E. of Strathmore v. Dundas et al:

After hearing Counsel, as well on Thursday last as this Day, upon the Petition and Appeal of The Right Honorable Thomas Bowes Earl of Strathmore and Kinghorn, complaining of an Interlocutor of the Lord Ordinary in Scotland, of the 11th of July 1829; and also of an Interlocutor of the Lords of Session there, of the First Division, of the 16th (signed the 17th) of February 1830; and praying, "That the same might be reversed, varied, altered or amended, or that the Appellant might have such Relief in the Premises, as to this House, in their Lordships great Wisdom, should seem meet;" as also upon the Answer of James Dundas, Clerk to the Signet, and Sir John Dean Paul Baronet, accepting and surviving Trustees of the late John Bowes Earl of Strathmore and Kinghorn, put in to the said Appeal; and due Consideration had of what was offered on either Side in this Cause:

Interlocutors Affirmed, with a Finding, & Cause remitted, with Instructions.

The Lords Spiritual and Temporal in Parliament assembled, Find, That the Appellant had a Title to pursue this Action: And, with this Finding, It is Ordered and Adjudged, That the Interlocutors complained of in the said Appeal be, and the same are hereby Affirmed: And it is further Ordered, That the Cause be remitted back to the Court of Session, with Instructions to that Court to direct the reasonable Costs incurred by both Parties relative to this Cause to be paid out of the Trust Estate, and to do further in the said Cause as to the said Court shall seem fit, and as shall be consistent with this Judgment.

Ld. Teignmouth's Claim, E. of Mayo sworn on.

The Earl of Mayo was sworn, at the Table, by The Lord Chancellor, in order to give Evidence before the Committee for Privileges, to whom the Petition of John Baron Teignmouth of that Part of the United Kingdom called Ireland, praying their Lordships, "That his Right to vote at the Election of Peers of Ireland, to sit in the Parliament of the United Kingdom, may be admitted," stands referred.

Worcester:

Upon reading the Petition of the Citizens and Inhabitants of the ancient and loyal City of Worcester, whose Names are thereunto subscribed; praying their Lordships, "That the Bill recently proposed by His Majesty's Ministers for reforming the Representation of the People in the Commons House of Parliament may speedily pass into a Law, and that earnest and anxious Attention may be paid to the Principle of the Bill as it passes through its various Stages in their Lordships House, and that no Alteration of a Tendency likely to weaken that Principle may be suffered; the Petitioners being convinced that on the full and complete Adoption of the Principle of the Bill, as now proposed, depend the Liberty, Contentment and Prosperity of the People, the only sure Basis on which the Safety of the Crown, the Integrity of the Constitution, the Security and Honor of the Nation, and the Maintenance of its ancient Institutions can permanently be placed:"

Proprietors of Iron Works, &c. Staffordshire District:

Upon reading the Petition of the Proprietors and Occupiers of Iron Works and Coal Mines of the Staffordshire District, whose Names are thereunto subscribed; praying, "That their Lordships will be pleased to pass into a Law the Measure of Reform as proposed by His Majesty's Ministers, and which has diffused such general Satisfaction throughout this populous District; and that none of its Provisions may be altered or neutralized in the Committee on the Bill, whereby its Principles may be endangered, but that all Classes of His Majesty's Subjects may participate in those Advantages which so wise and salutary a Measure is calculated to confer, notwithstanding the Clamour of selfish and interested Parties:"

Upon reading the Petition of the Inhabitants of the Parish of Dromore, in that Part of the United Kingdom called Ireland, whose Names are thereunto subscribed; praying their Lordships "for the Adoption of Vote by Ballot, Triennial Parliaments, the cutting off Rotten Boroughs, the Extension of the Elective Franchise, and the Abolition of all Places and Pensions not merited by actual Services; and that their Lordships may take the earliest Opportunity of considering the present Grand Jury System and the present Tithe System in Ireland, and of devising such Means as may relieve the Petitioners from the Distresses which oppress and threaten Ireland:"

Upon reading the Petition of the Churchwardens, Overseers of the Poor, and Inhabitants of the Parish of Saint Mary le Strand, in the Liberty of Westminster, in Public Meeting assembled; praying their Lordships, "by passing the Measure of Parliamentary Reform proposed by His Majesty's Ministers, to cause the Dissatisfaction which has so long existed in the Minds of the People, on account of the defective State of the Representation, to change into the deepest Feelings of Satisfaction, Gratitude and Joy:"

St. George, Southwark:

Upon reading the Petition of the Inhabitants of the Parish of Saint George the Martyr, in Southwark, in the County of Surrey, whose Names are thereunto subscribed; praying their Lordships "for a Reform in the Representation of the People in the Commons House of Parliament, and for the Restoration of Triennial Parliaments with the Vote by Ballot;" and further praying their Lordships "for the immediate Repeal of the Assessed Taxes, at least on Houses and Windows, and the Adoption of such other salutary Measures as appear not only expedient but indispensable to ameliorate the Condition of the People; and that every possible Measure may be adopted by their Lordships to effect a Reduction of Taxation, which at present falls most oppressively on those who are least able to bear it:"

Dublin:

Upon reading the Petition of the Noblemen, Gentlemen, Bankers, Merchants and Citizens of the City of Dublin, whose Names are thereunto subscribed; praying their Lordships, "That whatever of Weight or Influence is allowed by the Measure of Parliamentary Reform to the People of England in the Imperial Legislature, whether in reference to Population or to Property, that the same Measure of Rights, Franchises and Privileges shall be unreservedly conceded to the People of Ireland as far as the Difference in the Tenures by which Property is held in the Two Countries will permit:"

Regular Clergy of Galway.

Upon reading the Petition of the Regular Clergy of the Town and County of the Town of Galway, whose Names are thereunto subscribed; praying their Lordships, in order to preclude all baneful Jealousies in a Sister Country, and remove all rational Grounds of future Agitation in that distracted Land, Ireland, to grant to the Counties, Towns and Cities of Ireland, as long as their Lordships may wish for a Continuation of the Legislative Union, an Equality of popular Rights as shall be enjoyed by the same of England:"

General Registry of Deeds Office, Petition from Wisbech against Establishment of.

Upon reading the Petition of the Owners of Real Property residing at and in the Neighbourhood of Wisbech, in the County of Cambridge, whose Names are thereunto subscribed; praying their Lordships, "That the proposed Bill for establishing a General Registry Office in London (with any Modifications) may not be allowed to pass into a Law:"

Bury, &c. Roads Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for repairing, improving and maintaining the Roads from Bury, through Haslingden, to Blackburn and Whalley, and other Roads communicating therewith, in the County Palatine of Lancaster; and for making a new Piece of Road also to communicate therewith," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Bermondsey Church Bill.

The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for raising a further Sum of Money to defray the outstanding Claims in respect of the building the Crypt and Tower to the additional Church erected in the Parish of Saint Mary Magdalen, Bermondsey, in the County of Surrey, and of inclosing the Burial Ground thereof," was committed.

Leicester Road Bill.

The Earl of Shaftesbury made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing and improving the Road from the Leicester and Welford Road, near Foston Lane, to the Road leading from Hinckley to Ashby-de-la-Zouch, and for repairing Hunt's Lane and Wood Lane, in the Parishes of Desford and Newbold, in the County of Leicester," was committed.

Burton-upon Trent Road Bill.

The Earl of Shaftesbury also made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing the Road from Burton-upon-Trent, in the County of Stafford, to Abbott's Bromley otherwise Bagot's Bromley, in the said County," was committed.

Tithe System, Petition from Buckland Newton for Revision of.

Upon reading the Petition of the Owners and Occupiers of Land in the Parish of Buckland Newton, in the County of Dorset, whose Names are thereunto subscribed; praying, "That their Lordships will take into their Consideration the State of the Law respecting Tithes, under which so many Impediments arise to Christian Feeling, Agricultural Prosperity and the due Encouragement of the industrious Poor; that their Lordships will give these Matters that Attention which they deserve and the Petitioners confidently hope for; and that their Lordships will revise the Laws on the Subject, and adopt such Measures as will prove conducive to the permanent Interest and Stability of the Church, the due Respectability and Maintenance of its Ministers, and the Removal of all Matters which at present are so calculated to produce Dissension between the People and the Clergy, and Alienation from the Church:"

Wakefield Road Bill:

The Question was put, "Whether this Bill shall pass?"

Lemsford Mills Roads Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for more effectually repairing and improving the Roads from Lemsford Mills, in the Parish of Bishop's Hatfield, through Welwyn and Stevenage, to Hitchin, and from Welwyn, through Codicot, to Hitchin aforesaid, all in the County of Hertford."

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

University of Cambridge Estate Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act to effect an Exchange between The Chancellor, Masters, and Scholars of the University of Cambridge, and The Master, Fellows and Scholars of the College or Hall of the Holy Trinity commonly called Trinity Hall, in the same University, of Lands situate in the Parish of Saint Andrew the Less, in the Town of Cambridge, in the County of Cambridge; and for authorizing the Removal of the present Botanic Garden of the said University to a new and more eligible Site; and for other Purposes."

Then several Amendments were made to the said Bill.

The Question was put, "Whether this Bill shall pass?"

It was resolved in the Affirmative.

Upon reading the Petition of the Clergy, Medical Practitioners, Master Manufacturers, Working Spinners and others employed in Cotton and other Factories, and in Cotton and other Mills, in the Town of Preston and in the Neighbourhood thereof, whose Names are thereunto subscribed; praying their Lordships "to pass a Law to shorten the Duration of daily Labour of Apprentices and others employed in Cotton and other Mills and Factories, by limiting it to Twelve Hours per Day, and that One Hour and a Half out of that Time be allowed for Meals; and that their Lordships will abolish not only the Practice of working in the Night, but all others which reduce such Children to a State of Slavery worse than that of the Negro, and this, too, in a Country one Maxim of the Constitution of which is, that the Air of England is too pure for a Slave to breathe:"

Upon reading the Petition and Appeal of Leys, Masson and Company, Manufacturers in Aberdeen; complaining of an Interlocutor of the Lords of Session in Scotland, of the Second Division, of the 11th of March 1831; and praying, "That the same may be reversed, varied or amended, or that the Appellants may have such other Relief in the Premises, as to this House, in their Lordships great Wisdom, shall seem meet; and that The Right Honorable James Ochonchar Lord Forbes, and the other Pursuers in the Action, may be required to answer the said Appeal:"

Upon reading the Petition of the Sheriffs and Commons of the City of Dublin, in Common Council assembled, whose Names are thereunto subscribed; praying their Lordships "to disappoint the evil Expectations of restless discontented Demagogues and Men of Revolutionary Principles, and preserve what yet remains of our happy Constitution, by rejecting the proposed Measure for what is called a Reform of the Constitution:"

Slavery, Petition from White Roothing for Abolition of.

Upon reading the Petition of the Inhabitants of the Parish of White Roothing, Essex, whose Names are thereunto subscribed; praying their Lordships "no longer to defer the Adoption of such Measures as, by ameliorating the Moral Condition of the Slave, may issue in his final Emancipation, but at once to fix a Day when the Children of our Slave Colonists shall be born free; and to adopt such Measures for evangelising our Black Colonial Population, that the Name of Slave shall become as odious in the West India Islands as it is within the Walls of their Lordships House:"

Upon reading the Petition of the Inhabitants of the Parish of White Roothing, Essex, whose Names are thereunto subscribed; praying their Lordships "to tender an Address to His Most Gracious Majesty, entreating Him that Measures may be taken for appointing a Day which the People of these Realms may observe with Humiliation, Fasting and Prayer; that Blessings may richly descend on His Majesty's Counsels, and on those most important Deliberations which, under God, are about to take place in the great Council of the Nation assembled in Parliament; that our Sins may be pardoned, true Repentance exhibited, and Faith in a crucified Redeemer exercised; the pure Gospel of Jesus Christ the Saviour preached and accepted by us; those Judgments, which we have most righteously deserved, averted from us; and that Spiritual and Temporal Blessing may be poured out on the Land:"
