The Earl of Pembrooke presented a Letter, directed to him, which he received from the French Agent; which was, "To give the Parliament Thanks, for their Respects shewed to the Queen of France, in the permitting Sir Kenelme Digby to go into France."

Ordered, That this Letter be communicated to the House of Commons; which was accordingly done, by Sir Edward Leech and Mr. Doctor Aylett.

Letters from France sent to the King.

Ordered, That some Persons, whose Names are to be given in by Monsieur Du Moulin, shall have a Pass, to go to the King, and deliver to Him some Letters from France; and that he be permitted to return to London again.

Answer from thence, about Justice Berkley's Trial.

The Messengers sent Yesterday to the House of Commons return this Answer:

Hughes, E. of Warwick's Servant, arrested.

Upon Complaint made to this House, "That Fulke Hughes, a Servant of the Earl of Warwick, is arrested, contrary to the Privilege of Parliament, as appears by an Affidavit of Ric'd Poole, That the said Hughes receives Wages of the Earl of Warwicke, as his menial Servant;" and also upon reading the Petition of the Party, Howett, that arrested him, alledging, "That the Protection of the Earl of Warwicke was unduly procured:" It is Ordered, That both Parties shall be heard To-morrow Morning.

Ordinance for raising Money in the associated Counties of Norff. Suff. &c. for Payment of the E. of Manchester's Army.

"The Lords and Commons in Parliament, taking into serious Consideration the great Charge which the Five associated Counties of Norff. Suff. Cambridge, Hertford, Huntingdon, the Isle of (fn. 2) Ely, and City of Norwich, are now necessarily to undergo, by reason of many Thousands of Horse and Foot, which they are forced to raise, and send out, for the Defence of the said associated Counties, and Parts adjacent, against a great Army of the Earl of Newcastle's: To the End the said several Counties may not be destroyed for Want of competent Sums of Money to pay their Forces, and that those Sums of Money may be raised with as much Ease and Indifferency to the good Subject as the Exigent of these Times will permit, the said Lords and Commons do Ordain, and be it Ordained by the said Lords and Commons in this present Parliament assembled, That such Sums of Money as shall be, by any Six or more of the Deputy Lieutenants, thought necessary for the Payment of such Forces of Horse, Foot, and Dragooners, as are raised, or to be raised, by the aforesaid several Counties respectively, be charged, rated, taxed, and levied, upon all and every the aforesaid associated Counties, by a Weekly Assessment, in the same Manner as the Weekly Tax for the Payment of his Excellency's Army is rated, charged, taxed, and levied, to begin the 13th Day of this present September, by the same Committees and Persons named and appointed for the said several and respective Counties of Norff. Suff. Cambridge, Hertford, Huntingdon, Isle of Ely, and City of Norwich; provided the said Weekly Assessments by this Ordinance be not greater than the Weekly Tax for the Payment of his Excellency's Army for the Two last Months, beginning the 3d of August, and ending the last of September next, in Case the former Ordinances and other Provisions for Money be not sufficient to pay the said Forces without this Week's Tax; and that any Three or more of the Deputy Lieutenants, in their several Counties, shall appoint such Treasurers as they shall think fit."

Sir William Waller to join the Lord General, with some of the Trained Bands and Auxiliaries in London.

"It is this Day Ordered, by the Lords and Commons in Parliament, That the Committee of the Militia of the City of London shall have Power, and is hereby authorized, to command any One, Two, or more Regiments of the Trained Bands, or Auxiliaries of Foot, and as many Troops of Horse, either of the Trained Bands, Auxiliaries, or other Forces under their Commands, within the Cities of London and Westm'r, Lines of Communication, and Parishes in the Weekly Bills of Mortality, as to them shall seem convenient, to march under the Conduct of Sir William Waller, who is hereby authorized, by the said Lords and Commons, to lead and conduct them, and such other Forces both of Horse and Foot as he hath or shall levy by virtue of any Commission from the Lord General the Earl of Essex, for the Defence of the City of London, Counties adjacent, Assistance of the Lord General, and the Preservation and Recovery of the Western Parts: And it is further Ordained, That the said Committee of the Militia shall have Power, and is hereby authorized, to call back such Forces as they shall command to march forth by virtue of this Ordinance, when they shall think fit: And it is further Ordained, by the said Lords and Commons, That Colonels, Lieutenant Colonels, Captains, and other Officers and Soldiers whatsoever, under the Command of the said Militia, whether Masters or Servants, shall obey the Commands and Direction of the said Militia, from Time to Time, within the said Cities and Lines of Communication; and likewise to march, with their Colours, to any Place whatsoever, for the Defence of the said City, and the Public Safety, upon Pain of Imprisonment, and such other Punishment as the said Militia shall think fit to impose upon them, according to the Course of War."

Order for Colonel Rewe to contract for Arms, to the Value of 5000 l.

"Whereas the Committee of Lords and Commons, for the Safety of the Kingdom, have appointed Lieutenant Colonel Owen Rowe to contract with several Gun-makers and others, for such a Quantity of Arms as will amount to the Sum of Five Thousand Pounds, which said Arms are to be delivered into the Magazine for Store, now in the Custody of the said Lieutenant Colonel, and thence to be issued forth by Warrant either from the said Committee for Safety or his Excellency the Earl of Essex: It is therefore Ordered and Ordained, by the Lords and Commons in this present Parliament assembled, That the said Lieutenant Colonel Owen Rowe shall be hereby authorized and appointed to contract and agree, with the said Gun-makers and others, at reasonable Rates and Prices, for the said Arms: It is also Ordered and Ordained, by the Authority aforesaid, That the said Lieutenant Colonel Owen Rowe shall be fully satisfied and paid the said Five Thousand Pounds out of all such Taxations, Assessments, and Sums of Money, as are already in Arrears, and to be levied, collected, and paid in, upon, and out of, the several Counties of Essex, Kent, Norff. and Sussex, by virtue of the last Ordinance of Parliament made and ordained for the Weekly Assessments, for Three Months now ended and expired thereof, upon the several Counties aforesaid; and the same to be forthwith paid unto the said Lieutenant Colonel Owen Rowe, by the Treasurer at War, as soon as it shall be by him received from the several Collectors or Receivers of the Counties aforesaid; and the said Lieutenant Colonel Rowe, having received the said Sum of Five Thousand Pounds, is to satisfy and pay the said Gun-makers and others for the said Arms so contracted and delivered as aforesaid; and the said Treasurer at War is hereby required and authorized to make Payment thereof accordingly to the said Lieutenant Colonel Owen Rowe, to the Use of the State: Provided always, and it is Ordered and Ordained, by the Authority aforesaid, That no Part of the Monies to be paid by the said Counties as aforesaid shall be converted to any other Use, until the said Sum of Five Thousand Pounds be first paid unto the said Lieutenant Colonel Rowe, who hath undertaken to provide the Arms aforesaid; and that the said Lieutenant Colonel Owen Rowe shall make perfect Certificates of all such Contracts and Bargains as shall by him be made according to this Ordinance, that so such Sums as shall be received by him thereupon, as likewise the several Arms by him bought, may be brought to Accompt.

"Provided, That an Ordinance, passed the Fifth of this present Month of September, concerning the same Monies, is hereby made void, and of none Effect."

Ordinance for levying Arrears in Suffolk.

The Lords and Commons in Parliament, taking into Consideration the many Inconveniencies that do happen by the Backwardness of many ill-affected Persons, in not paying of Taxes, Weekly Assessments, and all other Monies rated upon them by several Ordinances of Parliament, in the County of Suff. for the Safety of Religion and Liberty, and to preserve their County from a Popish and destroying Army: Therefore the said Lords and Commons do Order and Ordain, That the High Collectors of every Division in the County of Suffolke respectively shall forthwith, upon Sight of this Ordinance, make a List of all such Persons as have not paid their Weekly Assessments, or any other Duties and Payments imposed, or to be imposed, by any Ordinance of both Houses of Parliament, after due Demand to them made, together with the several Sums of Money as are so remaining from the said several Persons; and to send such Lists, fair written, and attested under the said respective Collector or Collectors Hands, to Thomas Pening of Muncksome, who is hereby authorized and required, with all convenient Speed, to levy all such Sums of Money so remaining unpaid, by Distress and Sale of the Goods of such Persons as shall be certified to be in Arrear as aforesaid, and to return the Overplus, if any be, to the said Persons, and is Weekly to give an Accompt of his Proceedings therein to the Committee of the said County."
