Lampeter Roads Bill.
A Message was brought from the House of Commons, by Mr. Rice Trevor and others;
With a Bill, intituled, "An Act for more effectually keeping in Repair several Roads in the County of Carmarthen, usually called the Llandovery District of the Lampeter Roads; and for making and maintaining certain new Lines of Road to communicate therewith;" to which they desire the Concurrence of this House.

With a Bill, intituled, "An Act for more effectually keeping in Repair the Roads from Ludlow-fach to the Town of Llandovery, and from thence to the River Amman, in the County of Carmarthen, and several other Roads in the said County communicating therewith; and for making new Branches of Road in the same County, and in the County of Glamorgan;" to which they desire the Concurrence of this House.

Dean & Chapter of Canterbury Bill.
A Message was brought from the House of Commons, by Mr. Egerton and others;
To return the Bill, intituled, "An Act for assisting the Dean and Chapter of the Cathedral and Metropolitical Church of Christ, Canterbury, to take down and rebuild the North-western Tower of the same Church;" and to acquaint this House, That they have agreed to the same, without any Amendment."
Fees of Comrs of Bankrupt, Return of delivered.
The House being informed, "That Mr. Vizard, the Secretary of Bankrupts, attended;"
He was called in; and delivered at the Bar, pursuant to an Order of Tuesday last,
"A Return of the Amount of Fees received by the Commissioners of Bankrupt in London, respectively, for the Years 1828, 1829 and 1830."
And then he withdrew.

Upon reading the Petition of the Freeholders of the County of Down, whose Names are thereunto subscribed; praying their Lordships "to concur in promoting such Reform as may be consistent with the following Principles; That the Elective Franchise of close Boroughs should be abolished, transferred or extended: That the Right of voting should be granted to Leasehold Tenures, and to all other Descriptions of Property: That all Sinecures and useless Places, and all Pensions not the just Reward of Public Service, be abolished: That the Duration of Parliaments should be reduced to a Period of Three Years: That Persons holding Places and Pensions at the Pleasure of the Crown should be absolutely excluded from sitting in the House of Commons, with such Exceptions as may appear reasonable with reference to Ministers or Members of the Cabinet: That an Oath should be required from every Candidate on the Hustings, if present at the Election, and if not previous to his taking his Seat, if returned, to the Effect that no corrupt Means or undue Influence had been or should be exercised to his Knowledge, or at his Cost or with his Privity, for the Purpose of procuring or having procured his Return; and that Persons charged with a Violation of this Oath, or with using corrupt Means or undue Influence at Elections, whether as Principals or Agents, Peers or Commoners, should be liable to be tried as for other criminal Offences, and if found guilty (along with such other Penalties as might be provided) should be deprived of all Rights as Electors or Members of the Legislature in either House of Parliament: That the System of polling at Elections should be simplified, and the Votes taken in Districts, so as to shorten the Continuance and diminish the Expence of Elections: That all Candidates should be absolutely precluded from supplying Allowances or paying for the Maintenance or Conveyance of Freeholders at Elections, and that the Expences of the Returning Officer should be discharged out of the Public Funds, as formerly provided by the 1st of Geo. 4, Cap. 2:"

Coventry & Over Whitacre Road Bill.
The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for repairing the Road from the City of Coventry to Over Whitacre, in the County of Warwick," was committed.
Horley Road Bill.
The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing and maintaining the Road over Horley Common, in the County of Surrey, to a Place called Black Corner, and from thence to the Brighthelmston Turnpike Road at Cuckfield, in the County of Sussex," was committed.
Indigent Blind Institution Bill.
The Earl of Shaftesbury also reported from the Lords Committees, to whom the Bill, intituled, "An Act to enlarge the Powers of an Act passed in the Seventh Year of the Reign of His late Majesty King George the Fourth, for establishing and well-governing the Institution called "The School for the Indigent Blind," and for incorporating the Subscribers thereto, and the better enabling them to carry on their charitable and useful Designs," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and made One Amendment thereto."

Herne Bay Pier Bill Specially reported.
The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the Bill, intituled, "An Act for making and maintaining a Pier or Jetty, and other Works, at Herne Bay, in the Parish of Herne, in the County of Kent;" "That the Committee had met, and considered the said Bill, and, in the first place, proceeded to enquire how far the Standing Orders of the House relative to Pier Bills had been complied with, and found that all the said Orders had been complied with, except in the following Particular; vizt. That no Map or Plan, together with a Book of Reference containing a List of the Names of the Owners and Occupiers of the Lands, and separate Lists of the Names of such Owners and Occupiers, distinguishing Assents, Dissents and Neuters, an Estimate of the Expence of the Work proposed to be done, and of the probable Time within which the same may be completed, and also a List of the Names of the Subscribers to the said Work, with the Sums by them subscribed respectively, had been deposited with the Clerk of the Parliaments previously to the Bill being brought to this House from the Commons, as it was stated to the Committee by the Agent for the Bill, that the same had been omitted to be done through Inadvertence; but that the said Map or Plan and Papers had since been deposited with the Clerk of the Parliaments, and had been produced to the Committee, and duly proved; and that the Committee had gone through the Bill, and directed him to report the same to their Lordships, without any Amendment."

Tithe System, Petitions from Braunton, East & West Flegg, &c. for Revision of.
Upon reading the Petition of the Yeomanry, Farmers and others, Inhabitants of the several Parishes in the Hundreds of Braunton, Sherwell, Fremington and Southmolton, in the County of Devon, whose Names are thereunto subscribed; praying, "That their Lordships will not suffer the present Session of Parliament to pass away without taking into their most serious Consideration the whole System of the Tithe Laws; and that their Lordships will be pleased to adopt such Measures thereon as will speedily effect a just and equitable Modification thereof, so as the Tithe Holders shall no longer claim any Portion of the Capital and Labour employed for the Cultivation and Improvement of the Land; and at the same Time securing to the Officiating Clergy an ample Remuneration for their Ministerial Labours, in such a Manner as it may cease to be the baneful Source of perpetual Contention and bad Feeling between the Minister of the Gospel and his Congregation:"

Upon reading the Petition of the Minister, Churchwardens and other Inhabitants of the Parish of Harwell, whose Names are thereunto subscribed; praying their Lordships "to effect, at the earliest possible Period, the entire Abolition of Slavery throughout the Dominions of His Majesty; and that, until this most desirable Consummation shall have been attained, immediate Measures may be taken at least to arrest the Progress of the Evil, and to prevent any farther Addition being made to the present Number of enslaved British Subjects, by fixing a Day after which all Children born within the Dominions of His Majesty, whatever be their Class, Condition or Complexion, shall henceforward be absolutely and to all Intents and Purposes free:"

Dissenters of the Three Denominations in & near London.
Upon reading the Petition of the Protestant Dissenters, being Deputies from the several Congregations of Protestant Dissenters of the Three Denominations, Presbyterian, Independent and Baptist, in and within Twelve Miles of London, appointed to protect their Civil Rights, whose Names are thereunto subscribed; praying, "That their Lordships will forthwith, by the most decisive Measures, secure the speedy Abolition of Colonial Slavery, by fixing a Day after which Slavery shall for ever cease in every Part of His Majesty's Dominions, especially by immediately declaring free all the Children of Slaves who shall be hereafter born, and by effectually protecting such Children from any Claims that may be made to them as Slaves:"

9th Report from Appeal Comee.
The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the Causes in which Prints of the Appellants and Respondents Cases, now depending in this House in Matters of Appeals and Writs of Error, have not been delivered, pursuant to the Standing Orders of this House; and to report to the House; and to whom was referred a Petition of the Appellants in the Cause Houston and another against Hughes and others; That the Committee had met, and considered the Appellants Petition in the Cause Houston and another against Hughes and others, praying their Lordships to advance this Appeal in their Lordships List of Appeals, and to appoint an early Day for the hearing thereof; and had heard the Respondents Agent thereon, and the Committee are of Opinion, That the said Cause should be appointed to be heard on the first Day for hearing English Appeals after the Recess at Easter."
Which Report, being read by the Clerk, was agreed to by the House; and Ordered accordingly.
