Lesiure and Godschalk qualify for Naturalization.
SIR Stephen Leisieur, Knight, and Joos Godschalk, who have exhibited their Bills of Naturalization, took the Oaths of Supremacy and Allegiance, kneeling at the Lord Keeper's Wool-sack; and they delivered to the Clerk their several Certificates for their receiving of the Communion, according to the Statute.

Message from the House of Commons, for Conference touching Popish Recusants.
Message from the Commons, by Sir Thomas Edmondes and others: That the Knights, Citizens, and Burgesses of the Commons House of Parliament, do humbly desire a Conference with their Lordships, touching a Petition to be delivered unto His Majesty concerning Recusants, with as much convenient Speed as may stand with their Lordships Occasions.
The Messengers being withdrawn;
Committee for the Conference.
The House appointed a special Committee for this Conference: videlicet,
To meet with the Commons presently, in the Painted Chamber.
And their Lordships Agreed, Not to confer at this Meeting.
Answer.
The Messengers, being called in, were answered: That the Lords will give them a present Meeting, in the Painted Chamber with a Committee of Four and Twenty.
Petition concerning Recusants.
The Lords Committees, being returned, brought with them a Petition unto His Majesty, touching Popish Recusants; wherein the Commons desire this House to join with them in Delivery thereof.
Mr. Attorney read the Petition.
The Lords Committees returned to the Commons, with this Answer from the House: That their Lordships will take it into their Consideration, and, when they are resolved thereof (which the Time will not now permit, being so late), they will give them further Answer.
Mitigation of Fines.
The Earl Marshal signified unto the House, That the Lords Sub-Committees for the Orders of the House, and Privileges of the Lords of Parliament, had conceived an Order touching Mitigation of Fines imposed by this House upon Offenders, which had been read Once the 24th of March last; and that the said Committees do desire the same to be now read again.
The Clerk read it, in hæc verba: videlicet,
Fines not to be certified till the End of the Session, without special Motion.
"That whereas this High Court of the Upper House of Parliament doth often find Cause, in their Judicature, to impose Fines, amongst other Punishments, upon Offenders, for the good Example of Justice, and to deter others from like Offences; it is Ordered, and Declared, That, at the least, once before the End of every Session, the Committees for the Orders of the House, and Privilege of the Lords of Parliament, do acquaint the Lords with all the Fines that have been laid that Session: that thereupon their Lordships may use that Power, which they justly have, to take off or mitigate such Fines, either wholly or in Part, according to the Measure of Penitency or Ability in the Offenders, or suffer all to stand, as in Equity their Lordships shall find fit.
"And that, until every Session be ended, no Estreat is to be made of such Fines set or imposed by Parliament, nor any Copy to be made thereof by the Clerk, without special Order, upon public Motion in full House."
And their Lordships generally agreed unto this Order, and commanded the Clerk to enter the same in the Journal Book.
Supply.
The Motion of the Duke of Buckingham renewed, by his Grace and other Lords, touching some speedy Provision of Money to be made for this great Business; but it was not Ordered to be further proceeded in at this Time.
Adjourn.
