June 1 Sir G. Downing to Sir Edmond Sawyer and the rest of the Auditors of the Exchequer Court. It is of great importance to His Majesty's service that the grants of the fee farm rents be speedily passed to the Trustees for the sale thereof. Such of you as have already made out the particulars of the fee farms above 40s. are to forthwith proceed in making out the particulars of those below 40s. All particulars to be forthwith sent to Auditor Phelips that he may make rates [ratals] thereof and transmit them to the Attorney General. Since writing hereof I understand by Mr. Jefferies that you have all delivered in particulars of the fee farms above 40s. Out Letters General II. p. 288.
Same to Mr. Blaney and Mr. Lightfoot. My Lords have appointed you to be clerks to the Trustees for sale of fee farm rents. Treasury warrant to the Receipt. "To the end all due regularity be observed and all just contentment given to such persons as shall lend money either upon the late Wine Act or upon the sale of His Majesty's rents, we think fit to direct and appoint that in every tally given to every such lender for the sum by him lent it be particularly expressed upon what founds [funds] or security the money is lent, that is to say either upon the said sale of rents or Wine Act: being the same course that was observed in all loans upon the late acts of Additional Aid and Eleven Months' tax. And we do therefore direct and require the several Tellers of His Majesty's Exchequer that the same be accordingly expressed in their bills upon each loan to the end the tally may be inscribed accordingly. And for the further satisfaction of the lenders we do hereby direct and require the Auditor of the Receipt upon the sight of the tallies of loan from time to time to draw up orders for repayment of such loans without any futher warrant from us [the Treasury Lords], expressing upon the margent of each order out of what money the same is to be paid, and including in each order the interest after the sale of 6l. per cent. for a year, to be paid half-yearly from the date of the tally of loan to the time of repayment of the principal, and to register the said orders upon the said revenues respectively in course according to the respective dates of the tallies of loan. All the said orders to be grounded upon His Majesty's letters of privy seal, bearing date the 30th of April, 1668." Warrants Early XVIII p. 329.

You are to print with all imaginable expedition the particulars of the several fee farm rents and other rents which will be brought to you from time to time by John Lawrence, my Lords solicitor. Delay herein will be of very great prejudice to His Majesty's service. Also if you do not send by Monday next the 100 copies of the new Wine Act my Lords will cause them to be bought elsewhere and will give order that other persons shall be employed in the business of His Majesty's printing for the future. The Treasury Lords to the Farmers and officers of the Customs to take care that all wines be entered in the right owners names. there having been lately imported greater quantities of wine than usual, quantities whereof have been entered in the names of persons hitherto not known to be merchants or importers, and who are not the real owners or proprietors of such wines, such practices being of design to defraud the King of the duty payable by the first Wine Act and payable under the retrospect in the second Act. The King has appointed you under the great seal to search the cellars or store houses of any merchant importer, wine cooper or other trading person or retailer in the port of Milford unless the retailer have paid or secured the duty [under the late or second Wine Act and the clauses therein for the retrospect] and to take an accompt of all wines remaining in store there [i.e. in such cellars. &c.] on the 24th inst.
