Royal warrant for a privy seal to Richard Sherwin, Bartholomew Fillingham and John Laurence (possessed of a residue of a term of 99 years in trust for the King in the chace of Aldbourn and warren of Aldbourn, co. Wilts) to convey same to Lord Buckhurst free of all trust for the remainder of said term. (Treasurer Latimer's subscription, dated April 14, of docquet hereof.) (This warrant was evidently replaced by the warrant of April 24, on which the privy seal of April 30, infra, was passed, ordering payment of said annual sum, not to Fox but to Major F. April 1 Warrant under the royal sign manual to the Attorney or Solicitor General. Sir Edward de Carteret, of the parish of St. Helier, Jersey, Kt., has in his petition to us represented the loyalty of his ancestors in peace and war and that as soon as he became of capacity he betook himself to our service having for upwards of 25 years both here and abroad faithfully served us and the Duke of York, in whose service he still continues, that he is now settled in said island but has no estate proportionable to his quality ; that he has lately married a gentlewoman there with an estate in lands situate in said parish of St. Helier, from which lands (as from all other tillage lands in said parish) corn and grain tithes are accruing to the Crown of about 50l. per an. Said petition has been referred to the Lord Treasurer and thence to Sir C. Harbord. The yearly value of said tithes is 188 crowns 40 sols French money, or about 42l. sterling money. You are to prepare a grant to pass the Great Seal of said tithes to him for ever, reserving only the yearly sum of 6s. 8d. payable to the Crown. Same to same for a grant to the Duke of Buckingham of the yearly rent or sum of 1,500l. for life out of the hereditary Excise of York, Derby. Leicester and Nottingham, or failing that then out of the Exchequer : being in consideration of the surrender by said Duke of two grants, one of 1668, July 6, granting him the office of Master of the Horse, and the other of 1673, Sept. 18, granting him an annuity or pension of 2,400l., payable out of the revenue of Ireland : the first payment hereof to be at Midsummer next. [?April 1] Warrant under the royal sign manual to the Lord Lieutenant of Ireland to erect a building within the castle [of Dublin] convenient for the accommodation of his family : the charge thereof to be paid out of the moneys allotted by the establishment for the Marine Regiment : said Lord Lieutenant being very much straitened for want thereof. King's Warrant Book III. p. 497.
[?] Same to same. Divers Irish subjects have complained that their lands there are overcharged with quit rents, leaving not only little benefit, but hardly sufficient to pay said quit rents. You are to inquire whether there is just cause for these complaints, returning to the Lord Treasurer the names of the lands which you conceive to be so overcharged, and the particulars thereof to the end we may take same into our consideration "when our grant to the present [Irish Revenue] Farmers shall be expired during [until] which time we do not think fit to make any abatement of the said quit rents to any persons in regard the same were payable when we made our contract with our said Farmers." [?] Same to the Governor of New York to administer oaths to the Collector and Surveyor of the rates and duties in said Plantation as granted by the Act 25 Car. II. In case of death or refusal of such officer you are to appoint some one to execute same till you receive further order herein from the Customs Commissioners, England. &c., ut supra. p. 451. April 2 Treasurer Latimer's subscription of allowance as follows, underneath a report concerning Col. Holles, Lady Holles and the creditors of Sir Fretcheville Holles and Capt. Carter, and a signification of His Majesty's pleasure therein by Lord Arlington. "It is my Lord Treasurer's pleasure that the privy seal formerly appointed concerning Col. Holles, Lady Holles and the creditors of Sir F. Holles do pass to effect. Warrants Not Relating to Money IV. p. 242.
Treasurer Latimer to the Customs Commissioners for the delivery to Prince Rupert of a small wooden chest with two black leather mailes, now in the hands of the Customs officers at Dover. Ibid.
Same to the new Farmers of Excise. It is the King's pleasure that Sir Jonathan Trelaway should receive 400l. per an. during the term of the Excise farm, "out of the yearly sum you are obliged by private contract to pay to the King over and above the yearly rent mentioned in" your indenture of lease. Treasurer Latimer's subscription of a docquet, dated 1673-4. Mar. of a pardon to William Thody, vintner, for the killing of Stephen Blomfield, gent.. with restitution of lands, &c. British Museum Additional MS. 28 075, p. 44.

Same to Philip Lloyd, Esq. Elizabeth Gase, relict of Edward Gase, late of Spalding, co. Lincoln, sets forth in her petition that in 1660, her husband compounded with the Trustees of the late Queen Mother for a lease of two tenements and a small piece of land in Spalding Lincoln. Of the fine of 85l. her husband paid 42l. 10s. 0d. in 1661, and soon after died before the lease was passed. Petitioner has been unable to pay the second moiety and said premises were granted to another ; she therefore desires repayment of the first moiety with interest. Said statements are true and the request reasonable. By the privy seal of Aug. 7 last Sir Peter Ball, the Attorney General to the late Queen Mother was appointed to take care for the recovery, to the king's use, of all the arrears of the said Queen's Receivers of revenue, to be paid to you and to be by you paid to William Chiffinch for the King's use or to such other person as shall be appointed by royal sign manual. You are hereby to pay 42l. 10s. 0d. to Samuel Crawford, of Spalding, for the use of said Elizabeth Gase. King's Warrant Book III. pp. 501-2.
April 3 Money warrant for 500l. to Sir Humphry Winch for one year's fee as one of the Council for Foreign Plantations. British Museum Additional MS. 28,076, p. 163.
Patent for a pension of 200l. per an. to Juliana Coningsby, now wife of Amias Hext, from Midsummer last, for hazardous services for the King in the escape from the battle of Worcester : to be payable on the Customs ; she surrendering her previous pension of like amount charged hitherto on the Crown revenues of Dorset and Somerset. April 8 Treasurer Latimer to the Customs Commissioners to permit William Hill, servant to the Prince of Orange, to transport 36 horses and six trunks with gold and silver lace for liveries and other things, Customs free, and 40 couple of hounds. Warrants Not Relating to Money IV. p. 243.

Warrant from Treasurer Latimer to Thomas Agar and Charles Strode, Surveyor General of Woods this side Trent. It appears that through want of a general survey His Majesty's woods are very much prejudiced and daily encroached upon, so that the Surveyor General of the Woods is not able to discover the abuses nor make particulars or certificates when necessary, neither keep books of entries for securing and preserving the King's right as heretofore. You are hereby to repair to the several forests, parks, chases, and woods within your jurisdiction and view and survey same and make such further advantage and discoveries in the execution thereof as in your judgment tends to their better preservation, certifying me herein. Treasurer Latimer to the King's Remembrancer to supersede process against Anthony Gilby as surety of William Broxholm, Receiver of the One and the Eleven Months tax. co. Lincoln : said Gilby's estate having been extended to the amount of 35l. per an. Ibid, p. 245.

April 9 Warrant from Treasurer Latimer to the Customs Commissioners. There is due and payable to His Majesty for every hundred [weight] of tin the sum of 4s. which ought to paid at the Coinage, and no tin ought to be sold or exported out of the Stannaries of Cornwall and Devon unless it have the coinage stamp on the same, on pain of forfeiture of such tin and punishment. Nevertheless of late great frauds are practised by stealing of the said duty, whereby the revenue is decayed and fair dealing merchants discouraged by being undersold by such embezzlers. You are hereby to issue warrants to the Customs officers of the ports of Devon and Cornwall to seize all tin that shall be brought thither or carried on board any ship or vessel to be exported not having the coinage stamp on the same ; sending an account to me forthwith of such seizure : and also to give notice thereof and deliver the same to John Tregeagle. Warrant from Treasurer Latimer to the Receipt to issue 2,042l. 9s. 8d. to John Lyndsey. of London, goldsmith, on any orders unsatisfied in his hands : being the purchase price to be paid by the bishop of Winchester for a fee farm rent of 160l. 11s. 6d., which was among the fee farm rents ordered by royal warrant of Dec. 10 last to be conveyed to said Lyndsey towards satisfaction of the 25,684l. 2s. 1d. of the city debt undertaken to be liquidated by said Lyndsey. April 13 Treasurer Latimer to Sir Ro. Howard, Auditor of the Receipt. I have to-day signed a warrant for 10,000l. to the Navy. You are to satisfy it out of the 22,604l. mentioned [as reserved] for the Victuallers in the list of [payments on] the fourth quarter of the Eighteen Months' Assessment. And I shall lake care to supply the said sum of 10,000l. for the service [for which] it was intended so soon as it shall appear that the said Victuallers ought to receive the same. April 13 Entry of the declaration of the accounts of Sir George Carteret as Treasurer of the Navy. viz. for the year 1664 and the year 1665. The like of his account of moneys remitted and paid to the Bishop of Munster in relation to the [first] Dutch war (charge 238,259l. 12s. 11d. discharge same). April 14 Treasurer Latimer to Mr. Spry. Sir William Smith tells me you have a considerable interest in the tin mines, and that it is your opinion and desire that the tin be brought to a certain rate, to the intent the King may farm it rather than enlarge his rent upon the commodity by way of coinage duty, and that you think 4l. per hundred stannary weight would be a very fit price for the King to pay. I think you have reason for your opinion all but the rate of 4li. For I find from those who understand this affair very well that if 6s. the hundred weight more should be added to the 4s. coinage duty to be paid as they do it would endanger the destruction of the tinners. For after all their labour in digging and preparing it if they must pay so much for it before they make anything of it, it would be a great discouragement to them, which would be increased by the uncertainty of the market and price which must always be very low when the commodity is in so many hands. But for the price me thinks it is a great advance from 3l. to 4l. for find that to be the rate till 1643. Yet nevertheless since I know you are a person of understanding and can make a right judgment of things I shall advise the King to comply with your opinion and give way that the rate may be 4l. the hundred stannary weight. You saw the rate of 4l. 10s. was so unreasonable that it effected nothing, for nobody could do any good upon the farm at that rate, neither could the tinners (although they have paid the King nothing for his preemption) keep the tin up to that price. The best knowledge is from experience, and now they have tried new devices and find them unfruitful I hope they will naturally incline to their old way which so many ages have found good. I have a great opinion of your prudence and desire you to make [use] of it to bring this affair to a right settlement in the Convocation [of tinners] which service I am sure His Majesty will take very well from you. Warrant from Treasurer Latimer to the Customs Commissioners for an additional allowance of 30l. a year to William Cole, Clerk Comptroller of the Customs, Bristol port, to be for an assistant clerk : to date from the warrant of July 15 last, directing such additional allowance, which warrant is alleged to be now lost. April 16 Appointment by Treasurer Latimer of John Howland for the purpose as follows. John Birch. Edward Wingate and Edmund Wareing, Commissioners for the late Wine Act, in their report of Dec. 9 last represented the state of their Commission and that though they had a salary of 500l. per an. each for some time after they entered upon that service, when the receipt grew small the late Treasury Lords allowed them after the same proportions for the term time only which continued till the end of Michaelmas term last : but that the receipt is now so small that should they attend all the term time and receive the salary accordingly the charge would nearly equal the receipts. And they therefore therein propose the appointment of some person as solicitor to prosecute merchants, vintners and others remaining still indebted to the Crown, either on the first or second Wine Act. In accordance herewith and at the request of Mrs. Dorothea Colvile, widow (to whom such money when recovered is in course to be paid), I hereby appoint John Howland to prosecute all such merchants, vintners and others mentioned in the book hereunto annexed [wanting] and all other debtors to the King in reference to the said Acts : he giving an account hereof to me from time to time and the said Commissioners to assist when required. Report to the King from Treasurer Latimer in obedience to the order in Council of Dec. 17 last, made upon hearing several former orders read in Council and a report of Viscount Ranelagh concerning 10,031l. 6s. 11d. ordered to be paid to Thomas Morrice, Esq. and William Dodson. farmers of the Customs and Excise of Ireland in 1658, out of the 35.271l. 9s. 4d. arrear due to the King for the Custom and Excise of Ireland "whereby [by said order in Council of Dec. 17 last] your Majesty is pleased to order that the sum of 3,697l. 14s. 1d. part of the said debt should be paid to the said Thomas Morrice and William Dodson or their assigns out of your Majesty's revenue of Ireland, and that I should call before me the Lord Ranelagh and the said Mr. Morrice and to consider and settle the best ways and means for payment of the said sum of 3,697l. 14s. 1d. the residue being only payable by your Majesty as [in proportion as] it shall be made appear what more of the arrears of the said 35,271l. 9s. 4d. hath been or shall be received." I find that there is no part of the revenue of Ireland, or of what is payable of the said residue, free to be charged with the said 3,697l. 14s. 1d. until after 25 Dec., 1675, at which time the contract with Visct. Ranelagh will determine. I think it should be met out of the first moneys which shall be paid into the Irish Exchequer after that date. As to the residue of the said 10,031l. 6s. 11d. it may be similarly paid when it shall be made appear that more of the said arrears of 35,271l. 9s. 4d. hath been received. Ibid, p. 248.

April 18 Warrant from Treasurer Latimer to the Customs Commissioners to permit Sir Thomas Chicheley, Master of the Ordnance, to export. Customs free, 44 pieces of ordnance, 10 rounds of shot to each gun, and 22 barrels of gunpowder for the King's service in the colony of Virginia, being shipped by him in three vessels for Virginia in accordance with an order in Council. Constitution and appointment by Treasurer Latimer of Sir Baynham Throckmorton, of Clowerwall, as Conservator and Supervisor for the taking care of the woods in the Forest of Dean, the late Act of Parliament having provided that said forest shall remain for a nursery for the future growth of ship timber, and that in order thereto 11,000 acres of the waste soil should always remain enclosed, which enclosures are accordingly made and set out. All the officers of said forest as well of inheritance as others are to be under your care and no sheep, hogs, or other incommunable cattle are to go upon any of the waste. &c. Ibid, pp. 270-1.
April 21 Report to the King from Treasurer Latimer on the petition of Col. Edward Villiers, who prays a new lease, on surrender, of the lighthouse of Tynemouth and the ground and soil whereon same is situate, the said lighthouse being built at his own charge, and to include I herein a house be is now building near adjoining to said lighthouse, containing 3 roods or thereabouts at the yearly rent of 5s, and that the said house and the inhabitants thereof might be free from quartering soldiers. Said petition was referred to Treasurer Clifford and by him to Sir C. Harbord to report whether it might not interfere with the right of succeeding Governors to have a house within the castle of Tynemouth. Hereupon Harbord wrote to the Mayor of Newcastle and other persons of trust there who replied that they conceived that said ground might conveniently be granted to petitioner for the reception of himself and family and those employed to inspect and attend said lighthouse, and that such a house for so public and necessary a service (though inhabited by persons not entrusted with the government of said castle of Tynemouth) cannot be any matter of danger or mischief to the safety or defence thereof in time of hostility. I have further referred the matter to the Master of the Ordnance and in reply the officers of the Ordnance concur with Sir C. Harbord. I therefore conceive that petitioner's request may be granted in regard of the public benefit of said lighthouse built within the said Castle, and the necessity of a habitation for those interested and employed therein. April 25 Warrant from Treasurer Latimer and Sir J. Duncombe to the Auditor [of Crown revenues for North Wales]. It appears by a constat under the hands of Thomas Tudor. Deputy Auditor of Wales, that in the account of Thomas Whitley, Esq., Receiver of Crown revenues for North Wales, for the year ending Sept. 29 last there is set in super on the fee farmer of Dyffryn Clwyd cum Ruthin 1,366l. 17s. 6d. for [the unpaid part of] 13 years to 1673, Sept. 29, of the rent thereof of 243l. 8s. 2d. per an., together with 2,000l. forfeited nomine poenae. The fees allowed to the officers for managing and bringing in the rents of said lordship amounted to 40l. 3s. 4d. before the grant of said lordship to said farmer. Richard Parry, gent., has offered to collect all the arrears of rent by Michaelmas, 1675, on an allowance of 5s. per , and for the future to collect the annual rent for an allowance of 40l. per an. On reference Sir C. Harbord has approved said proposition. In accordance therewith the Auditor concerned is hereby to make out a constat of said arrears and to transmit same to the Treasurer's Remembrancer, who is to make process of extendi facius thereupon directed to the sheriffs of Denbigh to extend the said lordship into the King's hands and to entitle the King thereto by an inquisition to be taken by virtue of said extent. When the King is so entited a commission is to be issued to said Parry to levy arrears, &c., as in his said proposition Warrants Not Relating to Money IV. pp. 260-1.

April 26 Royal warrant to Treasurer Latimer. By the patent of 1672, Oct. 7, John Lyndsey, of London, goldsmith, was admitted to purchase 25,684l. 2s. 1d. in fee farms, being the sum remaining due from the Crown to the city of London of the loan of 60,000l., said Lyndsey also undertaking to purchase further fee farms to the value of 36,000l. in satisfaction of so much due to him from the Crown. In pursuance hereof said Lyndsey has made contracts with you Treasurer Latimer for [inter al.] fee farm rents as in schedule below, which particular rents "being rents of such natures as are excepted (or supposed to be so) by the late Acts of Parliament made for the sale of our fee farms and other rents cannot so well and legally be passed and settled by the Trustees for the sale of Fee Farm and other rents unto the said John Lyndsey and his heirs as was intended without our letters patent in that behalf." In view of said Lyndsey's service, he being very far advanced in the liquidation of said 25.684l. 2s. 1d. to the city, and having advanced the greater part of said 36.000l. to Sir Stephen Fox, Paymaster of the Forces, for the King's immediate service, you are therefore to give warrant to the Attorney General to prepare a great seal containing a grant of all the rents as in the schedule below to Lord Hawley, Sir C. Harbord, Sir Wm. Howard, Sir John Talbot and Wm. Harbord, surviving Trustees for Fee Farms, in trust to be by them conveyed to said Lyndsey. excepting only the rent of 218l. payable by the Dean and Chapter of Durham, which is to be disposed according to the said Acts of Parliament either by reserving same for pensions or by conveying same to said Lyndsey.
