"We have signed several dormant warrants and other warrants for the payment of several sums of money by you out of your rent: and in regard we have found by experience that your putting the same to accompt upon some months the moneys whereof [i.e. of which months] we had designed and directed in the Exchequer for other uses; and orders thereupon accordingly were registered to the disturbance of His Majesty's affairs and the discredit of the Exchequer: we [therefore] desire you to forbear making any further payment upon any warrant directed to you until further order, which you shall speedily receive from us." You promised me that your clerks should take care to endorse your weekly certificates with the total sum of what they contain, but I find that your certificates of the Collector for the Tonnage and Poundage duty and that of the Act of Navigation are not endorsed. Pray attend to this. Likewise the Treasury Lords spoke to you to send to me every week a certificate of what money you have paid that week upon Treasury warrants. Treasury warrant to William Harbord, Auditor of His Majesty's revenue in the Duchy of Cornwall. The pre-emption and coinage custom of tin in Devon and Cornwall were demised to Sir Robert Viner and the rest of the late farmers thereof for three years ended at 1667, Sept. 29, at the yearly rent of 6,500l. There lately remained a super of 8,700l. on their account for the whole term of three years, but the said farmers surrendered their last year of the farm, craving an allowance of 6,500l. therefor, and their further payments and demands amount to 1,838l. 10s. 10d. April 28 Treasury warrant to the Receipt to set apart 7,000l. a month out of the revenue of the Hearth money for payment of certain tallies levied upon the said Hearth money remaining yet unpaid, in order that the credit of His Majesty's Exchequer may be inviolably maintained. "That is to say that the sum of 52,000l., part of the said 7,000l. per mensem shall be brought into the Exchequer in specie and be there deposited in the hands of the proper Teller for each month but not so as to be a payment into the Exchequer to be recorded either in the office of the Auditor or Clerk of the Pells nor any bill to be thrown down for the same by the Teller, which cannot be in this case, the same being appointed to discharge tallies that are already recorded as a receipt and issue in the Exchequer but the Tellers or some of their clerks or deputies upon the receipt of the 7,000l. per mensem or any part thereof are from time to time to give notice under their hands to the Auditor of the Receipt and Clerk of the Pells respectively, testifying the sums they have received, which [notices in lieu of tallies] are to be kept as memorialls in their respective offices."
