Upon reading the Petition of the Members of the Moyallon Anti-Slavery Society, in the County of Down, whose Names are thereunto subscribed; praying their Lordships, "That they will no longer postpone to take the momentous Subject of Slavery in the Colonies into their early and earnest Consideration; and that, in order effectually to relieve the Country from the Guilt and Ignominy of such a System, their Lordships will proceed forthwith to devise, adopt and enforce the wisest Means of ensuring its universal Extinction throughout the British Empire; and that until this most desirable Consummation shall have been attained, immediate Measures may be taken at least to arrest the Progress of the Evil, and to prevent any further Addition being made to the present Number of enslaved British Subjects, by fixing a Day after which all Children who shall be born within the Dominions of His Majesty, whatever be their Class, Condition or Complexion, shall thenceforward be absolutely and to all Intents and Purposes free:"

Churchwardens, Police, &c. G. Gunning's Petition respecting, referred to Com ee on the Poor Laws.

Upon reading the Petition of George Gunning of Frindsbury, in the County of Kent, a Lieutenant on the Half Pay of His Majesty's First Regiment of Dragoon Guards; praying, "That their Lordships will be pleased to repeal the Custom claimed by Clergymen to appoint One Churchwarden of each Parish: That the Office of Churchwarden for the future should be purely Ecclesiastical, and Churchwardens should have no Power in Parish Affairs, by virtue of their Office: That the present High Constables of Districts and Hundreds, with the Petty Constables, should be continued as at present, and be considered the active Police: That their Lordships will take into their immediate Consideration the following Plan for a System of Police for London and Westminster; That the Watchmen should be chosen and paid by the different Parishes, subject to the Approval of a Superintendent as to the Bodily Health and good Character of the Men so appointed; that from this Body a superior Police should be chosen, and a Horse Patrol appointed, to keep up a constant Communication with the Watchmen during the Night; that the Secretary of State should appoint a Gentleman to each Police Office as a Superintendent, whose Duty should be to manage the Policemen so as to endeavour to prevent Crime; that a mounted Police Force should be established to patrol the Roads round London; and that the Vagrant Act may be strictly enforced:"

Administration of Justice Bill.

A Message was brought from the House of Commons, by Sir Alexander Grant and others;

To return the Bill, intituled, "An Act to amend an Act of the last Session, for the better Administration of Justice, so far as relates to the Essoign and General Return Days of each Term, and to substitute other Provisions in lieu thereof; and to declare the Law with regard to the Duration of the Terms, in certain Cases;" and to acquaint this House, That they have agreed to their Lordships Amendments made thereto.

Dean & Chapter of Canterbury's Petition referred to Judges.

Upon reading the Petition of The Honorable and Right Reverend Richard Lord Bishop of Oxford, Dean of the Cathedral and Metropolitical Church of Christ, Canterbury, and the Chapter of the same Church, under their Common Seal; praying Leave to bring in a Bill for the Purposes in the said Petition mentioned:

Ordered, That there be laid before this House, "A Return of all Parishes in Ireland in which Tithe Compositions have been made, in pursuance of an Act passed in the Fourth Year of the Reign of His late Majesty King George the Fourth, intituled, "An Act to provide for the establishing of Compositions for Tithes in Ireland for a limited Time;" specifying the Amount of each of such Compositions, and whether the Whole, or, if not, what Portions thereof, are payable to the Incumbent or to an Impropriator, or to any other Person or Persons, or Body Politic, Corporate or Collegiate, or Corporation Aggregate or Sole:"

Upon reading the Petition of the Freeholders, Copyholders and other Inhabitants of Saint Ives, in the County of Huntingdon, assembling for Religious Worship at the Particular Baptist Meeting House in that Place, whose Names are thereunto subscribed; praying their Lordships, "That the Elective Franchise be more extended; that Boroughs depopulated and corrupt be prevented the Exercise of their pernicious Influence; that all who sell or buy Seats in Parliament, and all who give or receive Bribes at Elections, or use other Means of undue Influence, may be subjected to exemplary Punishment; that Representation may be equally distributed; that the Right of Suffrage may be more generally and impartially extended, so that direct Taxation and Representation may be inseparably united, and the People (strongly attached to their revered Monarch as they are) may receive what is their unalienable Right, a full, fair, free and equal Representation in the Commons House of Parliament:"

Slavery, Petition from Glasgow for Investigation previous to Abolition of.

Upon reading the Petition of the Merchants, Manufacturers, Bankers, Tradesmen and others of Glasgow and its Vicinity, whose Names are thereunto subscribed; praying their Lordships "duly and impartially to investigate the entire Bearings of this most intricate and important Question of the Abolition of Slavery in the British Colonies, and before deciding upon it to allow full Weight to the unbiassed Sense and Public Interests of that large Portion of the Community who are opposed to Slavery as much as any other Body of Men, yet who cannot overlook the great Truth, that no Law to abolish this Evil can justly be passed which shall not equally respect the Rights of every Class whom it directly or indirectly implicates:"

Colonial Acts Validity Bill.

The Order of the Day being read for the Second Reading of the Bill, intituled, "An Act to render valid Acts done by the Governor of any of His Majesty's Plantations after the Expiration of his Commission by the Demise of His late Majesty; and to extend the Period within which the Patents of Governors of Colonies shall on any future Demise of the Crown become vacant, and to provide for the longer Duration of the Patents of Governors after the Demise of the Crown;"

The said Bill was accordingly read a Second Time.
