Non-Residence and Plurality of Benefices.

The Bill against Non-Residence and Pluralities of Benefices, was this Day brought into the House, by the Lord Archbp. of Cant. the first of the Committees, who declared, That the Lords Committees have met Three Times for Consideration of that which their Lordships took to be committed unto them: videlicet, How, and by what Device or Means, every Benefice in England may be made fit and competent for a Learned Minister; so as, if that may be done, then the Provision, which so may be made, to be joined to this Bill, and the same so to pass. His Grace further declared, That divers Projects, to the Purpose aforesaid, were at such Meetings offered, and divers Opinions then also delivered touching the same; and that, after Two Meetings, it was among the said Lords Committees moved, by some of their Lordships, That the said Lords Committees should, among themselves and of themselves, appoint some Six or Eight, that might further advise and agree which of the said Projects may be fittest to be offered to this House, for their Consideration, if the same might be thought worthy and convenient to be conferred of with the Lower House: To which Motion, as his Grace further declared, it was then among them doubted, that, insomuch as the whole House was originally the Committee on the said Bill, therefore that the Lords then assembled, being but a Sub-Committee, could not under them appoint another Sub-Committee: Whereupon it was put to the Question, Whether the Sub-Committee aforesaid, for the End above-mentioned, should make a Sub-Committee, according to the said Motion; and generally agreed in the Affirmative; videlicet, that the said Sub-Committee should, as aforesaid, nominate of themselves a smaller Sub-Committee, to treat of the Bill and Projects aforesaid.
