Rose Fuller's Petition, for Money due by the India Company to her late Husband.
Upon reading the Petition of Rose Fuller Widow, complaining, "That her Husband being a Chirurgeon employed by the India Company, and dying in the Service, there being Eighteen Pounds due to him, which was promised to be paid unto her; but the Company refuses to pay it unto her:" Hereupon this House Ordered, That the India Company shall shew Cause to this House, why the said Eighteen Pounds is not paid.
Sprat sent for.
Ordered, That Spratt, being upon Service in Kent, shall be sent up to this House, in safe Custody, by his Captain under whose Command he is, to answer the Charge of this House against him.
Private Business deferred.
Ordered, That all Private Businesses shall be put off until the Pleasure of this House be further known.

Ordered, That Monsieur De Launey, a Frenchman, shall have a Pass, to go into France.
Ordered, That this House agrees with the House of Commons, for adding Oliver St. Johns Esquire, Solicitor to His Majesty, to the Committee for the Safety of the Kingdom.
"An Ordinance for the Re-payment of the City of London Fifty Thousand Pounds, which they have undertaken to advance for the Payment of the Army raised in the Defence of the Parliament.
Ordinance for Re-payment of 50,000 l. advanced by the City of London.
"Whereas the Lord Mayor and Commonalty of the City of London, at the Request of the Commons in Parliament, have promised to advance, by Way of Loan, the Sum of Fifty Thousand Pounds, for the Payment of the Army raised in Defence of the Parliament, Part of which Sum is already advanced, and disposed for that Purpose, and the Residue is to be paid with all Speed: To the End, therefore, that the same may be secured, and paid again to such Persons or Companies as shall or have advanced any Sum or Sums of Money for the raising of the said Fifty Thousand Pounds, it is Ordained, by the Lords and Commons in this present Parliament assembled, That all and singular such Sum and Sums of Money, as shall be raised or paid in upon the Ordinance of both Houses of Parliament, for a Weekly Assessment upon the several Counties and Places in that Ordinance mentioned, to commence from the Third Day of this Instant August 1643, for Two Months, shall be a Security for the Re-payment of the said Fifty Thousand Pounds, with Interest after the Rate of Eight Pounds per Centum: And, for that End, it is further Ordained, That the Treasurer of the Army shall and is hereby authorized to pay, to the Treasurers of Money and Plate, all such Sum and Sums of Money as shall be paid in upon the Weekly Assessment, as the same shall come in, until such Time as the said Fifty Thousand Pounds with Interest as aforesaid, or so much thereof as is and shall be advanced, be fully satisfied; and, for the doing thereof, this shall be a sufficient Discharge to the said Treasurer of the Army: And, in Case the said Fifty Thousand Pounds with Interest shall not be paid and satisfied out of the Money raised, and to be raised, upon the said Weekly Assessment, then the said Lords and Commons do hereby promise and undertake to secure the Residue, that shall remain unsatisfied, out of the First Money that shall be levied by any Ordinance of both Houses, or out of any other Monies that the City of London shall desire."
Ordinance for raising Horse, for Preservation of the Kingdom.
"Whereas, in a late Ordinance of Parliament, intituled, "A Declaration and Ordinance of the Lords and Commons in Parliament, for the speedy raising of a Body of Horse, for the Preservation, Peace, and Safety, of the Kingdom, to resist the Insolences and Outrages committed by the Soldiers of the King's Army," there is no Provision made that the Tenants shall pay the several Sums of Money that shall be assessed upon the Landlords, for the Lands, Tenements, or Hereditaments, which they hold of them; by reason of which Omission, great Inconvenience is likely to happen unto the Commonweal (if it be not prevented), for that many of the said Landlords are gone out of the Country, and many others of them have not sufficient Goods to be found, whereby to be distrained for the said Sums of Money: For Remedy of which Inconvenience, be it now Ordained, by the Lords and Commons assembled in Parliament, That whatsoever Sums of Money are or shall be set or imposed, by virtue of the said recited Ordinance, upon any Landlords, for or in respect of (fn. 1) any Lands, Tenements, or Hereditaments, held of them by any Tenants, the same Sums of Money shall be paid by their several and respective Tenants (for and on the Behalf of the said Landlords), for and towards the raising of the aforesaid Body of Horse; which said Sums of Money (so to be paid by the said Tenants for the Landlords as aforesaid) the said several and respective Tenants shall (upon such Payment made by them thereof) deduct and defalk out of the next Rents payable by them unto their Landlords; for so doing, the said Tenants, and their Heirs, Executors, Administrators, and Assigns, and every of them, shall be (by Force of this Ordinance) (fn. 2) acquitted, and for ever saved harmless, against the said Landlords, and their Heirs, Executors, Administrators, and Assigns, and every of them; any Grant, Covenant, Condition, Writing Obligatory, or other Matter whatsoever, made heretofore to the con trary notwithstanding: And it is further Ordained, by the said Lords and Commons, That if any of the said several and respective Tenants shall refuse or neglect to pay (for and on the Behalf of their respective Landlords) any of the said several and respective Sums of Money (so imposed, or to be imposed, by Force of the said recited Ordinance, upon their said several and respective Landlords, for or in respect of any Lands, Tenements, or Hereditaments, held of the said Landlords by the said Tenants as aforesaid), for and towards the raising of the aforesaid Body of Horse, unto such Persons unto whom the same Monies ought to be paid by the Intent and Meaning of the said recited Ordinance, that then it shall and may be lawful to and for the respective Deputy Lieutenants and Committees of Parliament mentioned in the said recited Ordinance, or any Two of them, to appoint a Distress of the Goods of such Tenants to be taken, and to be sold, for Satisfaction of the same Sums of Money, which Distress and Sale shall be taken and made accordingly."
Ordinance for fortifying the Isle of Lovingland, in Suff. for Security of Yarmouth, &c.
"Whereas the Hundred of Lovingland, in the County of Suff. and the Hundreds of The East and West Flegg, in the County of Norff. are next adjoining to the Port and Town of Greate Yarmouth, and are Places of great Importance for the Safety and Relief of the said Town and Harbour, and of the Inhabitants in that Part of the Country; and the said Hundreds are so situated, as no Access by Land is or can be had or made unto them, but at certain Passages and Causeways, which may with small Charge be fortified and secured; and, in these Times of Danger, great Security thereby may be to that Part of the Country: It is therefore Ordered, by the Lords and Commons in this present Parliament assembled, That the Passages, Ways, Bridges, and Causeways, leading to or in the said Hundreds, be forthwith fortified and secured, in such Sort and Manner as may best tend to their Security, and Safety of the said Hundreds, at the Costs and Charges of the several Freeholders, Land-owners, and Inhabitants, within the said Hundreds respectively; and the Deputy Lieutenants of the Counties of Norff. and Suff. respectively, or any Five or more of them, or such as they or Five or more of them shall appoint, shall and may, from Time to Time, assess all such Persons as are Freeholders, Landholders, and Inhabitants of the said Hundreds, for such Estate, as well Real and Personal, as they have in the said Hundreds only, and not elsewhere, in the most indifferent and equal Manner; and, in Case of Neglect or Refusal to pay such Money so assessed, it shall and may be lawful for the said Deputy Lieutenants, or any Two or more of them, to appoint such Person or Persons as they think fitting, to distrain the Persons so assessed, or their Farmers and Lessees, for such Sums as shall be assessed on them respectively; and the Distress so taken to sell, rendering the Parties the Overplus, and, in Case of Resistance, to break open Doors of Houses, Barns, and Stables; and all Mayors, Sheriffs, Justices of Peace, Constables, and other His Majesty's Officers, to be aiding and assisting in the Execution hereof.
"And it is further Ordered, That, in Case of imminent Danger, or Approach or Invasion of an Enemy, it shall and may be lawful for the Lord Lieutenants, Deputy Lieutenants for the Counties of Norff. and Suff. respectively, or any Three or more of them, to nominate and appoint such Officers and Commanders, and such and so many Soldiers, as they, or any Three or more of them, shall hold fitting and necessary to be put in the said Hundreds, for securing of the said Hundreds, and keeping the said Passages there, to be maintained at the Charge of the said Freeholders, Landholders, and Inhabitants of the said Hundreds respectively, and to be levied as abovesaid."
Order for 100 l. Contribution money to Sir James Barry.
"It is this Day Ordered, by the Lords and Commons assembled in Parliament, That One Hundred Pounds shall be bestowed upon Sir James Barry, out of the Monies that are come in, or shall come in, upon the Act of Contributions for Ireland, in Consideration of the great Loss the said Sir James Barrey hath sustained there, and the great Necessity he is reduced unto by the Rebels; and the Receivers of the said Monies are hereby authorized and required to pay the said Sum of One Hundred Pounds to the said Sir James Barrey, or such as he shall appoint to receive the same; and an Acquittance under the Hand of the said Sir James Barrey, or his Assignee, shall be a sufficient Discharge to the said Treasurers, for so much as they shall pay forth by virtue of this Order."
Ordinance for Re-payment of Monies to Persons subscribed in the County of Warwick.
War. ff. "A Schedule of such Money and Plate as is subscribed, by some of the Inhabitants of the said County, for the Service of the King and Parliament, and by them brought into the Castle of Warwicke, and there delivered to me John Bryan, Preacher to the Garrison in the said Castle, by me to be disbursed (which I have done accordingly) for the Maintenance of the said Garrison; for (fn. 3) which Money and Plate, by Ordinance of Parliament, they are to have the Public Faith:
