The Lord Chamberlain reported, "That the Lords with white Staves, had (according to Order) waited on His Majesty with their Lordships' Address of Wednesday last for the Copies therein-mentioned, and that His Majesty was pleased to say, "He would give Directions accordingly."
American Trade, Papers relative to; delivered.
The Lord Viscount Stormont laid before the House (pursuant to an Address to His Majesty on Wednesday last) "Copies of Orders in Council issued in pursuance of an Act of the last Session for the better carrying on Trade with America," together with a List thereof. Which was read by the Clerk, as follows: (videlicet)
No. 1. "Copy of His Majesty's Order in Council for permitting Oil, or unmanufactured Goods and Merchandizes being the Growth or Production of any of the Territories of the United States of America, imported directly from thence in British or American Vessels to an Entry upon Payment of the like Duties, as if imported by British Subjects in British Ships, from any of the British Islands or Plantations in America and no other, notwithstanding such Goods may not be accompanied with the Certificates, or other Documents heretofore required by Law. Dated 14 May 1803."
2. "Copy of His Majesty's Order in Council for permitting certain Goods therein enumerated to be imported from America, by British or American Subjects, upon Payment of the same Duties as if imported by British Subjects in British Ships, notwithstanding such Goods may not be accompanied with the Documents heretofore required by Law, also for allowing Tobacco, the Produce of America to be imported in like Manner, and the Duties, excepting the Old Subsidy, to be bonded. Dated 6th June 1783."
3. "Copy of His Majesty's Order in Council for regulating the Commerce between His Majesty's West India Islands and the Territories of the United States of America. Dated 2d July 1783."
4. "Copy of His Majesty's Order in Council for permitting the Bonds taken by the Direction of several Acts of Parliament for Ships clearing out to or from His Majesty's West India Islands to be cancelled and discharged upon Certificate, from the proper Officers of any Port or Place within the United States of America to which such Ship shall go. Dated 5th September 1783."
5. "Copy of His Majesty's Order in Council for allowing the Importer of Tobacco from the United States of America into the Ports of London, &c. mentioned in the Order to give Bond for Payment of the Old Subsidy, as well as of the further Duties. Dated 5th November 1783."
6. "Copy of His Majesty's Order in Council directing that the Allowance for Payment of the Duties for which Bonds have been or shall be entered into, upon the Importation of Tobacco from the United States of America into the several Ports mentioned in His Majesty's Order in Council of the 5th Instant, shall not be construed to extend to the making any Allowance upon Payment of the Duty commonly called the Old Subsidy, and for extending the Liberty given by the said Order to Tobacco imported into the Port of Port Glasgow. Dated 19th November 1783."

And also, "Copies of Treasury Minutes relative to postponing the Payment of Monies due from the East India Company to the Publick, and to the Acceptance of Bills drawn from India, beyond the Sum limited by Act of Parliament."

East India Regulation Bill, Petition of East India Company against.
Upon reading the Petition of the United Company of Merchants of England trading to the East Indies, taking Notice of a Bill depending in this House, intituled, "An Act for establishing certain Regulations for the better Management of the Territories, Revenues, and Commerce of this Kingdom in the East Indies;" and praying, for the Reasons therein mentioned, "That they may be heard by themselves or their Counsel against the said Bill; and that their Lordships, in their Justice, will protect their Rights, Privileges, and Property against this most unconstitutional and unprecedented Measure, subversive of the Petitioners' Constitution, divesting them of their Rights and Privileges, seizing their Property, and continuing a Trade at their Risk, but without their Consent or Controul:"
It is Ordered, That the Petitioners be at Liberty to be heard by their Counsel against the said Bill, as desired, at the second Reading thereof.
