Treasury warrant to the Auditor of the Receipt and the Clerk of the Pells. "Whereas His Majesty's pressing occasions daily call for the loan of moneys for the carrying on thereof and we conceive it much for His Majesty's service to give all encouragement to the bringing in of the same [loan money] into the Receipt of the Exchequer, thereby to advance the credit of the said Receipt, and to the end there may be a true accompt on record of the borrowing, issuing, and paying thereof, which cannot be were the same to be borrowed by His Majesty's Treasurer or Receiver in any particular office [or Department such as e.g. the Navy or Household], and yet the same allowance is given by them for such money as they do borrow:" therefore we direct that from time to time in pursuance of the privy seal of 1667, Aug. 16, orders be drawn in the Receipt for the payment of 4 per cent. quarterly over and above the 6 per cent. interest to such persons as have or shall lend any money to His Majesty and pay same into the Receipt, "except in such cases wherein you shall receive particular directions from us to the contrary." In the case of any warrants for salaries or pensions upon the loans on the fee farms, no reward but only interest to be paid. Ibid, XVIII. pp. 340–1.

Report to the King from the Treasury Lords on the petition of Edward Dobson for a grant of an arrear of 336l. 1s. 10d. due at Michaelmas, 1662, to the King from Thomas Weaver, late Collector of Customs at Liverpool, to be towards re-building His Majesty's lodge in Endfield Chase wherein as he alleges he has already disbursed of his own money at least 500l. July 20 Treasury warrant to Philip Packer to provide such carts, carriages and other portage as shall be necessary for the carriage of records as follows and to see same so carried into the treasury of the records of the Exchequer: a warrant having been "presented unto us signed by the Lord Chief Justice of the Court of Common Pleas by virtue of His Majesty's precept to him directed requiring George Ingram, keeper of the records in the said Court, to deliver … unto us and the Chamberlains of His Majesty's Exchequer … all those their records, rolls and memorials which remained in his custody in the said treasury [of the Court of Common Pleas on] the 30th of June last past from the end of the reign of Richard II, sometime King of England, unto the first year of the reign of King Henry VIII … to be thenceforth kept in the Treasury of His Majesty's Exchequer and to be delivered by a schedule indented and interchangeably signed by the hands of the said George Ingram and the party to be by us deputed to receive the same." Report to the King from the Treasury Lords and Lords of Ireland on the petition of Claude, Lord Baron of Strabane, whose father was adjudged innocent by the Commissioners for the settlement of Ireland, whose estate, now in possession of petitioner, is subjected to a [new] great quit rent and to the arrears thereof, by an interpretation of a clause in the late Act of Declaration. Advise the remission of said new quit rents from such part of the estates as petitioner's ancestors were in possession of the 23 Oct., 1641. Ibid, pp. 18–20.

Prefixing:—Petition, ut supra, and order of reference, dated 1670, July 13. Petitioner was only two years old at the outbreak of the Irish rebellion, so that his innocence was unquestioned. Also petitioner's father served in the King's army under the Duke of Ormonde at the seige of Dublin in 1649, was taken prisoner by a party of the usurper's army, and ended his days in that restraint.
The like report on the like petition of Theobald, Earl of Carlingford for the discharge of the new quit rent from lands in Louth, given to petitioner in both the Act of Settlement and the Act of Explanation, as in lieu of the estate of Coloony, which was rightly petitioner's, but which the Lord of Coloony desired to retain, having made improvements therein. Report to same from same on the like petition of Mary Warren in the behalf of herself and the infant Viscount Taragh. Your Majesty made General Preston, the said infant's grandfather, a Viscount, as Viscount Taragh, and the said infant's father, the late Viscount Taragh, when your Majesty came first to Bruges in Flanders invited your Majesty near a month at his house there and during your Majesty's whole abode in these parts gave frequent evidences of his good affection and duty, in respect whereof your Majesty did on the 14 Aug., 1661, particularly recommend said Viscount Taragh's children and their aunt, Mrs. Warren, to the care of Lord Orrery to put them into possession of their lands. Prefixing:—Said Mary Warren's petition and order of reference thereon. Petitioner is obstructed in her petition by reason of having joined the infant Viscount Taragh in the same request with herself as he derived all his interest from his mother, who was co-heiress with petitioner of their father; from General Preston, his grandfather, and from Anthony Viscount Taragh, his father, he derives no interest. Petitioner has but 140l. per an. and the said infant likewise but 140l. per an. for the maintenance of himself and four sisters, the old quit rent on the said infant's estate being 8l. and the new quit rent 38l.
[? July 20] The like report from the Treasury Lords and Lords of Ireland to the King on the petition of Lieut. Col. Charles Molloy for the like remission of new quit rents. Charles Molloy, his father, lately deceased, having been declared innocent by the Court of Claims in Ireland. In obedience to your Majesty's command petitioner repaired to your Majesty's service in Flanders and there continued till the Restoration when he went for Tangier, where for some time he remained in your Majesty's service. Prefixing:—Said O'Bryan's petition. Petitioner's grandfather, Sir Daniell O'Bryan, afterwards Viscount [O'Brien of] Clare, was declared an innocent. His estate is in the most barren parts of Ireland and not worth 9 pence an acre.

Report to the King from the Treasury Lords on the petition of Sir Thomas Culpeper concerning the 94l. 14s. 8d. paid by him to the company of militia foot under his command in regard of its being in service 28 days above the time for which the county is chargeable. Ibid, p. 141.

Sir G. Downing to the Earl of Craven. Lieut. George Lassells. a lieutenant in your regiment of Guards, was employed by [Mr. Wadlow and his partners] the undertakers for bringing in the moneys of the late Wine Act, which said undertakers complain of him for detaining a considerable sum, above 2,000l., of the King's money in his hands. He has been summoned before my Lords, but in vain, and has made over his estate, and is now selling his cattle and moveables. My Lords have therefore signed a warrant for his arrest. Money warrant for 150l. to Thomas Agar for three years on the fee of 50l. payable to John Madden and Thomas Agar, surveyors of woods, on which fee there is an arrear of 237l. 10s. 0d. for 4¾ years to Midsummer last, and said Madden having by writing of July 16 instant released to said Agar all his claim in his moiety of three years of said arrear. Advise that the Attorney General's opinion be digested into a letter and sent to the Lord Lieutenant, and that it be added to the said letter that the Justices of Peace in the respective counties where such Corporations are be made Justices of the Peace within such Corporations respectively, and in case any such Corporation be a county of itself, that then the Justices of the Peace of the adjacent county be also Justices within the said Corporation, and further that the Lord Lieutenant and Council be directed, upon further consideration of what they have already done in this affair and of this present report, to prepare a book or draft of a charter such as they think fit, and transmit same to the King in Council for final consideration.
