals in Excise inform me that (notwithstanding my former opinion to you not to charge their office to said tax) you do proceed to return them in arrear for same. I have referred the matter to the Attorney General, who agrees with me that the said Commissioners hold judicial offices which are not chargeable to said assessment. John West, mercer, is prosecuted in the Exchequer as surety for George Pley, late collector of Lyme port, for whom Bullen Reimes, Esq., William Harden, Henry Flory and Abraham Atkins, gent., are likewise securities. Said West and Abraham Atkins (to whom said West was counter security) have paid 1,200l. in part of said Pley's debt, and an extent is ready to be executed against said West for the remainder of said debt, whilst Pley the principal and the other sureties are not prosecuted. Warrant from Treasurer Danby to the Surveyor General of Crown Lands for a particular and ratal of the manor of Kennington, in Lambeth, co. Surrey, parcel of the Duchy of Cornwall, with a view to an extension of lease thereof to Sir Robt. Cleyton and John Morrice, viz., to 31 years, the present rent of 50l. being on their petition reduced to the old rent of 16l. 10s. 9d.
Prefixing : Said Surveyor General's report on the petition of said Cleyton and Morrice for same. The premises comprise the capital messuage of the said manor, an old great barn, several cottages and about 86 acres of meadow and pasture, parcel of the demesne lands of said manor, granted by the present King to Henry, Earl of Drogheda, by indenture of 1661, May 22, for 31 years from 1660, Sept. 29, at the yearly rent of 50l., which grant was assigned to petitioners on the 27th of the same May for a valuable consideration : and they have obtained a second lease thereof under the Exchequer seal dated 1671, June 8, for 10 years from 1691, Sept. 29, under the same rent and paid a fine of two years' value for it. The premises, together with the residue of the demesnes of said manor called Prince's Meadows and wharfes (now in lease to John Arundell, Esq.) were formerly in grant to Lord Cottington at an entire rent of 16l. 10s. 9d. per an., which grant expired in the time of the troubles : and there has been lately a new lease passed to Mr. Arundell of those [Prince's] Meadows and wharfes under the said rent of 16l. 10s. 9d., "which by the former leases taken by him since his Majesty's restauration there was about 160l. per an. more reserved now taken off." If petitioners' rent of 50l. be reduced to 16l. 10s. 9d., there will remain 33l. 9s. 3d. per an. for them to buy off for 25 years in the present, which I take to be of a year's less value at least than three lives in copy holds with widows' estates incident, which are now constantly set at 10 years' purchase : and so the 33l. 9s. 3d. at nine years' purchase comes to 301l. 3s. 3d. When the last lease was passed to petitioners the full improved yearly value was then found to be 194l., out of which deducting 16l. 10s. 9d. for the rent, there will remain 177l. 9s. 3d. per an. The extension of lease they desire is for six years. This is not worth a year's purchase. Therefore a fine of 150l. may be a full consideration in respect of the great repairs incident to the premises to which they are tied by covenant, they asserting that the great barn and some of the tenements or cottages which have cost them very dear to keep up, are no way useful or beneficial to them or the estate.
