Chancellor for Ireland.

A Report made by the Earl of Mulgrave, from Derbyhouse, for the making a Chancellor within the Kingdom of Ireland.

Petition from the City, to increase the Income of their Ministers.

A Petition from the City of London, brought in by Sir John Wollaston Knight, concerning the Augmentation of Means upon the Ministry of the Province of London.

Answer was given from this House:

Answer.

That the Lords do give them Thanks, for their Care in having a faithful Ministry within the said Province; and that they do promise to endeavour what lies in them, for an Augmentation of Means upon the said Ministry, according to their Desire.

Ordinance for Money for the Parliament Guard.

The House was adjourned into a Committee; and the Ordinance for Five Thousand Pounds to be settled upon them that guard the Parliament, was read.

The House was resumed.

And the said Ordinance was, upon the Question, ordered to be read the Third Time.

Ordinance to settle the Militia.

The Ordinance for settling the Militia of the Kingdom, is ordered to be taken into Consideration To-morrow Morn, in the First Place, by a Committee of the whole House.

Ordinance for making Serjeants.

The Vote concerning the making of Serjeants (fn. 1) to be brought in To-morrow Morn; and likewise that the Serjeants Writ be brought into this House at the same Time.

Ordinance for Payment of Money to the Guards attending the Parliament.

"The Lords and Commons in Parliament assembled, taking into Consideration the Necessity of having Guards of Horse to attend the Parliament, and the due and constant Pay of them, have thought fit, and do hereby order and ordain, and it is hereby Ordered and Ordained, That the Sequestrations and Compositions of the Estates Real and Personal of George Duke of Buckingham, Sir Edmond Bowyer Knight, William Stafford Esquire, Thomas Harris Baronet, John Bill Esquire, and Sir Humphry Tracy, together with all Sum and Sums of Money received out of the said Estates, or any of them, deposited, and by any Way or Means remaining, in the Hands of any Committee, or other Person or Persons whatsoever, shall from henceforth be employed and disposed of for the Support and Payment of the said Guards of Horse, from Time to Time, until the Sum of Five Thousand Pounds be raised thereout, for the Payment thereof as aforesaid: For the more speedy and effectual raising of which, for the Service aforesaid, and such other Services as both Houses shall think fit, the Guards being first paid, the Lords and Commons in Parliament assembled do order and declare, and it is hereby Ordered and Declared, That all and every such Person or Persons who shall or will, within Thirty Days after the passing of this Ordinance, by Way of Loan or otherwise, advance the Sum of Five Thousand Pounds, or any Part thereof, it shall be, and is hereby, accounted an acceptable Service to the State; and they, and every of them, shall be, and are hereby, secured out of the said Sequestrations and Compositions of the said Estates, for what they shall so lend for the Service aforesaid, and of so much more now owing to every such Person or Persons, upon Public Faith, as they and every of them shall so lend as aforesaid, together with Interest at Eight Pounds per Centum for the same, until the Whole be satisfied and paid, out of the said Estates and Compositions, unto every such Person and Persons as aforesaid: And the Lords and Commons do hereby further order and ordain, and it is hereby further Ordered and Ordained, That the Committee of Habberdash'rs Hall, or any Three of them, be a Committee, to take such Subscriptions, and give Allowance of such Tickets, as are the Receipts of any Person or Persons authorized thereto, for any Money, Goods, Plate, Horse, or Arms, or otherwise, lent or owing upon the Public Faith of the Kingdom, by any such Person or Persons as aforesaid; and the said Committee, or any Three of them, are hereby authorized and enjoined to enter, to possess, receive, and dispose of, the said Sequestrations and Compositions of the Estates Real and Personal, and the Profits thereof, and of every Part thereof, of the said Person and Persons, and to improve the same to the best Advantage to the Purposes aforesaid, until the Sum of Ten Thousand Pounds, and every Part thereof, together with the Interest growing due for the same, be wholly paid and discharged as aforesaid: And lastly the Lords and Commons do hereby order and ordain, and it is further Ordered and Ordained, That all Committees, or other Persons whatsoever, do take Notice hereof, and yield Obedience hereunto, any other Ordinance of Parliament whatsoever to the contrary in any wise notwithstanding: Provided, That this Ordinance, nor any Thing therein contained, do not extend to the taking away of the Sequestration and Composition of the Real and Personal Estates of the said Duke of Buckingham, Sir Edmond Bowyer, and John Bill, or any of them, lying in the Counties of Yorke and Surrey, from the Committee of those respective Counties to whom they were formerly granted, for the raising and maintaining of Forces in the said Counties respectively, nor to the Estate of the said Wm. Stafford Esquire, lying in the County of North'ton, or any Part thereof, till the Sum of Five Hundred Pounds be thereout paid unto Colonel Edmond Temple, formerly granted by Ordinance of Parliament unto him, and in Part executed by the said Committee of Habberdash'rs Hall, to whom the Houses of Parliament referred the Care thereof."

Colonel Sidney to be Governor of Dover Castle.

"Be it Ordained, by the Lords and Commons in Parliament assembled, That Colonel Algernon Sydney, Governor of Dover Castle, be hereby constituted and appointed Lieutenant of the said Castle of Dover; and that he do enjoy all Rights, Privileges, Profits, and Advantages, which have heretofore belonged to any Governor or Lieutenant of the said Castle: And be it further Ordained, by the Authority aforesaid, That the said Colonel Algernoone Sidney do and may exercise any Authority, Power, or Jurisdiction, and in as large and ample Manner, as hath lawfully been used or exercised by any former Lieutenant of the said Castle."
