Saturday, 28th July, 1660.

Prayers.

Buckingham Writ.

ORDERED, That Mr. Speaker do grant his Warrant to the Clerk of the Crown in Chancery, to issue out a Writ for Election of a Knight to serve in this present Parliament for the County of Bucks, in the Place of Thomas Tyrrill Esquire, now called by Writ to be one of the Justices of his Majesty's Court of Common Pleas; and that the Lord Chancellor do pass the said Writ under the Great Seal of England.

Wray's Estate.

A Bill enabling Sir Wm. Wray to sell Lands for Payment of his Debts, was this Day read the Second time; and, upon the Question, committed; viz. to Sir Anthony Irby, Mr. Pryn, Mr. James Fynes, Mr. Annesley, Col. Hatcher, Sir John Tufton, Mr. Newton, Sir John Lowther, Sir Henry Ceasar, Sir Henry North, Sir Capell Luckin, Sir George Savile, Col. King, Lord Castleton, Mr. Bampfeild, Sir Walter Earle, Sir Tho. Widdrington, Mr. Serjeant Hales, Mr. Brampston, Mr. Crowcher, Sir Bussy Mansell, Sir Geo. Reeve, Mr. Skipwith, Sir Gilbert Gerrard, Mr. Peirrepont: And they are to meet on Monday in the Afternoon, at Three of Clock, in the Speaker's Chamber.

Captives in Turkey.

Ordered, That the List of Captives who have suffered under the Turks in Argeere, Tunis, and Sally, with their Ransoms, now presented by Mr. Pryn, be referred to the Committee for Captives; to consider thereof: And that the Citizens of London, and Merchants, Members of this House, be added to that Committee.

Durham Franchise.

A Bill enabling the County and City of Durham to send Knights and Burgesses to serve in Parliament, was this Day read the First time.

Ordered, That this Bill be read the Second time on Tuesday Morning next.

Wards and Liveries.

Mr. Pierrepont reports Amendments to the Bill for taking away the Court of Wards and Liveries, and Tenures in Capite: Which were twice read; and, upon the Question, agreed unto.

The Rate of the Assessment of One hundred thousand Pounds per Annum, on the whole Nation, in proportion to the monthly Assessments, made in Anno 1648, was read.

Ordered, That this Debate be adjourned until Tuesday Morning next.

Records of House of Peers.

A Message from the Lords, by Dr. Child and Mr. *, Two Masters of the Chancery;

Mr. Speaker, The Lords have sent us to put you in mind of a former Message, sent the 11th of this Month, concerning certain Deeds and Evidences, which concern some of their Lordships, remaining with the Clerk of this House.

The Messengers were again called in; and Mr. Speaker gave them this Answer;

The House hath considered of your Message; and they will return an Answer by Messengers of their own.

Ordered, That the Message from the Lords, concerning Deeds and Evidences, claimed by some of the Lords, remaining in the Hands of the Clerk of this House, be taken into Consideration on Wednesday Morning next.

Book of Rates.

Sir Henage Finch reports an Amendment, by way of Exception, to be added to the last Rule, restraining the Duties for Goods imported and exported, to those mentioned in the Book of Rates: Which was twice read.

Resolved, That Wool, Wool-fells, and Leather, be omitted out of this Amendment.

And the said Amendment, being put to the Question, was agreed unto; and ordered to be ingrossed.

Sir Henage Finch reports another Amendment to be added to the Book of Rates, touching Garments of Woolen Cloth.

Confirming Marriages, &c.

Resolved, That it be referred to the Committee for Bills, to prepare several Bills for Confirmations of Marriages, made according to an Act, or pretended Act, intituled, An Act touching Marriages, Births, and Burials: and for Confirmation of Leases, made by Masters of Colleges and Hospitals: And Serjeant Hales, Sir Solomon Swale, Sir John Lowther, Mr. Bampfeild, Sir Anthony Ashley Cooper, Mr. Swinfin, Mr. Goodrick, Sir Francis Gerrard, and the Burgesses for both the Universities, be added to that Committee.

Message to attend the King.

The House being informed, That the Usher of the Black Rod was at the Door, he was called in; and, coming into the House, and standing in the Midst of the House, delivered this Message;

Sir,

The King hath commanded me to call yourself, and the rest of the Members of this House, into the Lords House.

Mr. Speaker, and the Members of the Parliament attending him, went unto the Lords House: And Mr. Speaker carried to the Lords House Two Bills; the one intituled, A Subsidy granted to the King of Tonage and Poundage, and other Sums of Money payable upon Merchandize, exported and imported, together with a Book of Rates, mentioned in the said Bill; and the other Act intituled, An Act for Continuance of the Excise, until the 20th Day of August, 1660.

Book of Rates.

Ordered, That the Original of the Book of Rates, and Rules annexed, be bound up, and remain in this House.

Ordered, That Three Transcripts be made of the Book of Rates, and of the Rules thereunto annexed; one to be transmitted to the Lords House, there to remain among the Records; another to be transmitted into the Exchequer, there to remain on Record; and a Third to the Commissioners of the Customs, to be by them made use of for his Majesty's Service.

Ordered, That the Act of Tonage and Poundage, and the Book of Rates, together with the Rules annexed, be forthwith printed and published.

Privilege.

Ordered, That it be referred to the Committee appointed to draw Heads of a Conference to be had with the Lords; to consider of what was now offered, touching Mr. Foxwist, a Member of this House, his giving Testimony in the Lords House, upon the Matter now in Debate.
