Upon reading the Petition of Mrs. Marian Kelly or M'Kenzie, and others, Respondents in a Cause depending in this House, to which Sir Samuel Stirling Baronet and Alexander Pearson are Appellants; setting forth, "That on the 10th Day of November last a Petition and Appeal was presented to their Lordships, for and in Name of Sir Samuel Stirling of Glorat, Baronet, and Alexander Pearson, Writer to the Signet, accepting and surviving Trustees of the deceased John Mackenzie Esquire, some Time of Garnkirk, complaining of certain Interlocutors pronounced by the Lords of Council and Session in Scotland, in an Action or conjoined Actions depending before them betwixt the said Appellants and the Petitioners; and the usual Order for Service was made upon the said Appeal: That by an Act passed in the Forty-eighth Year of the Reign of His Majesty George the Third, Chapter 151, intituled, "An Act concerning the Administration of Justice in Scotland, and concerning Appeals to the House of Lords," it is inter alia enacted, "That hereafter no Appeal to the House of Lords shall be allowed from Interlocutory Judgments, but such Appeals shall be allowed only from Judgments or Decrees on the whole Merits of the Cause, except with the Leave of the Division of the Judges pronouncing such Interlocutory Judgments, or except in Cases where there is a Difference of Opinion among the Judges of the said Division:" That by a Standing Order of their Lordships House, of Date the 9th Day of April 1812, it is Ordered as follows: "That when any Petition of Appeal shall be presented to this House, from any Interlocutory Judgment of either Division of the Lords of Session in Scotland, the Counsel who shall sign the said Petition, or Two of the Counsel for the Party or Parties in the Court below, shall sign a Certificate or Declaration, stating either that Leave was given by the Division of the Judges pronouncing such Interlocutory Judgment, to the Appellant or Appellants, to present such Petition of Appeal, or that there was a Difference of Opinion amongst the Judges of the said Division pronouncing such Interlocutory Judgment:" That the Judgments complained of in the said Petition and Appeal are Interlocutory Judgments merely, and not Judgments or Decrees on the whole Merits of the Cause, which appears from the said Judgments themselves, to which Reference is hereby humbly made: That it is not suggested in the said Appeal, either that Leave was given by the Division of the Judges aforesaid to present such Petition and Appeal, or that there was a Difference of Opinion among the Judges pronouncing the Judgments aforesaid; and even if such Leave had been granted, or if there had been such Difference of Opinion among the Judges, the Appeal ought not to have been received without such Certificate of Counsel relative thereto as required by their Lordships said Standing Order: That the said Appeal having thus been brought irregularly before their Lordships, the Petitioners therefore humbly pray, That their Lordships will be pleased to order that the said Petition and Appeal be, and stand dismissed this House, and that the Order made for answering the said Petition and Appeal may be discharged:"

Upon reading the Petition of the Members of the United Associate Presbytery of the Secession Church, Newcastle upon Tyne; praying their Lordships, "by a prompt Legislative Enactment, to declare the immediate and total Abolition of Slavery throughout the wide Extent of the British Colonies, and thus put an end to a System which the Petitioners consider demoralizing and degrading both to Oppressor and oppressed; to wipe away that Stain which has long adhered to our National Character, and thus relieve those complicated Miseries of which Slavery is necessarily productive:"

Upon reading the Petition of the Inhabitants of the Town of Morpeth, in the County of Northumberland, and its Vicinity, whose Names are thereunto subscribed; praying, "That their Lordships will no longer postpone to take the momentous Subject of Colonial Slavery into their early and earnest Consideration; and that, in order effectually to relieve the Country from the Guilt and Ignominy of such a System, they will proceed forthwith to devise, adopt, enforce and recommend such salutary Measures as to their Wisdom may appear best calculated for ensuring its universal Extinction throughout the British Dominions at the earliest safe and practicable Period; and that, until this most desirable End shall have been attained, immediate Measures may be taken at least to arrest the Progress of the Evil, and to prevent any further Addition being made to the present Number of enslaved British Subjects, by enacting a Day after which all Children who shall be born within the Dominions of His Majesty, whatever be their Class, Condition or Complexion, shall thenceforward be absolutely and to all Intents and Purposes free:"

Upon reading the Petition of The Provost, Magistrates and Town Council, Guildry, Trades, Burgesses and Householders of the Royal Borough of Montrose, in Scotland, in Head Court or Common Hall specially assembled, under their Common Seal; praying their Lordships "to take into their Consideration the State of the Government and Administration of the Royal Boroughs in Scotland, and to grant to the Burgesses or Inhabitant Householders of each Borough the Right of electing their respective Magistracy and Town Councils:"

Upon reading the Petition of The Provost, Magistrates and Town Council, Guildry, Trades, Burgesses and Householders of the Royal Borough of Montrose, in Scotland, in Head Court or Common Hall specially assembled, under their Common Seal; praying their Lordships "to take into their Consideration the State of the Representation of the People in Parliament, and to grant such Reforms in that Representation as shall confer the Elective Franchise on every Man possessed of sufficient Property to secure its independent Exercise:"

Upon reading the Petition of the Inhabitant Householders of the City of Cork, whose Names are thereunto subscribed; praying their Lordships "to extend the Rights and Franchises conferred by the Charters to the Inhabitant Householders of the City generally, subject to such Qualification in the Payment of Rent or Taxes as to their Lordships shall seem expedient; and to vest in such Inhabitant Householders the Election of Mayor and Sheriffs for the said City:"

Local Jurisdictions Bill presented.

The Order of the Day being read for the Lords to be summoned;

The Lord Chancellor presented to the House a Bill, intituled, "An Act for establishing Courts of Local Jurisdiction."

The said Bill was read the First Time.

Resolutions of The East India Co. granting Pensions, delivered.

The House being informed, "That Mr. Danvers, from the Court of Directors of The East India Company, attended;"

He was called in; and delivered at the Bar, pursuant to the Directions of an Act of Parliament,

"Resolutions of the Court of Directors of The East India Company, being the Warrants or Instruments granting any Salary, Pension or Gratuity."

And then he withdrew.
