order the Navy Treasurer to pay a bill of 2,438l. 10s. 1d. to
Peter Barre for the West India Company of France for goods
belonging to them taken out of the ship "St. John Baptist,"
of Hamburg, for the use of the Navy in Portsmouth port, in
1665 : same being made out by a bill, dated 1670, Dec. 24,
made out by the Navy Commissioners for that sum to said
Barre : the King having directed that same should be paid out
of the first moneys that the Treasurer of the Navy should
receive by order from the King of France in satisfaction of
several necessaries and provisions delivered out of the stores
for supply of the French squadron at their late departure
home. This bill is therefore to be paid out of the first money
that shall be so received by the Navy Treasurer.

Report from same to the King on the petition of Sir John Bunce. I
find that petitioner's father, Sir James Bunce, did many years
since, when your Majesty was in Holland, disburse for your
Majesty's occasions 5,776l. On adjusting the accompt your
Majesty, by the privy seal of 1667, Mar. 30. ordered 4,000l.
thereof to be charged on the impost of 5s per tun on French
wines, to be paid by 1,000l. per an., whereof 1,000l. was paid
to Sir James Bunce and 900l. or thereabouts to Sir James Smith,
to whom Sir James Bunce had assigned it as part of a debt ; but
the residue was diverted by some of His Majesty's urgent
affairs (as Sir William Bucknall, Farmer of said duty, has
testified). So that there remains due to Sir John Bunce (as
the assignee of Sir James Bunce) 2,100l., besides the balance
of 1,776l. as above. "And Sir John Bunce being left very
much indebted and engaged for his father, and both having
been great sufferers for their loyalty to your Majesty's royal
father and yourself, in danger daily to be imprisoned and
with his wife and seven children to be utterly ruined" I
recommend said 2,100l. to be charged on the French duty as
above, to be paid by 600l. per an. The balance of 1,776l. I
leave to your Majesty's decision.

in St. Stevens and Lady Ally in Westminster ; a rent
resolute or corrody of 6l. per an. out of St. Stevens, Westminster,
to Anthony Cotton, Esq., and his heirs ; and 2l. 13s. 4d.
to the officers of the Common Pleas out of the monastery of
Westminster, amounting altogether to 96l. 9s. 8d., which also
cannot now be paid as formerly by reason of said sale of fee
farms. The said shortages as above are hereby made payable
out of the rent of 296l. 19s. 4d., reserved nomine decimae
and payable to the King by the Dean and Chapter of Westminster,
which said rent is excepted from sale by the several
Acts of Parliament for sale of fee farms. If there be any
overplus it is to be applied to the reparation of such bridges
as are or shall be made upon the new river which brings water

Instructions from same to same on their representation of Jan. 5
inst. As to a stop upon the exportation of saltpetre I shall
speak with the King in it and will signify to you what His
Majesty pleases to do in it. As touching the accounts of
George Pley, senr., and junr., Collectors of Weymouth and
Lyme, and how the money in their hands may be disposed
(they alleging that they can get no returns), you are to
quicken them in their returns. I will give order for you to
have the account you desire from the managers of the petty
farms and the collectors of the 3s. per chalder upon coals.
The duty on Plantation ginger, jewels and lawns are to be continued
as formerly and so received by you till further order.
As to the petition of the Glovers of London about burning
the King's moiety of prohibited gloves (whereon you pray that
a method may be settled for discharging the officer of the
King's moiety when prohibited goods shall be burned) I have
taken order that Mr. Dewy, who is Agent to the Privy Purse
in matters relating to forfeitures, shall discharge the
Exchequer by levying of tallies and throwing down the same
for discharge of the officer.

There are several orders in your hands signed by me on the
several quarterly lists and dispositions of the present Eighteen
Months' tax and with interest payable on them, but in which it
is not specified in what course or precedent sum the same [said
interest] shall be comprehended, "which is now found to disturb
much the course of payments by me settled on the said lists."
It was and is my intention in the said warrants that the
interest due thereon should be included in and paid out of the
respective sums after which every such order is payable.

who came over on the King's proclamation [of 1672, June 12] and
brought his ship in conformity to a pass, dated Sept. 10 last,
granted by the late Admiralty Lords : such registration having
been ordered after reading said Chapman's petition at the Council
Board Dec. 5 last ; the Customs Commissioners, on reference,
having reported, Dec. 15 last (as to the truth of said Chapman's
petition), that Mr. Lethelier, a merchant of quality, declares
that Chapman came over from Holland about 14 months
previously and brought with him his wife and three children.

You have represented to me a petition made to you on behalf
of the Company of Glovers of London complaining that (in
spite of the prohibition of foreign gloves and other foreign
manufactures and the order in Council of June 6 last for the
encouragement of the constant wearing of native manufactures
and for the burning of the King's moiety of such seizures)
there are still imported great quantities of gloves made beyond
the seas : and particularly about 14 days before said petition
one Adams and partners seized about 300 doz. of gloves, now
in the Custom House, London, "which gloves the importer

Report from same to the King on the petition of Hester Dodington,
relict of John Doddington, lately deceased, eldest son of
Sir Francis Doddington, and also on the petition of James
Doddington, another son of said Sir Francis by a second wife :
both petitions relating to the profits of the place of one of the
Commissioners of Appeals in Excise. Said place was at first
granted to William Coward, during pleasure, and not for life,
and a letter written by the King's command, by Lord Arlington,
directed Coward to account for the profits to said Sir Francis,
who received the same accordingly during his life, allowing his
nephew a proportion for executing said place. After the death
of Sir Francis there happened the same contest as now, between
Dame Dorcas Mary Doddington and John Doddington, the
eldest son, which dispute was heard by Lord Keeper Bridgman.
After which Lord Arlington did, by the King's command,
declare that Coward should continue in the office and said
John Doddington have the profits thereof, which he did during
his life. But he being now dead his wife petitions for same
for support of her children, she having but a narrow and
emcumbered estate. But said James Doddington petitions for
same, alleging that his father, by his will, disposed of said
profits to trustees for his use. Details as to said Sir Francis's
will and estate, and as to 1,000l., part thereof lent to Sir
John Roth and now in hazard. The whole estate of said John
Doddington was sold for his father's loyalty in the late
usurpation, and said John has left only 300l. a year and five
younger children yet unprovided for, "after having had the
honour to serve your Majesty abroad in public employments."

have heretofore happened for want of a due and exact method
in the accompts of the Lieutenants of the Ordnance and of the

it is hereby ordered that on the last day of June of every year
the officers of the Ordnance shall deliver to the Auditors of
Imprests a fair book containing all the debentures and Quarter
Books for wages of the said Office which have been signed and
listed within the preceding year for payment : all which and
other charges incident to said office shall be entered in two fair
ledger books, the one to be kept by the Clerk of the Ordnance
the other by the said Treasurer and Paymaster. And the book
so to be kept by the Clerk, and to be as above delivered to the
Auditors, and containing the said debentures and Quarter
Books entered in such course and method as they were listed
(according to the King's orders concerning the government of
the Office of Ordnance) shall from pay to pay or list to list be
subscribed by the Lieutenant Surveyor Clerk of the Ordnance
and other the officers thereof or the major part of them. And
a duplicate thereof similarly subscribed is to remain in the
Office of Ordnance. Further the Treasurer and Paymaster of
said office shall within three months next after each June 30
deliver to said Auditor his book or accompt of all moneys by
him paid upon the debentures and Quarter Book listed as
aforesaid. Said Auditor shall examine by the said books and
account the receipts and acquittances given upon each
debenture and for the moneys paid upon each Quarter Book,
and shall not make any allowance for any other payments than
what shall agree exactly with the debentures and Quarter
Books. And to the end the Auditors of the Imprest may be
enabled to charge the said Treasurer and Paymaster of the
Ordnance with all moneys come to his hands by virtue of said
office, the said officers of the Ordnance shall at the aforesaid
time give a particular account of all such moneys as said
Treasurer and Paymaster shall have in writing charged himself
with and delivered to them at their board (according to
the King's orders remaining in said Office) or of what else
by any other means shall come to his hands by sale of goods

Peter Rycaut, as by the order of reference of July 9 last.
Petitioner and his family have served and suffered highly for
your Majesty's cause in the late Rebellion. Petitioner's
father paid to Sir John Mayne 1,000l. towards the sum of
5,000l. employed in buying arms in Holland and arming the
forces under the command of the Earl of Newcastle, "which
service was so acceptable to your Majesty's late royal father
that he was graciously pleased to express by a writing under
his royal hand that it should ever be remembered to the
advantage of petitioner's father and his family." Sir William
Boteler contributed likewise 1,000l. towards said 5,000l. and
your Majesty appointed him a satisfaction for same with interest,
which was accordingly paid to his son, the now Sir
Oliver Boteler. On petitioner's continued addresses for relief
your Majesty ordered Sir William Morrice to draw a privy seal
for a blank sum to be filled up by your Majesty. The sum
due to petitioner hereon is now 2,800l.

Killigrew, wife of Sir William Killigrew, as by the order of
reference of June 28 last. Said petition sets forth that since
the death of the Queen Mother the King has disposed of a
great marsh called Preory Marsh, in co. Lincoln, from
petitioner, who had a lease thereof granted [by the late Queen
Mother] in 1660, for 21 years, and therefore prays in compensation
a lease from the Trustees of the Queen Consort of
the manors of Rosedale and Leven, co. Yorks. The manor of
Rosedale, containing about 1,700 acres, is now in grant to the
several tenants thereof at about 134l. rent, the improved value
whereof is 287l. 10s. 5d. The manor of Leven, in Holderness,
containing about 1,500 acres, is now in one entire lease, for 60
years determinable on three lives at the old rent of 30l., the
improved value whereof is 180l. 17s. 8d. The quit rents and
profits of court are 29l. 1s. 4d. and the yearly allowance out of
said manors are 9l. 7s. 6d. The Queen's Trustees have power
to grant leases of the premises for 31 years certain or 99 years
determinable on three lives, "whereby it may fall out that
Her Majesty, living 30 years, may then leave the premises
fully estated for 31 years, determinable on three lives then to
be nominated, during all which time the Crown can receive
only the said certain rents on the leases now in being."
Recommends a lease of premises to petitioner for 60 years.

Report from Treasurer Latimer to the King on the petition of
Sir Richard Bellingham, Bart., as by the order of reference of
Aug. 28 last. Said petition sets forth that a decree passed
against him in the Exchequer of Ireland for 14,369l. 16s. 9d.,
but that there was a mixture of the accounts of the Earl of
Anglesey and Sir George Carteret, formerly Vice Treasurers of
Ireland, to whom Sir Daniell Bellingham (petitioner's father)
was deputy. The stating and adjusting of said accounts being
referred to me I have recovered the accompts of the Earl of
Anglesey, Sir G. Carteret, and Sir R. Bellingham, all which I
have perused and examined. I have cause to believe that there
has been a misapplication of warrants to the damage of said
Carteret, to the damage of said Bellingham (erased). But for
the better clearing these doubts and miscarriages in their
accompts it will be necessary that some able person in Ireland
examine the records.

having been made to the King by some of the creditors of said
Gifford for relief against some indirect practices by him
contrary to the King's direction and the King having decided
