Auditor of the Receipt, informing him of the directions sent to the Customs Farmers to advance 1,500l. as on their farm for the month of August, to be provided for Sir George Downing, whom it concerns His Majesty's service very much to be despatched into Holland, and who represents that he cannot conveniently stir without this sum. June 2 Warrant from Treasurer Southampton to the Receipt for tallies to be levied for 41l. 0s. 10d. upon Thomas Bendish, being so much remaining in his hands as treasurer of that illegal tax of Decimation in co. Cambridge for 1½years ended 1656. Xmas; for 45l. 12s. 0d. upon Thomas Cole, Receiver of the monthly assessments for the hundred of Broxton and Eddisbury, co. Chester, and for 35l. 8s. 10d. upon William Faldor, being so much remaining in his hands as treasurer of the Militia for co. June 9 Warrant from Treasurer Southampton to the Sub-Commissioners of Excise in co. Suffolk, to suspend the demand made for the Excise of beer for fishery in the town of Aldeburgh, and all proceedings thereon and, upon their next coming up. to attend the Treasury with their accounts that the matter of said Excise may be determined upon hearing both parties. Royal sign manual to Treasurer Southampton to permit Sir George Carteret, Treasurer of the Navy, to make use of any part of those assignments which were made him for the stores, to pay off the assignment on the yards, the workmen there being otherwise to be kept on pay till they be discharged: all in imitation of the like permission for payment of the returned fleet out of the assignments on the stores (see supra, pp. 418, 419–20, 434, 437), as on no other assignment could so speedy a loan be made; "the payment of our yards for which you have lately assigned him 30,000l. out of that branch of our revenue which is payable from the fire hearth requiring the same expedient." June 27 Circular letter from Treasurer Southampton [to the Justices of Peace in the various counties] concerning the complaints received from the farmers of Excise as to daily abuses and affronts given to their officers in the execution of their duty; the rescuing of distresses by tumults and uproars "and themselves many times forct to quit the place." Requests them of their good affections to give all assistance to the said farmers' officers, this being "a great branch of His Majestie's revenue and settled upon him by a law in the execution of which you are required to be assisting," or failing a settlement of disputes, then to return the matter in controversy to the Treasury to the end order may be taken therein. June— Report to the King from Treasurer Southampton on the petition of Sir George Carteret for a statement of account of his disbursements in reducing the Isle of Jersey to obedience to the late King. which "afterwards untill the surrender thereof was cheifly supported by himselfe and the loanes he made for it": the said account being inclusive of those of Mr. Osmond Cooke, appointed by Charles II. in the 2nd year of his reign, Paymaster General of the garrison of Jersey, and some particulars of Mr. Fitzwater Hungerford, Major of Castle Elizabeth.
