June 16 Treasurer Southampton to Alderman Meynell to pay (out of the fine he is to pay into the Exchequer for the tin farm) 100l. each to Ellinor Withers and Joane Halsmouth, who were two servants in a gentleman's house where His Majesty in his danger lay after his escape from Worcester. June 18 Money warrant for 300l. to Hugh May, Paymaster of the Works, for the repairs in the lodging and apartment now belonging to the Duke of York at Whitehall, called the Prince's lodgings. Ibid, p. 133.

June 20 [Treasurer Southampton and Lord Ashley] to [Sir Thomas Player, Chamberlain of London] praying him to advance forthwith 20,000l. to Sir George Carteret, Treasurer of the Navy, as part of the 100.000l. "which wee have expectation of now by way of loan and you may assure yourselfe wee shall expedit and finish all those things which concerne your security." Ibid, p. 137.

Treasurer Southampton to the Earl of Sandwich concerning the loan which said Earl had arranged to be made by John Colvile, a citizen of London, for the 11.600l. remaining unpaid on orders of 1663. April 14, for 3,000l. to said Earl, and of April 30 last for 10,000l. to same: the said Colvile being willing thereunto upon assurance to be repaid the same with interest. "Now to give your Lordship the better assurance of compliance with you in this payment I direct your officers at any time to attend mee when Mr. Colvile who I understand returnes some of these monies into the Exchequer for the sheriffs of several counties and I will particularly direct Sir Robert Long to appropriate that to this use. As for the interest. that must bee allowed according to the respective times of payment of any summe soe advanced, being first calculated by one of His Majesty's auditors and bee warranted by some future Privy Seal which His Majestie wilbe pleased accordingly to direct." Money warrant, dormant, for the allowances or salaries of 3s. a day and 2s. 6d. a day to Francis Stephens, Sergeant at Arms attending the Lord Treasurer, for the like increase of salary and board wages to him as has been lately made to the 16 sergeants at arms attending the House of Lords. June 30 Authorisation from Treasurer Southampton to Sir John Wolstenholme, one of the Farmers of Customs, to take a view in the various ports of the management of the Customs, and what regulation they keep in their entries and books and other transactions, and to report any neglects, frauds, and abuses, to the end same may be prevented in future: and to prescribe such rules in future as may best settle those ports and to demand of the officers an account concerning the return to the Exchequer of their books of account. Warrant from Treasurer Southampton to the Customs Farmers to observe the royal letters patent granted by the late King, 1637, May 13, to Jerome late Earl of Portland, and Benjamin Weston (on surrender made by Lodowick Lord Aubigny, in whom the interest of former letters patents granted by the said late King to James Duke of Richmond was vested), giving them licence and authority to ship from any port of England all manner of woollen cloths, as well white as coloured, unrowed, unbarbed and unshorn, and not fully dressed with wrappers thereunto usually allowed, made in England (except Suffolk and Kent), and to transport the same to any parts beyond the seas in amity with His Majesty: the interest in which letters patent is now vested in Robert Thomas, Esq., one of His Majesty's Privy Chamber in ordinary. In accordance herewith the Customs officers are to take care that no merchant shall enter any of the said cloths unless he exhibit a bill of entry of the same to the said Robert Thomas or his deputy, over and above the number of bills usually delivered into the Custom House; similarly that no cocquet, certificate or warrant for any of the aforesaid clothes pass unless the same be compounded for and signed by the said Robert Thomas or his deputy.
