Prayers.

Palmes' Petition.

A PETITION of William Palmes Esquire, Receiver General for the County of Rutland of the Monies to be distributed amongst the loyal indigent Officers, was read.

Resolved, &c. That the Petition be committed to the Committee appointed to consider of the Petition of the loyal indigent Officers; to examine the Matter of this Petition; and report the same, with their Opinions therein, to the House.

Painters Stainers.

A Bill for the Regulation and better Government of the Company of Painter Stainers, London, was read the Second time.

A Petition of the Company of Plasterers, London, was also read.

Resolved, &c. That the said Bill and Petition be committed to Sir Robert Howard, Sir John Duncombe, Sir John Denham, Sir Tho. Allen, Sir Tho. Gower, Sir Lanc. Cotton's Estate.

Mr. Milward reports from the Committee to which the Bill to enable Charles Cotton Esquire to make Leases of Lands, for Payment of Debts, was committed, That the Committee had agreed upon one Amendment only to be made to the Bill: Which he read, with the Coherence, in his Place; and after, delivered the same in at the Clerk's Table: Which was twice read; and, upon the Question, agreed.

Resolved, &c. That the Bill, with the Amendments agreed to, be ingrossed.

Bedford Level.

Sir Thomas Littleton reports from the Committee to which the additional Bill to explain and supply the Act for settling the Draining of the Great Level of the Fens, called Bedford Level, was committed, That the Committee had agreed some Amendments to be made, and Provisoes and Clauses to be added, to the Bill: Which he read, with the Coherence; and after, delivered the same in at the Clerk's Table: Which being twice read, were, upon the Question, severally agreed.

Another Proviso, on the Behalf of the Country, was tendered; and twice read.

Resolved, That the Words, "Clause or Proviso" be added in the Proviso, instead of the Word "Thing."

Which was done.

Resolved, That the Proviso, so amended, be agreed to.

Resolved, That the Bill, with the Amendments and Provisoes agreed to, be ingrossed.

A Petition of Henry Williams Esquire, a Member of this House, was read.

An Order of the Commissioners appointed for Bedford Level was read.

The Question being put, That Leave be given for the Bringing in of an Enacting Proviso, to be added to the Bill for enabling the Commissioners to re-hear the Cause wherein Colonel Williams is concerned;

The House was divided.

The Yeas went out.

And so it was resolved in the Affirmative.

Loyal Officers.

Upon Information given to the House, That one Mr. Cooper, and Major Bayly, and others, did detain, in their Hands, several Sums of Money by them received, for the Use of the indigent loyal Officers;

Resolved, &c. That it be referred to the Committee to which the Petition of the loyal indigent Officers was referred, to summon Mr. Cooper, Major Bayly, or any other Persons of whom they shall have Information to detain any Money in their Hands, belonging to the loyal indigent Officers; and to examine the Matter which shall be objected against them; and what Monies they have received, and what is resting in any of their Hands; and to report the Matter, with their Opinions therein, to the House: And the Committee is hereby revived; and they are to sit To-morrow at Two of the Clock in the Afternoon, in the Place formerly appointed.

Upon Information, on the Behalf of the Countess of Pembrooke, That she had long since caused the Money, by her received for the loyal indigent Officers, to be paid into the Hands of Major Bayley; and hath Acquittances for her Discharge; yet, by Mr. Bayley's Omission to make Entries, in his Books of Accompts, of the Monies, she is like to be again charged with Payment of it;

Resolved, &c. That it be referred to the Committee to which the Petition of the indigent loyal Officers was committed, to examine the Matter touching the Countess of Pembrooke, in relation to the Money by her paid in to Major Bayly, in full; and to certify the same, with their Opinions therein, to the House.

Mr. Vaughan reports from the Committee for the Improvement and Advance of Trade, That the Committee had agreed upon a Vote to be reported to the House: Which he read; and delivered the same in at the Clerk's Table: And the Vote, being again read, was as followeth; viz.

That the Increase of Hallage upon Cloths, taken at Blackwellhall, and Leadenhall, London, is an Obstruction of Trade: And that a Bill be brought in for settling the old Hallage, and taking away the said new Duty of Hallage, imposed upon Cloths brought to Blackwell and Leadenhall aforesaid, by virtue of an Act of the Lord Mayor, Aldermen, and Common Council of the City of London, of the Fourth of December 1661.

The Question being put, To agree with the Committee;

It was resolved in the Affirmative.

Ordered, That it be referred to the same Committee, or any Three of them, to prepare and bring in the Bill.

Partition of Lands.

Ordered, That Sir Thomas Higgons be added to the Committee to which the Bill for the Partition of Lands was committed.

Feltmakers.

Ordered, That these Members following be added to the Committee to whom the Bill on the Behalf of the Feltmakers is committed; viz. Mr. Swinfein, Sir Fra. Clerke, Sir Edm. Marsh Lands.

Ordered, That these Members following be added to the Committee to whom the Bill for settling salt and fresh Marshes, gained from the Sea, is committed; viz. Colonel Trelawney, Sir Tho. Hide Parke Water.

Ordered, That the Committee, to whom the Bill for the Continuance and Enjoyment of certain Waters brought from and about Hide Parke to the Cities of London and Westminster, and Places adjacent, was committed, That the Committee be revived; and do meet this Afternoon at Two of the Clock, in the Place formerly appointed.
