Treasurer Latimer to Alderman Edward Backwell. I have lately
seen Sir Robert Southwell's report of the state of the Queen's
portion now under the receipt of Francis Parry, and have
ordered Parry to ship home any considerable sums on that
account by any of the King's frigates homeward bound : he
to consign such moneys to you to be by you paid into the
Exchequer at the exchange rate of 7s. 2d. the millrey ; you
to give the commander of the frigates their discharge and to
give me notice of arrival. But the frigates do not frequently
call at Lisbon and exchanges between London and Lisbon are
so small and uncertain "that the occasions thereof do not
constantly present and that when they do bills are of late
drawn from hence thither at the rate of 6s. 4d. and so to 6s. 6d.
for the milrey and that bills are remitted from thence hither
at 6s. 6d. to 6s. 8d. the milrey." A proposal has therefore been
made to return said money at 6s. 3d. for every milrey paid in
Lisbon upon bills drawn hither at two months after date or
ten days after sight, and this for any sum and for the whole
year, thus freeing the King from all hazard and from the lying
dead of his money in that place. You have seen this proposal
and I have given you the preference at 6s. 4d. the milrey on
the same terms. Parry is, therefore, hereby ordered to pay
over his moneys to your factor, who is to give bills on you at
6s. 4d.

Report from Treasurer Latimer to the King on the petition of Sir
John Robinson, Kt. and Bart., Lieut, of the Tower, for a regrant
(on surrender of the several houses and buildings round
about the Tower Ditch, Bulwark and Tower Wharf, as formerly
leased to Hen.Timberlake, Robt. Bradbury and to Roger Aston),
of all those tenements and yards lying on the East side of the
Tower Hill, sometimes called the Nine Gardens, lying between
the Postern Gate and the city of London, part whereof were
contained in the grant to Timberlake and Bradbury ; and also
a slip of ground of 80 feet deep on the North side of Tower
Hill, together with the old ditch called the City Ditch, and
other waste grounds with the houses thereon. Premises are
of far less value than those which Robinson offers to surrender
in return. The 'Nine Gardens' are worth 400l. per an.,
and most of the houses thereon are ruinous and in decay.
The Ordnance officers have no objection to the lease of the
other slip of ground, and if houses are erected thereon they
will be much further distant from the Tower than some
thousands of houses already standing and cannot be prejudicial
by fire thereto. As to the Old Ditch, the same is the ground
hitherto called the Gun Market or East Smithfield, whereon
divers houses have of late been erected. It may be granted on
condition of leaving sufficient ways on the east and north sides
thereof, whereby the common ways now used over the said
grounds will be left free. This will be no damage to the Tower,
there being several ranges of houses on that side, long erected
and inhabited, much nearer thereto. (Treasurer Latimer's

Warrant from Treasurer Latimer to [John] Osborne, the Lord
Treasurer's Remembrancer. It appears from Sir C. Harbord's
report on the petition of Sir Wilfrid Lawson that said Harbord
authorised said Lawson to receive certain fee farm rents in Cumberland,
which said Lawson had purchased of the late usurped
powers and were due at Michaelmas, 1660 [viz. upon condition
of said Sir Wilfrid Lawson receiving same upon accompt], upon
security as other the like purchasers had ; since which most of
the other purchasers have been discharged of the said rents due
at Michaelmas aforesaid by His Majesty's Commission of Grace,
as might the petitioner also if he had applied in time. Lawson
did not so apply by reason he was so remote from London and
knew not of any such Commission. Process has therefore
issued against him : upon which he has prayed that upon
surrender of his deed of purchase the rents by him received
before 1660, Sept. 29, may be remitted and discharged to him.
Deputy Auditor Raban has certified that Lawson has delivered
to him a schedule of such of the said rents as yet remain in the
tenants' hands to the end process may issue for the recovery
of them to the King's use. You are therefore to supersede all
process against said Lawson on said account.

Customs Commissioners, England, to the Collectors of the
several Plantations, in pursuance of the Act of 25 Car. II. for
encouragement of the Greenland and Eastland trades and for
better securing the Plantation trade.
Prefixing : (a) Copy of said instructions.
(2) You are, with the Surveyor of your Plantation, to consider
of the fittest place for establishing a Custom
House.
(3)(4) As there are divers places of lading which, by
reason of their distance, cannot be under your view,
you are to appoint deputies ; returning a list of all
officers to us.
(5) All ships not giving bond to return to England are to
make entry with you before lading and report on oath
as to lading before clearing : on the penalty of 100l.
for failure herein.
(6) If any goods chargeable with duty under this Act be
laded before payment of such duty, same are to be
seized.
(7) Accounts to be kept of all such duties paid and ladings,
&c., especial care being had as to the true names of
the vesses and masters. "because many fallacies have
been practized and frauds committed by obtruding
fictitious names."
(8) Use utmost endeavours to collect the duty in money
and not in goods ; returning the moneys to Richard
Mounteney by exchange or in ready money. What
goods you receive and cannot sell are to be consigned
to Guy Molesworth, warehousekeeper in London port.
(10) There is no duty by said Act imposed on ships for
which bond shall be given to return to England. You
are therefore to take care that no goods liable under
the Act be pretended to be for such bonded ships, but
actually sent on board ships bound elsewhere. To
this end you are frequently to visit all ships that have
not given bond or put men on board them to take
account of ladings ; which account the Surveyor is,
before clearing, to compare with the entry and warrants
and to seize goods for which there is no warrant.
(11) (12) Allowances to yourself and half yearly return of
full accounts.
(13) You are to see to the execution of the former Plantation
Trade Acts, particularly as to certificates of bonds
of ships coming from England and as to bonds of all
other ships for carrying all their lading in your
Plantation to some other English Plantation or to
England : seizing all transgressors herein.
(14) "And you are to take notice that although by the
Act of Navigation the word Ireland is inserted in the
condition of the bond with England, Wales and
Berwick, and thereby permission is given to bring the
Plantation commodities to Ireland as well as England,
yet by the Act for regulating the Plantation Trade the
word Ireland is wholly repealed and the condition of
all such bonds must [in future] be to bring their
respective ladings to England, Wales or Berwick
only." Furthermore you are to inform yourself
whether any commodities of the growth and production
or manufacture of Europe are imported into your
Plantation other than shall be brought directly from
England, Wales or Berwick and in ships navigated as
by law, except wines from the Madeiras and Azores and
servants, horses and victuall from Scotland or Ireland,
which are importable from the places of their respective
growth in ships navigated as above. All ships contravening
to be seized.
(16) No ship to unlade before handing in a report and
manifest.
(18) "And because His Majesty has been pleased by his
declaration of 10 May, 1672, to dispense with the Acts
of Navigation and Trade as [far as relates] to ships
and mariners, we herewith send you His Majesty's
said declaration for your direction in that particular
till His Majesty shall otherwise declare his pleasure."
