May 1 Same from same and Lord Ashley constituting John Lawrence, gent., to be one of the solicitors of Excise, and together with Francis Hodges, gent., to solicit and prosecute all businesses rolating to the Excise in the Exchequer Court as well concerning the arrears of Excise due 1660, Dec. 25, as what hath been since incurred: there being multitude of suits now depending in the Exchequer and many more likely to be brought against debtors for Excise which will require a speedy and vigorous prosecution: except for such business as the Commissioners for arrears of Excise had by their order of April 28 last entrusted to Edward Strange to solicit and prosecute. Order by same to all the Customs officers prescribing, with a view to the better management of His Majesty's service, that none of the King's waiters or other officers of London port or any of the outports shall at any time hereafter by virtue of any cocquet: sufferance, bill of sight or other warrant for the landing of any goods, permit or suffer any wines, tobaccos, silks wrought or any other goods or merchandises whatsoever to be landed save in the presence of the officers commissioned by the Grand farmers of the Customs: and that the said Grand farmers have copies of such cocquets or warrants: and that none of the searchers do ship off any of the said goods for export but in the presence of one of the officers commissioned by the said Grand farmers: the above being agreeable to His Majesty's covenants with said farmers. Same from same to same to observe a royal warrant, detailed. dated Whitehall, the 8th inst., to permit Daniell Skynner, of London, merchant, to land Canary wines, imported in a Dutch vessel in a stranger's name, all on the representation of said Skynner that "his factors at the Canaries hearing what was lately acted by our subjects against the subjects of the King of Spain at St. Jago upon the Island of Cuba in the West Indies and fearing that some misunderstanding might arise and an embargo of Englishmen's ships and goods thereupon follow, they the said factors being provided with sufficient orders that in such case they should alter the property of the petitioners' goods, did accordingly cause his estate there to be invested into Canary wines," &c., as above. Prefixing:—(a) Royal sign manual to the Earl of Southampton and Lord Ashley dated 1663, May 11. Whereas we have assigned the rents and receipts payable from the several farmers of the Excise to the payment of the Household, the Guards and the Tangier garrison, which we will no ways have diverted, and are pleased particularly to appropriate the farm of London. Middlesex and Surrey to be divided betwixt the Royal Household and the Guards who are monthly to receive the same, viz., annually each of them 59,000l., our further pleasure is that you cause this direction to be observed by making warrants in our Exchequer for payment of the same, and striking tallies accordingly: and whereas the rents and collections of the several other counties are assigned unto the payment of the Royal Household, the Guards and the Tangier garrison in common. viz., for the Household 21,000l. per an., for the Guards 61.000l. per an. and for Tangier 70,000l. per an., our further pleasure is that according hereto payments be made to them proportionately as the moneys come in, so that in all payments they may move equally: and whereas 40,000l. more is assigned to the Royal Household and 27,000l. more to the Guards, same are to be paid out of the revenue from chimneys.

May 30 Warrant from Treasurer Southampton to Daniell Furser specially employed for His Majesty's service in Dean Forest, with the assistance of George Whitthorne to make an inventory of the offal wood and timber left in said forest upon the building of the frigates, which wood was fallen for that purpose and is not serviceable for His Majesty's shipping: and to sell said timber. April 10. for 30,000l. to the Cofferer of the Household and one of 1662, Oct. 27, for 50,000l. more to him, and a Privy Seal of 1663, May 6 for 100,000l. more: all for said Royal Household: and whereas by a late new establishment of the Household 120,000l. per an. is to be allowed for same from 1662. Dec. 1. "now forasmuch as there have been and are several summes to be paid for the time before the said establishment, amounting to the summe of 36,000l. which was to furnish the Cofferer by way of loan and on credit of the Dunkirke money by Sir Tho. Vyner, Alderman Meynell and Edward Backwell Esq.; let an order be drawne for the sum of 18,802l. 4s. 11½d. upon the Privy Seal of the 6th of this instant, and let tallies be struck for the same and for the sum of 17,197l. 15s. 0½d. which was formerly ordered upon the two Privy Seals of the 10th of April 1662 and the 27th of October 1662 (both those summes amounting to 36,000l.) on Mr. Backwell as Receiver of the Dunkirk money," likewise for an order to be drawn and tallies struck on said Backwell. as Receiver of the Dunkirk money for the 20,000l. ordered for the Household on the Privy Seal of 27 Oct., 1662, on the farm of the Excise of London: likewise as to the 61,197l. 15s. 0½d. warranted by the Privy Seal of 1663, May 6, let orders be drawn for same on the rent of the farm of the Excise of London, Middlesex, and Surrey for the present year as far as it will extend, and the rest on the succeeding year for 40,000l. And for the remaining 21,197l. 15s. 0½d., let the same be paid or tallies struck in like manner on the Commissioners of Excise for the several counties: and then there will remain to complete the 120,000l. for the year to end on the 1st of December next only 20,000l., for which a new Privy Seal is to be procured.
