bart., and Jno. Northcote, Esq., his son, as by order of
reference thereon of Aug. 10 last. It appears from a report of
Sir Francis North, Attorney General, that said John Northcote.
the son, was appointed Receiver of the subsidy for Devon and
Exeter in 1671, and did substitute one John Norman, a person
then of unsuspected credit, upon a good character given of
him by the late Treasurer Clifford. Said Norman has failed
to pay into the Exchequer 1,867l. 15s. 5d. [sic for
1,867l. 3s. 5d.] which was received by him, and is the
whole sum charged in super on the account of said
John Northcote. Said Northcote took of said Norman
several securities of lands towards payment of said debt, but
said Norman, being indebted to the King 2,291l. 3s. 4d. as
Receiver of Hearthmoney for said county (being a debt
precedent to said petitioner's security), it is not thought
advisable by the Attorney General that your Majesty
should accept of Norman's estate assigned to said Northcote
in satisfaction of said 1,867l. 3s. 5d., because
that estate will be liable to the process of the other debt.
The securities taken by said Northcote will be ineffectual to
him, Sir John Northcote, his father, and Arthur Northcote,
his brother, said Norman being insolvent and his estate
insufficient to pay both debts.

Royal warrant to Treasurer Danby. We have commanded Sir
Arthur Forbes to attend our services in the Northern part of
this our kingdom. His so doing will bring an extraordinary
charge and expense upon him. This is to authorise an
allowance of 100l. a month to him from Oct. 1 last to continue
as long as the King's Lieutenant shall judge his attendance
there necessary. You are therefore to issue orders to the
Commissioners of the Treasury there [Scotland] to pay Forbes
said allowance and to allow to said Commissioners in their
accounts whatsoever they so pay, "the same not being
warranted by their contract." You are also similarly to allow
them the 200l. already supplied by them to said Forbes to be
disposed of by him for secret service.

Lands for a particular of the scite of the late monastery of

seizure of the ship "Friendship," of North Yarmouth, John
Garret master, which ship arriving in London from Rochelle
with salt, wine and brandy was seized with its lading by the
officer of the Navigation Act, being navigated by six English,
two Scots, and seven foreigners ; same being by reason that
said ship being a free ship was about Michaelmas last fitted
for said voyage from Yarmouth to Rochelle and manned with
thirteen English and two Scots, but that being ready to sail
(it being the season of herring fishing), seven of the thirteen
English left the ship, so that the master was forced to take
five foreigners and to hire two more at Rochelle.

Instructions from same to same in reply to their representation
of the 4th inst. Concerning seizures of vinegar and brandy
which frequently happen to be seized with wine you are to
exercise the like powers to the one as to the other. As to the
case of Mr. George Pley, senr., Collector of Weymouth, upon
his proposal to pay 500l. at Lady Day next in part of
his debt, and the remainder at Michaelmas next, if he gave
good security for this you may continue him in his employment,
and no process to issue against him. As to the
business of the Custom House concerning the butts and
boundaries thereof, and Sir Christopher Wren's report, I
intend to review the agreement made between the King and
Sir Anthony Cope, and shall then give you my direction in
that particular. As to the letter from the collector of Cowes
touching a French vessel brought in [as] prize by a Dutch
caper, the Secretaries [of State] shall be spoken with in this
matter, and then you shall have directions hereon. I approve
of your establishment for the smack at Quinborough to guard
the two Swales and the creeks about the Island of Sheppey,
being as follows, viz. : that Glover, the present Surveyor at
Margate be dismissed as an unnecessary officer, and his salary
of 60l. per an. added to the establishment of said smack at
Quinborough, which is 90l. per an., and that 26l. 10s. 0d.
being the wages and victuals of one man be taken off the
establishment of the smack at Gravesend, which is 284l. per an.
and added to the said smack at Quinborough, making the two
establishments respectively 257l. 10s. 0d and 178l. 10s. 0d.,
and the master of the said smack at Quinborough to have the
inspection of the Isle of Thanet instead of said Mr. Glover.
As to the case of Mr. Potts concerning a prize ship adjudged
in the Admiralty, which has imported some wines from
France, and no certificate of her freedom [naturalization]
obtained from the officers of the navigation, wherefore you
demand alien's duty on her lading and have directed a seizure,
if the officer making the seizure be prosecuted, he is to be
defended at the King's charge.

of Calder in said vicarage, together with the several yearly
pensions issuing out of the churches of Halifax, Rotherham,
Harthill and Sandal, heretofore granted to Jno. Waterhouse
and others by the abbot, &c., of the Monastery of Lewes, in
Sussex, reserving the rent of 21l. 6s. 8d. from the determination
of a lease of part of said tithes as above made to said
Cockcroft and Riggs, whereof seven years are to run ; and
67l. 10s. 0d. for all the residue other than that part thereof
which was granted to William Collins and Edward Fenn and
their heirs, 7 Car. I., at the fee farm rent of 6l. per an., which
are to be specially excepted out of the base now desired :
"the lessee covenanting to do his best endeavour at his own
proper cost and charges to recover the possession of so much
of the said tithes as are now retained from His Majesty under
some pretence of grant at several rents amounting to the said
sum of 67l. 10s. 0d."

Royal warrants to the Governor of Maryland (and similarly to
the Governor of Virginia). By the Act of 25 Car. II. certain
rates and duties are imposed upon several commodities
therein named that shall be shipped on any ship that shall
not first have given bond to bring the same to England,
Wales or Berwick ; among which rates is 1d. per lb. on tobacco.
By the said Act the several duties are to be levied and collected
before the lading thereof. But we are given to understand
that same is very impracticable in Maryland, for that ships
do there disperse themselves into several rivers and places at
great distance one from the other, so that it would require a
multitude of officers to attend such lading of goods from one
Plantation to another, and be very troublesome and chargeable
to the traders to be confined to one place [for lading]. You
are therefore to consult with the surveyor of said duties,
and to appoint such places in the respective rivers for the
collecting said duties, where ships and vessels may be most
conveniently cleared. And for the greater accommodation of
traders you are to permit all masters of vessels (although they
have not given bond as aforesaid) to take in their lading at
such places as they shall think convenient (they upon their
arrival having first given bond to pay the said duties at the
place of clearing the ships). You are to assist the officers of
said duty in collecting same, and are to take care that the
former laws relating to the trade of the Plantations be
effectually executed.

State of Hamburgh, who testify that the said ship doth really
and bona-fide belong to the subjects of that State, though it
appears not of what country she is the build. Further, I have

there (which is chiefly supplied by the importation of foreign
corn by strangers) and certify that this corn imported was a
very seasonable supply to them and that if such supplies had

Same from same to the King's Remembrancer. Richard Jones,
of Brecon, gent., was (with others) farmer of the Excise of
Monmouth, Brecon and Radnor in 1656 and 1657, on account
of which farm there stands due to the King 137l. 10s. 0d.,
as appears by entries in the Excise Office, London. For
this debt a scire facias was issued against said Jones, and
in 1670 an extent awarded against him whereon being taken
he was forced to deposit 150l. in the hands of John Paine
then first Secondary of the King's Remembrancer's office ; and
since deceased. On application to the Exchequer Court said
Jones was admitted to plead to the said scire facias and extent,
a proviso in the first Act of Oblivion exempting such from
payment of any Excise arrears who were not effectually
prosecuted before 1662. Dec. on which plea no judgment is
yet given. Yet notwithstanding said Jones petitioned the late
Treasury Lords to be admitted to compound said arrear. On
reference the present Excise Commissioners and Col. Birch, on
the 2nd Dec., 1670. reported 70l. as a reasonable composition
from said Jones and partners, being as much as any person in
the like condition had paid, and considering the hazard of
losing the whole if judgment on the aforesaid plea go against
the King. On payment of said 70l. therefore you are to deliver
to said Jones all the bonds entered into by him and his
partners on account of said Excise and discharge the process
"as to the executors of the said John Paine, Esq., to whose
hands the said 150l. is now come for payment of the said 70l.
as before and delivery back of the remainder to the said
Richard Jones"

the seizure of one of His Majesty's prize ships bought
at Gottenburg by Robert Tigh and John Eyre, which
being arrived with corn from Rochelle is seized as an unfree
ship and wanting her complement of English mariners. Said
ship was adjudged prize in the Admiralty Court and afterwards
made free by royal warrant, and since her arrival has paid her
Custom and is registered and certified in due form by the
officer of the Navigation, which could not be regularly done
before her arrival : so that the cause of seizure appears to be
only the want of her full proportion of English mariners
which (as coming from a foreign port) she could not be
supplied with as the master of the said ship makes oath.

Royal warrant to Henry Slingsby, Esq., Master and Worker of
the Mint. The Provost and Corporation of Moneyers of the
Mint have set forth in their petition that before they had any
knowledge of the way of coming by the mill and press, they
did in obedience to the King's commands accept the
allowance of 8d. per lb. weight of silver, and 3s. per lb.
weight of gold to be comed by them in the new way, viz., as
towards their labour and expenses in the workmanship of the
same, submitting to the royal pleasure the further allowance
of 1d. more per lb. weight of silver, and 6d. upon the lb.
weight of gold, if upon trial of the new way of coining the
said moneys should be found to deserve the same : and
further that there hath not been yet any agreement made for
the coining of the small silver, yet, nevertheless, they have
upon all occasions, as need required, been ready to make the
same, and had to their great expense and charges coined by
the new way of the mill and press, 2,284 lb. weight in small
money, without any other allowance than as for the great
moneys, and that they had been at great charges in maintaining
horses when there was little employment in the Mint, and in
providing wood, coke, alum and argall, and also by reason of
the great quantities of small moneys by them coined : and
therefore pray the said further allowance of 1d. per lb. for
silver, and 6d. per lb. for gold, and same further allowance
for their extraordinary charges as aforesaid. Said petition
was referred to the Earl of Shaftesbury, who referred same to
Sir Robert Murray, Kt., Sir Authony St. Leger, Kt., Warden
of the Mint, Henry Slingsby, Master and Worker of same
James Hoare, Comptroller of same, John Brattle [As]saymaster
of same and Richard Sherwyn who reported on the 2nd
Dec., 1672, confirming the statements as above, and as to the
said charges in maintaining five or six horses to be always
ready for the coining of moneys, and in the provision of wood,
coal, alum, argall and several utensils and vessels of iron,
copper and wood for the nealing and blanching of moneys
which were formerly provided and paid for by the King,
"and that by reason the coinage of our moneys is now free to
such as bring bullion into our mint the price of silver is raised
2d. in the ounce, and the moneyers being to make good the
waste in coining, the loss is so much the greater to them," and
further that they had not allowance for the small money they
had coined in the new way, which was considerably more
laborious and chargeable to them than [in the case of] the
greater [moneys] and they therefore advised an allowance of
a half penny more per lb. weight of silver coined by them
since the late Act for encouraging the coinage, and that for
the future they should be allowed 1d. more for every lb.
weight of silver, "so as for every hundred lb. weight of silver
moneys hereafter to be coined they make within the space of
six months after the coinage of the same one lb. weight and a
half or 18 oz. of small money in the quantities and species
following, without any further pay or allowance for the same,
viz. in pence oz., in twopences 3oz., in threepences 6oz., in
groats 8oz., or in regard the pence are very small and apt to
be lost that the oz. mentioned for pence be added to the
groats and that no pence be made at all. But as to the 6d.
demanded for the gold, there being 7d. upon the lb. weight
more paid them than formerly they found no reason for any
further allowance. They further advised that for the better
advantage of the Moneyers they might be forbidden to use any
alum in the blanching of gold or silver or any sawdust in
the drying of the same, and that the Moneyers do from time
to time coin and size the moneys well and observe their agreements
with the Master and Worker about their tasks and
undertaking in coining the King's moneys." Further, in said
report the said Master and Comptroller certify that there was
coined in the Mint in silver moneys from 1666. Dec. 20, to
1672 [sic for 1673], Dec. 21,242,978 lbs. 4 dwt., which at d. per
lb. comes to 506l. 4s. 1d. In accordance herewith it is ordered
that 600l. be paid to said Moneyers for the charges as above from
1666. Dec. 20, to 1673. Dec. 21. and that an additional 1d.
per lb. weight of silver be henceforth paid them from 1673.
Dec. 21, but upon condition that for every hundred lb. weight
of silver hereafter to be coined they make within six months
after the coinage of the same 1lb. or 18oz. of small moneys
in the quantities and species following, viz. 3oz. in twopences.
6oz. in threepences. 9oz. in groats. "But if you shall judge
it more expedient for our service that the said Moneyers, instead
of the said 9oz. so to be coined in groats, shall coin only
8oz. (parcel of the said 9oz. in groats) and oz. in pence for
every hundred lb. weight in silver,' then the said Moneyers
shall so coin. Provided further that they use no alum or
sawdust as above and that they coin and size the moneys well
and observe their agreements with the Master and Worker
about their task and undertaking in the coining of the King's
moneys.
