Wilts, and the park called Mere Park, the sheepwalk or warren called Swincombe, part of the Duchy of Cornwall, with a view to a grant thereof to Henry North. Aug. 3 The Treasury Lords to the Customs Farmers. It appears by certificate of June 29 last from the Auditor of the Receipt that you have not continued to deposit in the hands of the Tellers of the Exchequer the 8,000l. per mensem appointed for payment of tallies struck on the late Customs farm, but that there is 53,537l. 16s. 8½d. of the same in arrear to be accounted for, there being only 2,462l. 3s. 3½d. paid thereon for the month of December last and nothing since. "We did acquaint you that we had appointed several tallies to be paid in course after the first list, and did send you a list of the same amounting in all to the sum of 19,827l. notwithstanding which we do not hear that there hath been any monie since deposited by you for paying of the same." Therefore desire that money may be so deposited for payment of same, and also that an accompt be sent how the whole moneys of the 8,000l. per mensem since December last have been disposed. Aug. 8 Treasury warrant to the Auditors of the Imprest. Many inconveniencies daily arise by the great neglect of Receivers and Farmers of revenues not bringing their accompts to the respective auditors or neglecting to perfect them: and so likewise for accomptants upon imprests. You are to deliver to the Treasury on the 19th inst. a certificate how far accomptants accomptable before you have passed their accompts, and of all moneys imprested since the Restoration and not accompted for: and for the like certficate to the Treasury the first Wednesday after every term, and "once in half a year, viz. six days next after you shall receive any imprest roll made out by the Auditor of the Exchequer, which shall be after every Hilary and Trinity term sent unto you" of what money you find therein to be imprested to any person and who they are that have delivered in their accompts, that some speedy course may be taken to hasten their accompting. Aug. 11 Report to the King from the Treasury Lords and the Lords of Ireland of Committee with them on the petition of Sir Connell Farrell. Advise the remission of the new quit rents on his estate in Ireland, the manors, towns and lands of Tirlickeen, such as belonged to his father, John Farrell, on the 22 Oct., 1641: petitioner having been included by name in the Act of Settlement in consideration of her constant adherance to His Majesty in the ports beyond the seas. But petitioner to first make a subscription to take the oath of allegiance or the remonstrance or protestation signed by the nobility and gentry and divers of the clergy in Ireland. Aug. 16 Report to the King from the Treasury Lords on the petition of Robert Raworth, William Marwood and William Commendall, executors of Charles Read, deceased, late Receiver of some part of His Majesty's revenue in Ireland. Read was appointed 1640, June 15, Receiver of His Majesty's revenues in Coleraine, with the fee of 100l. per an. His accompts were made to Mr. Chambers, the Auditor of that revenue, and the vouchers were left in said Chambers' hands, who dying during the late trouble, can no where be found. According to two accompts of said Read he appears to owe 311l. 8s. 5d., and as those rents are payable half yearly at the feast of All Saints and of Philip and Jacob, and as Read's receipt commenced from the feast of Philip and Jacob, 1639, and the rebellion in Ireland broke out in Oct., 1641, he could not be accomptable for more than those two years. Aug. 20 Report to the King from the Treasury Lords on the petition of Sir John Heath, Attorney General of the Duchy of Lancaster, praying to be constituted the King's particular counsel for preparing all grants of fee farms to be sold. We do not find that ever any letters patent of this kind have been granted to any person. The counsel of the Duchy can pretend to no such right. There is a form of conveyance agreed upon so that there is no need of counsel for drawing same, and for the encouragement of purchasers it is best that no counsel be imposed on them, but that they be left to choose whom they think fit. We have already drawn up a table of fees, and at several reviews have brought them as low as might be, much lower than ever heretofore hath been allowed for business of this kind. Aug. 22 Treasury warrant [to the Receiver of the Duchy of Cornwall] to pay out of the coinage money of tin 108l. to John Catcher, supervisor of the blowing houses in the county of Cornwall, for the two quarters' coinages of Midsummer and Michaelmas, 1669, said Catcher having made several complaints by his petition against new erected blowing houses; the main design of which petition is (according to the report of the Auditor and Sir C. Aug. 23 Sir G. Downing to Sir John Shaw. Understanding that your interest and reward will come to above 980l., and that the Queen's immergent occasions require the full sum of 5,000l., my request to you is that you send in 1,000l. more into the Exchequer, whereby the Queen will be satisfied, and your whole interest discharged. Same to Mr. Wren. On the Duke of York's commands I sent to Sir R. Southwell for an order of Council for felling timber in Sherwood Forest for building two third–rate frigates at Hull. His answer was that there was yet no such order of Council, but only an order to the Commissioners of the Navy to prepare an estimate of the charge thereof, and a minute entered that when that estimate shall be returned a further direction shall issue to the Treasury Lords to give warrant for the felling. Please acquaint the Duke of York that the estimate is not yet returned; so that the season for felling the timber be not lost. Ibid.

[?] Report to the King from the Treasury Lords on the petition of Henry Marquess of Worcester, praying to be discharged of several sums of money for which his father, Edward Marquess of Worcester, stood at his death indebted to the King, viz. 80l. for the 1660 poll, and 40l. for the 1666 poll money of 18 Car. II, and 100l. for his part of the four subsidies of 1663, and 500l. imprested to him for the repair of Chepstow Castle and 150l. imprested to him for dismantling and demolishing the walls of the city of Gloucester. The moneys arising by the first poll are assigned to Sir Thomas Player for payment of divers Navy debts and other uses therein set down, and the moneys arising by the second poll are settled for payment of orders registered thereon. So neither can be remitted. The four subsidies are wholly in your Majesty's disposal to be demanded or remitted at pleasure. According to an affidavit of May 17 last of Charles Price, gent., it appears that John Archbold, gent., a menial servant of petitioner's, who was commanded by him to oversee and pay the workmen employed in demolishing the walls of Gloucester, is dead, and that William Hill, gent., also employed by petitioner to oversee the persons set to work for repair of Chepstow Castle is likewise dead. As the works have been performed and said Marquess is not in a capacity to make an accompt of disbursements, he may be discharged thereof. Ibid. pp. 415–7.
