PRAYERS.

Earl of Dover's Privilege. Course's Arrest.

This Day Andrew Coston was brought by the Serjeant at Arms to the Bar, as a Delinquent; at whose Suit Robert Course, domestic Servant to the Right Honourable the Earl of Dover, was arrested, contrary to the Privileges of Parliament, and, upon the Motion of the Earl of Dover, it was Ordered, That the said Andrew Coston should not be committed to Prison, nor should have any Charges allowed him by the said Robert Course, for any Thing concerning this Arrest, in Time of Parliament; and, in case the said Coston should demand Charges, then he is to be committed to Prison. And it was further Ordered, That the Bailiff that did arrest the said Robert Course, contrary to the Privilege of this House, shall be liable to the Examination and Censure of this House, upon his Apprehension hereafter.

It was this Day referred to the Committee for Privileges, whether a Peer of this Kingdom, being extra regnum, may send his Proxy to Parliament or not.

Bishop of Lincoln to be brought from The Tower to the House.

It was signified to the House, That the Bishop of Lincolne, being a Prisoner in The Tower, hath received his Writ of Summons to this present Parliament; but with a Condition to give Bail to render himself again to His Majesty, after the End of this Parliament, as a Prisoner, if in the Interim His Majesty did not extend His further Grace towards him. Whereupon it was referred to the Consideration of the Committee of Privileges; and Ordered, That the Bishop of Lincolne should be sent for, to be here this Afternoon, at Two of the Clock, about his Writ of Summons to this present Parliament; and accordingly an Order was sent to the Lieutenant of The Tower, by the Gentleman Usher attending the House.

Lord Chief Justice and Mr. Justice Forster appointed to attend their Lordships, to advise them in any Point of Law, when they shall be called thereunto.

Poors Money at the Fast.

Ordered, That To-morrow, being the Fast Day, every Archbishop and Earl, and every Viscount, shall pay to the Poor Twenty Shillings, and every Bishop and Baron Ten Shillings; and every Lord that sends his Proxy is to pay by that Lord to whom his Proxy is granted; and such others of their Lordships as are absent, without a just Cause, are to pay double. The Clerk of the Crown is to gather this Money, and to keep it by itself.

Lords excused from coming to the Fast.

These Lords are appointed by the House to wait on His Majesty To-morrow, and are therefore to be excused for coming to the Fast hither: videlicet,

E. Marshal.
L. Chamberlain of the Houshold.
E. of Denbigh.
E. of Holland.

The Earl of Bridgwater was added to all the Standing Committees. Likewise the Lord Viscount Say & Seale was added to all the Standing Committees, and to the Committee of the Examination of the Northern Proceedings, etc. and so Ordered.

Earl Rutland excused.

The Earl of Rutland was excused from coming Tomorrow to the Fast, in regard of his Infirmity.

Lord Willoughby of Eresby introduced.

This Day the Lord Willoughby of Erseby was introducted, between the Lord Willoughby of Parham and the Lord Kymbolton; and his Writ of Summons, bearing Date the 31st of October, 16° Caroli Regis, was read; having been delivered, upon the Knee, to the Lord Keeper, who delivered it to the Clerk; which being done, he was brought to his Place, next below the Lord Strange, with a salvo jure; but, upon Mistake in the Form of his Writ, it was referred to the Consideration of the Committee for Privileges, to consider of the Form of other Writs of Summons to Parliament.

Ordered, That the Lord Clifford, Lord Strange, and Lord Willoughby de Erseby, be added to the Committee of Privileges.
