May 1 Warrant under the royal sign manual to James, Duke of Ormonde, Steward of the Household, and to the Treasurer and Comptroller thereof and the rest of the officers of the Board of Greencloth to pass and allow from time to time to William Ashburnham. May 2 Warrant from Treasurer Latimer to Sir C. Harbord to make a constat of premises as follow, and to rate same in order to the passing a grant thereof in fee or for years as the Corporation of Becoles shall think fit to take it. they employing the profits thereof for the use of the poor of said town, viz. some old houses and small parcels of ground being the remains of an ancient foundation called Beccles hospital, and comprising one piece of arable land about three acres, being a sandy hill whereupon the ruined walls of a small chapel are remaining and part of an old house which is supposed to have been the Hospital of Beccles. and two pieces of marsh or fenny ground, containing about three acres, which did belong to said hospital : all not worth above 3l. per an. : together with a rent of 35s. payable to said hospital out of the manor of Barsham next adjoining, all which it is conceived belong to the Crown : the said Harbord having reported upon the town's petition for said premises that a grant may be made to them under the Great Seal with a clause for the town to sue and be sued or any other reasonable addition of liberty, but if they think not fit to be at that charge that then they may have a lease thereof for 60 years under the Exchequer seal and of all other lands, rents, liberties and privileges they shall discover to have been belonging to said hospital (and not granted out of the Crown). at a small rent of about 12d. in the . they covenanting to recover the premises at their own charge and to recover the King's right thereto and to employ the profits thereof to the benefit of the poor of Beccles. May 5 Warrant from Treasurer Latimer to the Customs Commissioners to deliver to the Duke of Lauderdale six half barrels of herrings, 16 doz. of fish in a cask, 10 doz. of hard or dry fish, two small vessels of Rhenish wine, a piece of Scotch stuff of 8 or 9 yards, and a barrel of red herrings, imported for said Duke from Scotland in the "Providence." of Leith, David Gilles master. Trustees for sale of Fee Farms, of several rents and Tenths issuing out of several manors and lands in co. Warwick, Northampton, Worcester, Lincoln. Cambridge, London, Norfolk, Suffolk, Wilts, Gloucester, Somerset, Southampton, Durham, Kent, Lancs, Surrey, Berks and Cumberland, amounting in the whole to 1,613l. 16s. 4d. per an. upon trust to convey same (except 218l. per an. from the Dean and Chapter of Durham) to John Lindsey in satisfaction of 25,684l. 2s. 1d. Same of same, dated same, of a pardon and release to the Mayor and Commonalty of London of all issues by them forfeited in the Common Pleas and estreated into the Exchequer both before and since 1664, April 26 (when they had a like pardon for such issues) "the debts whereupon the said issues did arise being contracted in the times of the late usurpation for carrying on the wars against His Majesty and his late royal father" : Sir Robert Howard, late Farmer of the Greenwax, having acknowledged satisfaction of all issues forfeited to the King by said Mayor and Commonalty until 1672, June 24. May 6 Royal warrant to the Solicitor or Attorney General to prepare a great seal for a release and discharge to Viscount Yarmouth of 1,800l. per an. part of the 3,800l. per an. rent of the wood farm granted to him by indenture under the Great Seal, dated 1666, April 5, granting him the farm of unwrought wood, glass ware, oranges, lemons, citrons, and pomegranads, at 2,700l. per an. for 21 years from 1667, Sept. 29, which rent was subsequently improved by a fresh indenture dated 1667-8, Feb. 4, to 6,500l. (by reason that the dismal fire of London caused a much greater importation and consumption of such materials). The present discharge of 1,800l. per an. is to date from Mar. 25 last to the end of the farm, and is granted in view of the fact that the city of London being now almost totally rebuilt the profits of the farm cannot in future be supposed to be more than they were at the time of passing the first recited grant. Royal warrant to the Clerk of the Signet for a privy seal for a grant of 168l. 18s. 0d. to Nathaniel Booth, being the sum he is indebted to the Crown upon the foot of his accompt as Receiver of the subsidy, co. Chester : same to be as royal bounty for his service in advancing the revenue of Hearthmoney, "to [the extent of] near 300l. per an. since he was concerned therein." Report to the King from Treasurer Latimer on the petition of Capt. Rich. Griffith (as by the order of reference of April 12 last), said petition desiring a grant of the office of water bailiff of the river Severn. According to the Attorney General's report to me it appears that said office is seized into the King's hand and that the former patentees are thereby excluded from any interest therein. Money warrant for 995l. 5s. 0d. to Sir Bernard Gascon in full of a bill of extraordinaries, 1671-2. Feb., to 1673, July, as Envoy Extraordinary to the Emperor of Germany : as sworn to by said Gascon. Sept. 12 last, before a Master in Chancery. Ibid.

Warrant from Treasurer Latimer to the Customs Cashier to satisfy tallies for 3,660l. Same from same to Auditor Beale in drawing the account of Visct. Yarmouth for two years, Mich., 1671, to Mich., 1673, of the wood farm to make him allowance of the following sums (or such sums up to the following sums, as shall appear from the Customs books to be due on the items enumerated below), viz. : 413l. 7s. 8d. for goods belonging to a previous year's account and landed upon sight and sufferance ; 128l. 7s. 1d. for goods the Custom whereof was repaid by order of Council after it was placed in the Customs book as part of his account ; 36l. demanded but not actually paid ; 376l. 16s. 4d. for debentures paid and estimated within the time of this accompt ; 40l. 16s. 1d. for goods charged for mistake of quality or else for petty Custom which has been repaid : 140l. 13s. 2d. for an overplus upon the receipt of oranges and lemons more than Visct. Yarmouth received, he having sub-farmed it [oranges and lemons] at 360l. per an. The 2 years for the time of this account and up to Mar. 25 last on the 1,015l. per an. for charges of management which said Visct. Yarmouth desires allowance of, has been considered but not allowed. May 7 Warrant from Treasurer Latimer to the Customs Commissioners to deliver to Mr. Depeyster, a seizure of China roots and some wrought silk imported from Holland in the "Griffin," to be transported for France : said goods being of the growth of Asia and imported in a Dutch vessel : but same not being intended to be disposed of here. Same from same to same to admit to entry some French wine consigned from Gothart Braem, of Elsinore in Denmark, merchant, to his correspondent Charles Corsellis, being consigned upon the King's dispensation that all strangers importing merchandise during the war should pay but the customs of natives : the said wines having been laden in the time of war, although in the meantime before their arrival the peace was happily concluded. May 8 Same from same to the Customs Commissioners to permit an entry under natives' duty of wines as follows arriving within the compass of one month : several merchants trading to the Canaries having petitioned for such entry for wines daily expected home in several foreign ships by them freighted for the Canaries before the conclusion of the late peace with Holland and pursuant to the declaration of 1672, May 10. The order of the late Treasury Lords of 1672, July 4 (explaining some doubts made upon the dispensation contained in said declaration of May 10 previously), declared such ships as aforesaid to be intended to be exempt from confiscation and from paying aliens' duty : but the said order being since by me revoked. May 9 Warrant from Treasurer Latimer to the Customs Commissioners to permit an entry under natives' duties of certain goods belonging to several merchants trading to Portugal, who under the indulgence of the King's declaration of 1672, May 10 freighted several Portuguese ships, viz. the "St. Joseph," "Botancor," and the "Bom Jesus," which are now arrived in London port. Treasurer Latimer to the Duke of Ormonde. On the receipt of your letter and the Vice-Chancellor of Oxford's concerning the new tavern there I referred same to the Wine Licence Commissioners and their report thereupon (containing matter of law) was referred to the Attorney General. I send you copies of both reports and of a letter sent to the University from the said Commissioners. Ibid, p. 273.

May 11 Treasurer Latimer to same to have sent up to London from Dover unopened a small box belonging to Lady Sunderland. Ibid, p. 274.
Warrant from same to same to deliver to Thomas Jordan, on payment of Customs, a parcel of beaver skins shipped by him at Hamburgh for London, taken by a Dutch caper, carried into Holland, there bought by petitioner and reshipped for London on the strength of the King's dispensation with the Navigation Act, although said dispensation extended not to goods imported from London [sic. erratum for Holland] although it does with those of Germany. Warrant under the royal sign manual to John Bruer (Brewer), Esq., deputy to Bartholomew Beale. one of the Auditors of Imprest. Said Beale is lately dead. Francis Goldolphin, Esq., to whom said Beale's office was granted in reversion is now in Ireland and some time must elapse before he be sworn and admitted. May 13 Warrant from Treasurer Latimer to the Customs Commissioners to restore a seizure of some Points de Venise and other Points directed from Holland to the Portuguese Ambassador [in England] and lately arrived in one of His Majesty's yachts, being for the use of the Marquess de Frontiera in Portugal, whither said Ambassador is to cause them to be conveyed. Same from same to same to have opened at the lodgings of Sir Leoline Jenkins, late Ambassador Extraordinary and Plenipotentiary at Cologne, several packs, &c., claimed by him as his own goods and those of his retinue and servants. Ibid, p. 277.
Treasurer Latimer to same to permit the landing. Customs free, of 22 horses, 16 thereof belonging to Sir Leolin Jenkins and Sir Joseph Williamson and the other six to the Marquesse del Frenzo, the Spanish Ambassador. Ibid.

May 14 Treasurer Latimer to Sir Robert Howard, Auditor of the Receipt. In pursuance of the warrant of April 28 last tallies have been levied for 10,000l. on the Farmers of the 4 per cent. duty at Barbados, to be paid to Major Edmond Andros, towards payment of the arrears due to the regiment late under Sir Tobias Bridge. There is a present necessity that 4,500l. be advanced for paying such of the said soldiers as have been discharged. As that sum cannot yet be raised on those tallies, and as there is a considerable sum now remaining in the Exchequer, part of the sum of 22,604l. set down (in the list of the moneys of the fourth quarter of the Eighteen Months' assessment as for the Victuallers), which cannot yet be issued for that use because the Victuallers' accounts are not yet perfected you are to direct the Teller to pay 4,500l. thereof to said Andros, and I will take care that same shall be suddenly reimbursed to said Teller. Royal warrant to the Governor of New Jersey, permitting him to appoint a deputy to himself for his office as Collector of the impositions within his Government, as by the late Act of 25 Car. II. cap. 7 : he first administering an oath to and taking bond from said deputy and also the Surveyor of said duties : taking care also to put in effectual execution the former laws relating to Plantation trade. Treasurer Latimer's subscription of a docquet, dated May, 1674, for the Navy Commissioners to forbear selling the prize ship, "White Fox" (which with other prizes they were authorised to sell by the privy seal of April 29 last) and to deliver same with its furniture according to inventory to Sir Thomas Allin (Allan), Comptroller of the Navy, to whom the King has granted said prize. May 15 Treasurer Latimer to [the Excise Commissioners]. "Gent. These are to pray and require you to proceed in the payment of the Queen's Majesty's money, notwithstanding my late order for stop of all manner of payments." Warrants Not Relating to Money IV. p. 279.
Warrant from same to Sir Francis North to enter a nolle prosequi upon the information in the Exchequer against several goods detailed (threadbone lace, Point lace, Point wisks and band strings), seized by John Custis, an officer in the Custom House : same being imported from Holland in one of the King's yachts and directed to the Portuguese Ambassador and being for the use of the Marquess de Frontiera, in Portugal, whither said Ambassador is to cause them to be conveyed. May 23 Warrant from same to the Customs Commissioners. In your report on the petition of the Major, Jurats and Commonalty of Dover concerning the measure of lime in said port you stated that Richard Jacob, present Mayor of Dover, and several of the Jurats certify that the chalder of lime has been for 40 years accompted and taken to be 100 baskets according to the usual measure there, and that the lime trade has been the only support of the poor people thereabouts, who daily make the lime or must otherwise fall upon the parish. But you say your officers at Dover report that the contents of the chalder of lime as it is sold in said town is very uncertain, there being various measure of chalder, and that in 1656, some chalders of lime were passed at 36 [? 300] bushels to the chalder. But upon the whole you are of opinion that the chalder shall pass at 100 baskets, each basket containing two bushels. It will be of small consequence to the Customs and of considerable advantage to the poor of Dover and an encouragement to the navigation of the port and other places thereabout. I therefore authorise this measure (100 baskets of two bushels each) to pass as a chalder according to the ancient custom. Ibid, p. 303.

Warrant from same to same to grant a bill of store to discharge the Customs of four pipes of Fyall wines, which were by Capt. Manning and Capt. Lovelace (on behalf of themselves and other officers and soldiers taken by the Dutch upon the late surrender of New York) laded on board the "William," of Boston, Jeremiah Cosking master, for payment of their passage hither, the Customs whereof amount to 32l. 5s. 5d., which they are unable to pay. Same from same to Sir Peter Killegrew, bart., and John Tregeagle, Receiver General of the Coinage duty in Cornwall, to deliver a seizure of tin belonging to John Daboyse, of London, merchant, which about six months since he shipped at Falmouth, but which was seized as not having the coinage stamp : said Daboyse. petitioning that according to the orders in Council made upon the petitions of several other merchants who had several quantities of bar tin seized about the same time (which are since delivered them) he may have his tin redelivered on the same terms, viz. upon a full release to the King's officer who made the seizure and giving proof when required of whom the said tin was bought. Warrant from Treasurer Latimer to the sheriff of Lanes, and all mayors, bailiffs, &c., concerned, to restore the King's share of the fines levied on Robert Eaton, of Manchester, Caleb Broadhead, of Manchester, and William Walker, of Prestwich (who were fined as follows, viz. Eaton and Broadwood, Oct. 13 last, and Eaton and Walker, Nov. 29 last) for meeting contrary to the Conventicle Act : all as by the privy seal of Oct. 30 last, application having been made according thereto to the Lord Treasurer on behalf of said Eaton et al. Royal sign manual to Treasurer Latimer to warrant the Solicitor General to prepare a great seal for a grant to Richard, Lord Arundell of Trerice of the pension of 1,000l. [per an.] for 21 years ; to be paid out of the improvements of the Crown revenues in the Stannaries in co. Cornwall, when the same shall be made either by an additional duty to be hereafter agreed to by the Convocation of Tinners or by pre-emption, farm or any other way : to be payable from the first Michaelmas that shall happen after such improvement. May 29 Instructions from Treasurer Latimer to the Customs Commissioners.
Having seen the pass produced by Mr. du Bignon d' Ollebruse, under the seal of Sir William Swan, testifying that he is a servant to the Duke of Brunswick, you are to suffer him to pass with his men, goods and baggage.
You are to restore the aliens duty deposited by Mr. Luke Plunkett, merchant of Bristol, if you find the wines were shipped and arrived as alleged.
If any further application be made to you as to the trade with Tangier you are to inform yourselves and report to me whether they will be contented to allow to His Majesty the nomination of the Commander [of the ship], and be at the whole charge both of manning and victualling the ship.
You are to consider and report to me what will be necessary for putting the Composition trade in execution, and to give me an account thereof by Monday next.
As to the duty on feathers it is to be according to law.
The business of Mr. Coles and Nelthorpe concerning uncertain cask is to be suspended till a day to be appointed.
You are to consider the matter of Coinage and report your opinion to me how far it may be most equitably distributed among the several officers.
As to the business of corn at Berwick, you are to order the Collectors to admit corn to be brought over the Scotch bridge according to their last petition : till further order.
As to Mr. Geo. Pley, senr., Collector of Weymouth, and my warrant for stop for process against him, I intend the same shall be taken off at Michaelmas next, unless by that time he pay his debt or give security. Meantime you are to restore him to the execution of his place.

[sic] upon security of 21 orders drawn for the service of the Navy on the Customs and assigned to said Backwell, [said orders] importing [in all] 21,500l. being numbered and made payable in course as follows, viz. 13 orders on the quarter of the Customs ended 1672.
