Sept. 8 Same to Sir J. Duncombe forwarding for signature several papers which the Treasurer of the Household has signed, viz. two orders and a docquet for the Navy, a docquet for Sir Ste. Fox's 7,000l. and a warrant for that money to him. The King very much presses for the despatch of this business and the Commissioners of the Privy Seal have in consideration thereof passed the privy seal without a docquet, but will not deliver it out of their hands till a docquet comes to them, "but by this meanes I was enabled to draw the warrant which otherwise I should not have done." I am very much pressed on behalf of the Duchess of Cleveland for her warrant for striking of tallies in Sir John Pretyman's business, as also for the money to be paid to Sir William Poultney for the little house at St. James's. But as your commands were so express not to trouble you with private business I do not send them although they are signed by the Treasurer of the Household. "Here hath been a very strong report that my Lord Ashley should be dead, but his lady hath received letters from him and expects him in town the latter end of next week." Ibid, pp. 357–8.

"Whereas our royal pleasure is to reimpark our Great Park of Windsor in our county of Berks, and to plant some part thereof with acrons and to cause the remainder to be laid levell and fit for ryding, in order whereunto wee have caused the present tenants thereof to give security so to lay levell such parts thereof as they shall sow this present winter season; some parte thereof nevertheless will remayne in high ridges unfit for ryding, in order to the laying levell of which and planting and preserving the said acrons when planted" James Smyth, of New Windsor, is entrusted herewith to provide the acorns and to take care for the planting, enclosing and preserving same, and to take care that such lands as are left by the tenants in high ridges be ploughed down, sowed, laid level and fit for riding, and to provide teams and ploughs for that purpose. There yet remains unpaid to Sir Thomas Player, Chamberlain of the City of London, 1,156l. 15s. 6d. to complete the 100,000l. of the first loan from the City on the Chimney money: and according to said Player's certificate of the 5th inst. the interest of the said 100,000l. amounts to 9,891l. 16s. 2d. There is an order for 36,216l. 17s. 10d. remaining in the Receipt, whereupon tallies were levied Aug. 16 last for 31,913l., of which sum there is a remain in the office of Sir George Downing of 6,274l. 9s. 11d. Royal warrant to the Attorney or Solicitor General to prepare a bill to pass the great seal containing a demise to William Bucknall and Robert Huntington of the duty of 5s. a ton on all French ships or vessels entering any port of England, Scotland [sic an erratum. Scotland could not be included in the grant], Wales or Berwick on Tweed, viz. for 10 years, commencing from the [expiry of the grant in being, which was made or commenced on the] 20th of October, 1667, which [said] term [now in being] will expire the 20th Oct., 1671: all at the annual rent of 1,200l.: (the rental of the present grant in being is 1,800l. but 600l. is allowed thereout as a deduction for the value of said duty in Ireland, "the said duty arising out of Ireland being accompted and reckoned at 600l. per an. and so much defalked yearly for the same to the present farmers in respect of a former grant thereof to Sir George Carteret yet in being") the grantees to pay thereout the sum of 600l. per an. to Sir Bernard Gascoigne (being the amount of a pension at present enjoyed by him out of the said imposition, the payment of the said pension being reckoned as payment of half their said rent of 1,200l. per an.) the Crown to convenant for a suitable defalcation or allowance in case of a prohibition of French shipping, and to allow the farmer the use of a convenient room in the Custom House the better to enable him to receive the duty and inspect the accounts of it; and the farmer to covenant that he will keep the books of accounts of all receipts and payments and once a year deliver true copies to the Treasury upon oath "that so we may be informed of the true value of this farm." Sept. 24 Money warrant for 5,000l. to Sir John Wolstenholme, Sir John Shaw, Sir Rob. Vyner, Sir Edmond Turnor, Edward Backwell and Francis Millington, Customs Farmers, being money lent by them to His Majesty, 1668, Aug. 20, for repayment whereof they had an order assigned to them by William Legg, Lieutenant of the Ordnance, registered on the Eleven months tax, which order they have since re-assigned to Charles Twitty and George Raynton, gent., for his Majesty's use: so that no part of the said sum or any interest therefor has been yet paid to said Farmers. Royal warrant to the Customs Farmers to pay 9,550l. into the Receipt in part of the 10,000l., which by the Treasury warrant of Aug. 29 said Farmers were required to pay into the Receipt on the tally struck 1665. April 29, on the late Customs Farmers: and to further pay the remaining 450l. to Francis Ligneer, as by the royal letter of Feb. 4 last. Sept. 28 Privy seal for 48,000l. to the Duke of York to be paid in two years by 24,000l. a year from June 24 last, in full recompense and satisfaction for two years of the great prejudice and damage sustained [by him] in the revenue arising by granting licences to sell wines by retail by reason of the Wine Act for raising 310,000l.: the sum of 20,000l. having been already ordered to him by the privy seal of June 14 last for his said damage up to June 24 last, "and wee haveing upon further consideration thought it fitt for our service to take the said revenue arising by granting licences to sell wines by retail into our own hands" and having agreed with the said Duke to pay him 24,000l. a year: this present privy seal for two year's pay thereof being made" considering that the perfecting the conveyance thereof from our said dear brother and the settling of the said compensation will necessarily require some considerable time and our said dear brother having in the mean time consented to make a deputation to such persons as wee shall nominate to be our commissioners for the managing and receiving the profits of the said revenue from the said 24th of June last." Sept. 29 Treasury warrant to John Russell, purveyor of the Navy, and to the Surveyor General of Woods beyond Trent, &c., for the felling of 4,000 trees in Sherwood Forest for the building of two frigates for His Majesty's service; in accordance with a proposal offered to the Privy Council on the 14th inst. by the Duke of York; which was accordingly so ordered by the Privy Council to be done according to an estimate to be made to the Treasury Lords by the principal officers and Commissioners of the Navy, which said estimate has so been made accordingly. Sir Charles Wheeler, from July 29 last: also for the payment of 431l. 4s. 0d. arrears due to said Wheeler for the pay of 7s. a day from 1666–7, Mar. 17 to 1670, July 30: also for an imprest of 20,000l. to Sir Ste.
