Prayers.

Privilege.

UPON Complaint made, That Mr. Robert Rawlinson had intruded upon the Office of Vice Chamberlain, and Deputy of the County Palatine of Chester, granted by Patent from the Earl of Derby to Edward Rigby Esquire, one of the Members of this House, during the joint Lives of the Earl, and the said Mr. Rigby, in Breach of the Privilege of this House;

Resolved, That the said Mr. Rawlinson be forthwith summoned to appear before the Committee of Privileges and Elections; to answer the said Breach of Privilege: And, upon Report made from the said Committee, this House will give further Order herein.

Privilege-Libelling a Member.

This House being informed, that one Thomas Radcliffe had printed a scandalous Pamphlet against Mr. Rigby, one of the Members of this House, in Breach of the Privilege of this House;

Ordered, That the Serjeant at Arms attending this House, or his Deputy, do apprehend the said Radcliffe, and bring him in Custody before the Committee to whom this Matter is specially committed; to be examined before them touching the same: Upon whose Report this House will give their further Order herein.

Ordered, That the Persons hereunder named be appointed a Committee to examine the said Radcliffe, touching the said Pamphlet; and to made Inquiry concerning the Authors and Publishers thereof; and to make Report what they shall find therein: Mr. Milward, Sir Tho. Leigh, Sir Solomon Swale, Sir Rich. Everard, Sir Roger Bradshaigh, Mr. Crouch, Sir Thomas Dyke, Mr. Jay, Sir Lancelott Lake, Mr. Churchill, Mr. Newton, Sir Chichester Wray, Sir Clifford Clifton, Colonel Kirkby, Mr. Dalston, Sir Tho. Widdrington, Sir Hen. Widdrington, Sir Antho. Irby, Sir Courtney Poole, Mr. Smith, Sir Wm. Gold and Silver Lace.

A Bill for preventing of Frauds and Deceits in making of Gold and Silver Lace, and other Manufactures usually made of Gold, Silver, and Copper Ingots, to be disgrossed for that Purpose; and for setting up and erecting an Office, whereunto all Gold, Silver, and Copper Ingots, to be disgrossed for making of the said Manufactures, are to be brought; was this Day read the Second time.

Resolved, That the same be committed to Sir Anth. Irby, Mr. Churchill, Mr. * Clerke, Mr. Whorwood, Sir Wm. Doyley, Mr. Rigby, Mr. Puckering, Mr. Oatley, Sir Tho. Allen, Sir Chichester Wray, Sir Roger Bradshaigh, Mr. Mompesson, Mr. Jay, Sir Benjamin Ayloffe, Mr. Ashburnham, Mr. Smith, Sir Thomas Gore, Sir William Lowther, Mr. Clifford, Mr. Bullen Rheames, Sir Tho. Norwich Stuffs.

Mr. Cory made Report from the Committee to whom the Bill for Regulating the Making of Stuffs in Norfolke and Norwich, was committed, several Amendments to the said Bill; and a Proviso to be added to the said Bill: Which Amendments he read, with the Coherence, in his Place; and after, delivered in the said Amendments, and Proviso, at the Clerk's Table.

Which said Amendments being severally twice read;

Resolved, upon the Question, That this House doth agree to the said Amendments.

And the said Proviso, being also twice read, was amended at the Clerk's Table.

Resolved, That the said Bill, so amended, with the said Proviso added thereunto, be ingrossed.

Privilege-Subpænaing a Member.

Upon Complaint made by Mr. Lowther, one of the Members of this House, That he was served with a Subpæna, at the Suit of Mr. Bellingham, in Breach of Privilege;

Ordered, That the same be referred to the Committee of Privileges and Elections, to call before them the said Mr. Bellingham, and to examine, and certify, how they find the same.

Clithero Election.

Serjeant Charleton makes Report from the Committee of Privileges and Elections, touching the Election for the Borough of Clithero, That the Committee had examined the Matter upon the Petition of Mr. Pudsey, against the Election of Sir Ralph Ashton: And that the Question was upon the Right of Election; Whether such Freeholders, as had Estates for Life, or in Fee; or Freemen at large, had the Right of Election; and the Opinion of the Committee, That, according to the Judgment given in the last Parliament, such Freeholders only as had Estates for Life, or in Fee, had the Right of Election: And that Mr. Pudsey had the Majority of such Voices; and that Sir Ralph Ashton's Election was void; and that Mr. Pudsey ought to sit in this House, as Burgess for the said Town of Clithero.

Resolved, upon the Question, That this House doth agree with the Committee, That, according to the Judgment in the last Assembly, such Freeholders only as had Estates for Life, or in Fee, had the Right of Election; and that Mr. Pudsey had the Majority of such Voices; and that Sir Ralph Ashton's Election was void; and that Mr. Pudsey ought to sit in this House, as Burgess for the said Town of Clithero.

Wrotham, &c. Parishes.

Ordered, That the Committee to whom the Bill for dividing Wrotham from Stanstead and Plextoll was committed, be revived; and do sit To-morrow in the Afternoon in the Star Chamber: And that Mr. Fane be added to the said Committee.

Highways, &c.

Ordered, That the Amendments to the Bill for the Highways in general, be taken into Debate on Thursday Morning next: And that the Bill for repairing the Streets and Highways, in and about London and Westminster, be then read.

Scarcity of Corn, &c.

Ordered, by the Commons assembled in Parliament, That, in respect of the great Dearth of Corn, and Sickness of the People, his Majesty be humbly moved to remit the Rigour of the Law for the strict Observation of this Lent ensuing: And that his Majesty be humbly acquainted, That this House hath received Information, that there is Plenty of Corn in Ireland, and that great Quantities thereof are bought up for Foreign Parts: And humbly, therefore, to beseech his Majesty to give special Order to his Justices and Council of Ireland, to take such an effectual Course, that no sort of Grain may be transported out of Ireland, but upon good Security, to bring and vend the same in England.

And the Members of this House, who are of his Majesty's Privy Council, and Sir Richard Ford, are desired to attend his Majesty with this Order.

Lords desire a Conference.

A Message from the Lords, by Sir Justinian Lewen and Sir Toby Woolrich;

Mr. Speaker, The Lords desire a present Conference with this House, in the Painted Chamber, concerning the Bill, sent up to the Lords from this House, intituled, An Act for confirming Three Acts therein particularly mentioned, with Additions and Alterations in the last of them.

And the Messengers being commanded to withdraw;

Resolved, That this House doth agree to the said Conference.

And the Messengers, being withdrawn, were acquainted therewith.

Chambers' &c. Estate.

Resolved, That the ingrossed Bill for enabling Henry Chambers, Executor of John Chambers, William Wharton, who married the Executrix of William Barrett, and John Clay, Executor of Hercules Clay, to raise and levy the Sum of Two thousand Six hundred and Ninety Pounds, out of the Manors, Lands, Tenements, Hereditaments, and Possessions, of Colonel John Hutchinson, be read on Monday next.

Conference with Lords.

Serjeant Charleton made Report of what had passed at the Conference, upon the Bill for confirming Three Acts therein particularly mentioned, with Additions and Alterations to the last of them: And delivered in at the Clerk's Table, the said Bill, with the Amendments, sent from the Lords.

Ordered, That the Matter upon the said Amendments be taken into Consideration To-morrow Morning.
