Tyndall's Estate.

A BILL for settling certain Lands, belonging unto Francis Tyndall Gentleman, upon Trustees, to be sold, for Payment of Debts, was this Day read the Second time.

Resolved, That the said Bill be committed to Mr. Palmer, Sir Robert Brooke, Mr. Westphaling, Mr. Reymes, Mr. Jay, Colonel Gilby, Sir Tho. Gower, Mr. Clifford, Sir Lanc. Lake, Mr. Smith, Dr. Burwell, Mr. Musgrave, Sir John Norton, Mr. Scott, Mr. Knight, Sir Gilbert Ireland, Sir Tho. Allen, Mr. Jones, Mr. John Robinson, Mr. Churchill, Colonel Sandys, Sir Wm. Lowther, Sir Rich. Onslow, Mr. James, Mr. Onslow, Sir Clifford Clifton, Mr. Chetwind, Sir John Brampston, Sir John Shaw, Mr. Crouch, Sir Wm. Compton, Sir Tho. Leigh, Sir Solomon Swale, Sir Edm. Peirse, Sir Tho. Dyke, Mr. Kent, Sir Hum. Bennett, Mr. Moore, and all the Members of this House that serve for the several counties of Lincolne, Nottingham, and Yorkshire: And they are to meet, in the Speaker's Chamber, To-morrow, at Two of the Clock in the Afternoon: And to send for Persons, Papers, and Records; and to summon and hear all Parties concerned, as they shall see Cause.

Nevill's Estate.

Sir John Brampston reports from the Committee, to which the Bill for enabling Mr. Nevill to sell Lands, for Payment of Debts, was committed, several Amendments to be made, and a Proviso to be added to the said Bill: Which Amendments he read, with the Coherence, and opened the Proviso, in his Place; and after, delivered the same in at the Clerk's Table.

And the Amendments and Proviso being twice read, and, upon the Question, severally agreed to;

Resolved, That the said Bill, with the Amendments and Proviso agreed to, be ingrossed.

Common Fields.

Mr. Mountague reports from the Committee, to which the Bill for the Regulation and Government of Common Fields was committed, several Amendments to the said Bill: Which he read, with the Coherence, in his Place; and after, delivered in the same at the Clerk's Table.

And the said Amendments being twice read; and, upon the Question, severally agreed to;

Resolved, That the said Bill, with the Amendments agreed to, be ingrossed.

Restoring Lord Culpeper.

An Act for confirming an Act for restoring the Lord Culpeper to his Land and Estate, was this Day read the Second time. And no Exception taken thereto, nor Motion for Commitment thereof;

Resolved, upon the Question, That the said Bill be ingrossed.

Wye Navigation.

Ordered, That the Bill, touching the River Wye, be read the First Bill To-morrow Morning.

Duty on Iron.

Ordered, That the Report from the Committee, to which the Matter touching Iron, was committed, shall be heard on Friday Morning.

E. of Derby's Estate.

Resolved, That this House will peremptorily, on Friday next, proceed in the Debate and Determination of the Cause upon the ingrossed Bill, sent from the Lords, to restore the Earl of Derby to certain Manors in Flintshire.

Marq. of Winchester's Estate.

An ingrossed Bill, sent from the Lords, for confirming the Estate of John Marquis of Winchester in certain Manors and Lands, whereof the Deeds and Evidences were burnt and lost at the Taking of the Castle of Basing, was this Day read the Second time.

Resolved, That the said Bill be committed to the same Committee, to which the Bill, sent from the Lords, to settle the Estate of the Duke of Richmond, was committed: And all the Members that serve for the Counties of Cornwall and Devon, are added to the said Committee: And they are to meet, at Two of the Clock this Afternoon, in the Speaker's Chamber: And to send for Persons, Papers, and Records.

Committee of Trade.

Ordered, That the Report of Mr. Knight, from the Grand Committee of Trade, be heard on Friday next.

Packing Butter.

Ordered, That the Committee, to which the Bill concerning Butter, was committed, be revived; and to meet this Afternoon, at the Place formerly appointed.

Hitcham's Charities.

Ordered, That the Report from the Committee, to which the Bill for settling certain charitable Uses of Sir Robert Hitcham was committed, be heard To-morrow, if the Time will serve.

Hearth Tax.

The ingrossed Bill for laying an Imposition on Hearths and Stoves, was this Day read the Third time.

A Proviso being tendered to be added to the Bill, to make the Imposition Temporary;

The Question was put, That the said Proviso be read;

And passed in the Negative.

Another Proviso being tendered, in these Words;

"Provided, and be it also Enacted, by the Authority aforesaid, That if any Person or Persons, Bodies Politick or Corporate, shall, at any time hereafter, procure or accept of, from the King's Majesty, his Heirs or Successors, any Pension, Gift, or Grant, for Years, Life, or any other Estate, or any Sum or Sums of Money out of the Revenue arising by virtue of this Act, that then such Person, or Body Politick or Corporate, procuring or accepting the same, shall forfeit double the Value of such Pension, Gift, or Grant; the one Moiety of which Forfeiture shall be to the Use of the Poor of the Parish or Parishes, where the said Offenders be or inhabit, to be recovered by the Churchwardens; the other Moiety to him that will sue for the same by Action of Debt, Bill, Plaint, or Information;"

The same was thrice read.

Resolved, upon the Question, That the said Proviso be agreed to, and made Part of the Bill.

Another Proviso being tendered to be added to the said Bill, in these Words;

"Provided, That this Act, or any thing herein contained shall not extend to charge any Oven within any of the Houses hereby charged, nor any Hearth or Stove within the Scite of any Hospital or Alms-house for the Relief of poor People, whose Endowment and Revenue doth not exceed, in true Value, the Sum of One hundred Pounds by the Year;"

The same was twice read.

Resolved, That the Word "private" be inserted in the Proviso, before the Word "Ovens."

The Question being put, That all Blowing Houses and Stamps be discharged;

It was resolved in the Affirmative.

The Question being put, That all Furnaces be discharged;

It was resolved in the Affirmative.

The Question being put, That all Kilns be discharged;

It was resolved in the Affirmative.

And the Proviso, being amended accordingly at the Table, was, upon the Question, agreed to.

Resolved, That the said Proviso, amended and agreed to, be added, and made Part of the Bill.

Resolved, upon the Question, That these Words, "and the House is hereby discharged for that Year," be inserted into the Bill.

Which was done; and the Bill amended accordingly; and the Words inserted thrice read.

Another Proviso, being in these Words following; "Provided That the Duties hereby charged shall be charged only on the Occupier for the Time being of such Hearth or Stove, dwelling in such House whereto such Hearth or Stove shall be belonging, his Executors or Administrators, and not on the Landlord who let or demised the same, his Heirs, Executors, or Assigns;" was tendered, and twice read.

Resolved, That the Words "Payment and" be inserted into the said Proviso, before the Word "Duties."

And the said Amendment being thrice read;

And the said Proviso, being again read; was, upon the Question, agreed unto.

And the said Proviso, so amended, was ordered to be added to, and made Part of the Bill.

Resolved, upon the Question, That these Words "and the Duty levied within Five Years," be inserted in the Bill.

Which Words were inserted accordingly at the Clerk's Table; and, being thrice read, were, upon the Question, agreed unto.

Another Proviso, being as followeth; "Provided also, That no Person or Persons, indebted for any the Duties aforesaid, shall thereby be privileged as a Debtor or Debtors to his Majesty, his Heirs, or Successors, to sue any Person or Persons in the Court of Exchequer, or to assign any Debt to his Majesty, his Heirs or Successors, towards Satisfaction of the same;" was thrice read.

Resolved, upon the Question, That this Proviso be made Part of the Bill.

Which said Provisoes being accordingly added, and made Part of the Bill;

Resolved, That the Bill with the said Amendments and Provisoes so agreed to, do pass: And that the Title shall be, An Act for establishing an additional Revenue upon his Majesty, his Heirs and Successors, for the better Support of his and their Crown and Dignity.

And Sir Courtney Poole is to carry up the Bill to the Lords.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
