The Earl of Marleborough reported from the Committee, the Bill, intituled, "An Act for making navigable the Rivers of Wye and Lugg, in the County of Hereford," as fit to pass, without any Amendment.

Hodie 3^a vice lecta est Billa, intituled, "An Act for making navigable the Rivers of Wye and Lugg, in the County of Hereford."

The Question was put, "Whether this Bill shall pass?"

It was Resolved in the Affirmative.

A Message was sent to the House of Commons, by Sir Miles Cooke and Sir Robert Logard:

To let them know, the Lords have agreed to the said Bill, without any Amendment.

Who brought up a Bill, intituled, "An Act for re-vesting in His Majesty the Honour of Tutbury, Forest of Needwood, several Manors, Parks, Lands, and Offices, and other Profits thereunto belonging, and for vacating certain Letters Patents therein mentioned;" to which they desire the Concurrence of this House.

A Message was brought from the House of Commons, by Mr. Farrer and others:

To return the Bill, intituled, "An Act for enabling Trustees to sell the Manors of Pespoole, in the County of Durham, Part of the Estate of William Midford, an Infant, for Payment of Debts and Incumbrances charged thereon, and for preserving the rest of the said Insant's Estate;" to which they have agreed, without any Amendment.

Maydwell Rectory Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act for settling divers Lands and Rents-charge on the Rector of the Church of Maydwell, in the County of Northampton, and his Successors; and, in Lieu thereof, for settling other Lands, and discharging Tithes belonging to the said Church, according to several Agreements between the Patron and the said Rector, made upon the enclosing of Lands in Maydwell, and afterwards, with Consent of the Ordinary, confirmed by several Decrees in the Court of Chancery."

ORDERED, That the Consideration of the said Bill be committed to the Lords following; (videlicet,)

Their Lordships, or any Five of them; to meet on Monday next, at Nine of the Clock in the Forenoon, in the Prince's Lodgings near the House of Peers; and to adjourn as they please.

King present.

His Majesty, being seated on His Royal Throne, adorned with His Crown and Regal Ornaments, attended with His Officers of State (the Peers being also in their Robes), commanded the Gentleman Usher of the Black Rod to signify to the Commons, "It is His Majesty's Pleasure, they attend Him presently."

Who being come, with their Speaker; His Majesty was pleased to give His Royal Assent to the Bills following; (videlicet,)

Then the Clerk Assistant (the Clerk of the Parliaments being indisposed) received the Bill from the Hands of the Speaker, and brought it to the Table; the Title whereof was read, as followeth:

"1. An Act for continuing several Duties granted by former Acts, upon Wine and Vinegar, and upon Tobacco and East India Goods, and other Merchandize imported, for carrying on the War against France."

To which the Royal Assent was pronounced in these Words; (videlicet,)

Then the Bills following were passed:

"8. An Act to enable the Parish of St. James, within the Liberties of the City of Westminster, to raise (upon themselves) so much Money as will discharge their Debt, for building their Parish Church, Rector's House, Vestry, and other public Works there."

"9. An Act to ascertain and settle the Payment of the Impropriate Tithes of the Parish of St. Lawrence, Old Jewry, in London, to the Master and Scholars of Ballioll Colledge in Oxford, and for confirming an Award made concerning the same."

"10. An Act for naturalizing Salomon Eyme and others."

"11. An Act to confirm and establish an Exchange made between Thomas Ryder Esquire and Christopher Clitherow Esquire, of certain Messuages in London, for the Manor of Bilsington, and other Lands in Kent, of the like Value."

"12. An Act to enable Trustees to make and fill up Leases of the respective Estates of Bluet Wallop Esquire and John Wallop Gentleman, during their Minorities; and to purchase other Lands by the Fines thereby to be received, to the same Uses as the Estates so to be leased are already settled."

"13. An Act for enabling Trustees to sell the Manor of Pespoole, in the County of Durham, Part of the Estate of William Midford, an Infant, for Payment of Debts and Incumbrances charged thereon, and for preserving the rest of the said Infant's Estate."

To these Bills the Royal Assent was pronounced thus; (videlicet,)

Then His Majesty was pleased to withdraw; and the Commons went to their House.

L. Viscount Tunbridge, Nat. Bill.

Hodie 2^a vice lecta est Billa, intituled, "An Act to naturalize William Viscount Tunbridge, and other Children of the Earl of Rochford."

ORDERED, That the said Bill be committed to the same Committee to whom Maydweil's Bill is referred.

Scurrilous Libel, intituled, "A Summary Account of Proceedings upon the Discovery of the Jacobite Conspiracy."

The House being informed, "That there was printed a scurrilous Paper (some Part thereof) reflecting on this House:"

Which being read, it was resolved as followeth:

"Resolved, by the Lords Spiritual and Temporal in Parliament assembled, That the Paper intituled, "A summary Account of the Proceedings upon the happy Discovery of the Jacobite Conspiracy, in a Second Letter to a Devonshire Gentleman, London, March 3d, 1695," so far as it relates to this House, is a malicious and scurrilous Libel, and a Violation of the Rights and Privileges of Parliament."

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Company of Stationers in London do give Order and take all possible Care to find out the Author and Printer of a scurrilous Paper, intituled, ("A summary Account of the Proceedings upon the happy Discovery of the Jacobite Conspiracy, in a Second Letter to a Devonsh'r. Gentleman, London, March 3d, 1695"); and that they give this House an Account thereof on Saturday the Fourteenth Day of this Instant March, at Ten of the Clock in the Forenoon; or sooner, if they can.

Lucy versus Bp. St. David's, for Waiver of Privilege, about Articles against him before the Archbishop.

Upon reading the Petition of Robert Lucy Esquire; praying, "That the Lord Bishop of St. David's may wave his Privilege; and the Petitioner permitted to proceed against the said Bishop, upon Articles exhibited by him now before his Grace the Lord Archbishop of Canterbury:"

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That it shall be, and is hereby, referred to the Lords Committees for Privileges, to consider whether the Lord Bishop of St. David's shall be allowed Privilege in this Case.

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That this House will hear the said Cause, by Counsel, at the Bar, on Saturday the Fourteenth Day of this Instant March, at Ten of the Clock in the Forenoon; and no other Business to intervene; and the Judges to attend.
