Message from H. C. with a Bill.

A Message from the House of Commons, by Sir Nicholas Carew and others:

With a Bill, intituled, "An Act for amending the Roads from the City of London to the Town of East Grinstead, in the County of Sussex, and to the Towns of Sutton and Kingston, in the County of Surrey;" to which they desire the Concurrence of this House.

Certificates to be given of Diminution alledged on Writs of Error; Standing Order.

The House (according to Order) took into Consideration the Motion made on Wednesday last, for a Standing Order of this House, in relation to the giving Certificates of Diminution being alledged in Cases of Writs of Error.

And thereupon the following Order was made:

"Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That in all Cases, upon Writs of Error depending in this House, when Diminution shall be at any Time alledged, and a Certiorari prayed and awarded, before In nullo est Erratum pleaded, the Clerk of the Parliaments shall, upon Request to him made, give a Certificate, that Diminution is so alledged, and a Certiorari prayed and awarded thereupon."

Ordered, That this Order be entered on the Roll of the Standing Orders of this House.

Napier's Bill.

After reading, and considering, the Report of the Judges to whom the Petition of Dame Elizabeth Napier, Widow and Relict of Sir John Napier Baronet deceased, and others, was referred; praying Leave to bring in a Bill, for the Purposes in the Petition mentioned:

It is Ordered, That Leave be given to bring in a Bill, pursuant to the said Petition and Report.

Hodie 1a vice lecta est Billa, intituled, "An Act for confirming an Agreement between Dame Elizabeth Napier, Sir Theophilus Napier Baronet, Archibald Napier, and Edward Napier, the Relict and Sons of Sir John Napier deceased, touching his Real and Personal Estate, for vesting his Lands and Hereditaments, in the Counties of Bedford and Hertford, in Trustees, for the better Performance of the said Agreement."

Messages from H. C. with Bills.

A Message from the House of Commons, by Sir Thomas Wheat and others:

With a Bill, intituled, "An Act to repeal an Act of the First Year of His Majesty's Reign, which restrains all Waggoners, Carriers, and others, from drawing any Carriage with more than Five Horses in Length, and to restrain them from drawing with more than Six Horses; and for obliging all new Tires or Streaks for Wheels of all Travelling Waggons, Wains, or Carts, to be made flat, and Three Inches broad; and for the better preserving the Highways in Repair;" to which they desire the Concurrence of this House.

A Message from the House of Commons, by Mr. Booth and others:

With a Bill, intituled, "An Act for making more effectual an Act made in the Eighth Year of the Reign of the late Queen Anne, intituled, An Act for employing the Manufacturers, by encouraging the Consumption of Raw Silk and Mohair Yarn;" to which they desire the Concurrence of this House.

Invalids in Pay, Account of.

The House being informed, "That a Person from the Office of the Secretary at War attended:"

He was called in; and delivered at the Bar, a Paper, intituled, "An Account of the Invalids at present in Pay, and in what Places employed."

And then he withdrew.

Papers referred to the Committee on Mutiny Bill.

Ordered, That the said Paper, as also the several other Papers laid before this House, pursuant to their Lordships Addresses to His Majesty, for Accounts or Matters in relation to the Forces, be referred to the Consideration of the Committee of the whole House to whom the Bill, intituled, "An Act for punishing Mutiny and Desertion, and for the better Payment of the Army and their Quarters," stands committed.

Then the House, pursuant to the Order of the Day, was adjourned during Pleasure, and put into a Committee, to consider further of the said Bill.

And, after some Time spent therein, the House was resumed.

And the Earl of Clarendon reported from the said Committee, "That they had made some further Progress in the Bill; and that he was directed by the Committee to move, that another Time may be appointed, for them to proceed therein."

Ordered, That this House be To-morrow Morning put into a Committee of the whole House, to consider further of the said Bill.

Coin Bill.

Whereas To-morrow is appointed, for the House to be put into a Committee of the whole House upon the Bill, intituled, "An Act for encouraging the bringing of Foreign Bullion into the Mint to be coined; and to prevent the melting the current Coin of this Kingdom;" and for the Judges, or some of them, to attend:

It is Ordered, That this House be on Tuesday next put into the said Committee.

Adjourn.
