Hodie 3a vice lecta est Billa, An Act to enable Dame Alice Dudley to convey her Estate, in the Castle of Killingworth, and other Lands, in the County of Warwick, for valuable Consideration, to the Prince his Highness, and his Heirs.
And, being put to the Question, was generally Assented unto; and sent to the Commons, by the Lord Chief Justice of the Common Pleas and Sir Edward Salter, with a special Recommendation thereof, for that it concerned the Prince his Highness.
Manor of Painswick.
Hodie the Lord Privy Seal reported the Bill, An Act for the Confirmation of a Decree in Chancery, made by the Consent of the Lord of the Manor of Painswick, in the County of Glouc. and the Customary Tenants of the same Manor, as fit to pass, with Three small Amendments; the which Amendments were read 1a et 2a vice, and allowed of; and the Bill Ordered to be ingrossed accordingly.
Sir Richard Lumley to sell Lands for certain Uses.
Hodie the Lord Privy Seal reported the Bill, An Act to enable Sir Richard Lumley, Knight, to sell divers Manors and Lands, for the Payment of his Debts, and Advancement of his younger Children, as fit to pass, with this Amendment only: videlicet, Whereas it is ["Lady Eliz. Lumley"], to be amended thus, ["Dame Elizabeth Lumley"]. But the Lords did generally mislike with the Amendment, for that she was a Baroness; whereupon the Bill was re-committed.
Hodie allata est a Domo Communi una Billa, An Act concerning Monopolies, and Dispensations with Penal Laws, and the Forfeitures thereof, by Mr. Glanvyll and others; with this Message: That the Commons desire their Lordships to take this Bill into their serious Consideration, as an Act of great Importance.

The Prince to grant Leases of his Dutchy Lands of Cornwall.
Hodie allata est a Domo Communi Billa, An Act to enable the most Excellent Prince Charles to make Leases of Lands, Parcel of his Highness's Dutchy of Cornewall, or annexed to the same, by Sir Thomas Edmonds and others; with this Message: That they have sent this Bill alone, for that it concerns the Prince his Highness.
Committee of both Houses to attend the King at Whitehall.
The Prince his Highness declared to the House, That His Majesty is pleased, that the Committee of both Houses shall attend Him To-morrow in the Afternoon, at Two, at Whitehall, to deliver their Demonstration agreed on Yesterday.
Notice thereof is sent to the Commons, by Mr. Attorney General and Sir Edward Salter; who returned hearty Thanks from the Commons, and that their Committee shall wait on His Majesty accordingly.
Message to the Commons for Conference.
Then, it being first agreed on by a general Vote of the House, this Message was sent to the Commons, by (fn. 1)
That, whereas the Lord Archbishop of Cant. is appointed to deliver a Demonstration to the King in Writing, the Lords do pray a Conference between the Committees in the Painted Chamber presently, for them to consider of a little Preamble, thought fit to be used to the King by his Grace in the Delivery thereof, which they would not do without first acquainting them with it.
Answer.
Answered, That they are very glad of this good Correspondency, and will meet presently.
The Committees Names being read, their Lordships went into the Painted Chamber to the Commons; and being returned, the Lord Archbishop of Cant. reported, That the Commons, having heard what Preamble his Grace intended to make, desired that they might repair into their House, for Approbation thereof; and being returned, reported, That the House of Commons did approve of the same accordingly; the which Preamble follows, in hæc verba:
Preamble to the Address of both Houses before mentioned.
"May it please Your Sacred Majesty,
"We are come to You again, from Your most faithful Subjects and loyal Servants, the Lords and Commons in this present Parliament assembled; and First, we do humbly let Your Majesty know, how much we hold ourselves bounden unto Almighty God, that He hath set a King to rule and reign over us, who is pleased, in the greatest and weightiest Causes, to speak and to be spoken to in Parliament, by His good and loving People, which maketh the King to understand them over whom He beareth Rule, and them again to understand Him; and is a true Bond that tieth the Heart of the Sovereign to the Subject, and of the Subject reciprocally to their Liege Lord and Sovereign.
"And next, we rejoice, that Your Majesty hath shewed Yourself sensible of the Insincerity of that People with whom of late You have had a double Treaty, and of the Indignities offered by them unto Your blessed Son the Prince, and to Your Royal Daughter; and that Your Kingly Heart is filled with an earnest Desire to make Reparation to her Noble Consort and herself of the Palatinate, their Patrimonial Possession, which is agreeable unto Justice, and unto all Laws of God and Man.
"For the effecting whereof, to testify with what Alacrity, with what Expediteness and Uniformity of Heart, both Your Houses of Parliament, in the Name of Your whole Kingdom, have borne themselves unto Your Majesty, with Offer to give You their real Assistance; we have digested it into a Writing, lest, by the verbal or vocal Delivery of any one Person, it may miscarry, or the Expression of our Zeal be weakened and diminished; which we humbly pray Your Majesty to give me Leave to read unto You."
Confirmation of Hospitals and Free-schools.
Hodie the Lord Chief Justice of the Common Pleas is added to the Attendants on the Bill, An Act for the Confirmation of Hospitals and Free-schools; and the Lords of that Committee are to meet thereon when the House shall appoint; and the Lord Treasurer is to have Notice thereof to be there.
Earl of Derby's Privilege, Sir Edward Osbaldeston arrested.
Upon the Petition of Sir Edward Osbaldeston, Knight, Servant to the Earl of Derbie, who is arrested by the Procurement of Thomas Banckes, contrary to the Privileges of this High Court; and that the said Bancks raised the Constable to make the said Arrest, under Pretence to attach a Traitor and a Felon: It is Ordered, That His Majesty's Writ of Habcas corpus cum causa, etc. be directed unto the Warden of The Fleet, to bring the Body of the said Sir Edward Osbaldeston before their Lordships, on Monday next, the 15th of this March, at Nine in the Morning; and that the Serjeant at Arms do then also bring before their Lordships the Bodies of the said Thomas Banks and of William Browne the Under Sheriff, and the Bailiffs and Constable.
