His Majesty is defrauded of his coinage duty and trade
discouraged by the underselling of such as steal the said duty.
It may be pretended that the nature of some tin may require
a re-melting and mixture with other tin to help its fashion.
Therefore, to take off all pretence of damage to the tinner
and merchant by obstructing the same, and yet to prevent the
inconvenience and loss to the King which private melting
houses have introduced, you are hereby, in each Coinage Hall,
at the King's charge, to erect one furnace, provided the charge
exceed not , where such tin, after coinage, may be
re-melted and marked by such merchants or tinners as shall
desire rather to do the same there than to return to the
blowing house therewith.

Stannaries, concerning the same matter. By the ancient laws
of the Stannaries all tin found in Devon and Cornwall ought to
be melted at public melting or blowing houses and at no other
place, upon pain of forfeiting same and being fined ; and the
owner of every public blowing house ought to present and enter
his house mark at the same court of the Stannaries before such
house may be reputed a public blowing house. And by the
same laws and customs the owner of such house ought at every
law day to present their blowers to be sworn not only to make
good tin but to return at every coinage a true duplicate, on
their oaths, of all tin by them melted and for whom : and each
tinner is likewise to place his hot mark on his particular tin
and not to remove his tin when blown but directly from such
blowing house to the respective Coinage Hall of the respective
Stannaries : whereby His Majesty's duty formerly was well
preserved and the dealer in tin secured from falsified tin. But
for some years past the said laws have been neglected and the
duty embezzled, and the merchants have often been found to
re-melt their tin by reason of the deceitful blowing of the
same. For preventing these abuses in the future you are to
give order to the owners of the several blowing houses and all
tinners and others concerned to observe the said laws. This
order is to be published and posted in every coinage town and
Stannary Court : offenders in future to be prosecuted.

stricken on the Customs for the use of the Navy in the name
of Sir George Carteret, and was advanced by said Vyner and
others when they were treating for the farm of the Customs,
but the farm being granted to other persons this money was
repaid by those farmers. Sir George Carteret paid them the
interest from the time of advance to the time of repayment.
All which sums come to 60,228l. 19s. 2d. for interest money
and 36,685l. 1s. 0d. for additional charges, making together
96,914l. 2s. 0d. [after abstracting the sums detailed, already
paid on several of said items] "which we intend to allow the
respective persons that furnished the several sums above
mentioned and which is already paid to them by our directions
by Sir George Carteret." Further there is due to said
Carteret 304l. 19s. 6d. which was remaining in the hands
of the East India Company, being part of the security
given to them by Sir George Carteret for satisfaction
of interest, as by the royal sign manual of 1670, May 7, which
granted said sum to Philip Howard, who received the same.
Further said Carteret is to be allowed or otherwise discharged
of 61,871l. 6s. 6d., being so much more by him imprested to
Edward Backwell than the principal money he lent to said
Carteret did amount to (as by the order in Council of 1669-70,
Mar. 2), for which said Backwell is to account to the King.
Further Carteret is to be allowed 4,620l. 16s. 10d. for which
the executor of John Colvill is to account, which is claimed
by them for further interest due to him [Colvill], he not having
stated any account later than as above mentioned. All the
said items of allowance amount to 163,711l. 2s. 6d. But
out of this sum said Carteret is to discount the several sums,
detailed, following, allowed him for two thirds of the single
interest mentioned in his second privy seal where single
interest was only paid, being cast up by a general order for
allowing of 4 per cent. or two thirds of single interest in that
privy seal, viz. severally as allowed by him to Sir Thomas
Player, Sir John Lawrence, John Packer and Sir Allen Apsley
and an item of overcast interest in Alderman Meynell's account,
amounting in all to 674l. 11s. 4d., thus leaving the final
amount of 163,036l. 10s. 8d. to be allowed as herein. (Royal

seal to grant the office of Register of all seizures to William
Culliford ; to keep his office at the Custom House, London,
with the yearly fee of 106l. 13s. 4d., and an additional

from 1671. Sept. 29 : all on the surrender of Culliford's former
grant of said office, dated 1667-8, Mar. 9 : said Culliford
having petitioned for same in view of the daily care of his
office and because "the solicitation of seizures hath heretofore
been managed by the Register for the time being, but hath been
since thought not so proper to remain both in one hand, whereupon
we have been pleased to appoint a particular solicitor for
our Customs at Michaelmas, 1671, when we empowered
Commissioners to manage said Customs, to the end that what
seizures should be at any time prosecuted by the Solicitor, the
same being first entered by the Register might appear by his
books and so consequently be a check upon the Solicitor."
