Lord Treasurer's Speech, concerning the Supply to His Majesty, and other Motives for calling this Parliament.

This Day, the Lord Treasurer delivered a very grave and effectual Speech unto their Lordships, divided into Two Parts: The First containing a Declaration, the other a Motion. In the First, he made a particular Relation of the State His Majesty was reduced unto, both in respect of His present Debts, and other Occasions of Expence, and for some necessary Means to be considered of, for Supply of His present Wants, and Supportation of His Royal Estate in future Times; which his Lordship affirmed to be one of the chief Causes of calling this Session of Parliament; as also concerning the Prince, who is to be created Prince of Wales, and Earl of Chester (being already Duke of Cornwall, by natural Descent); and these Points (depending on the First Part) his Lordship explained with many strong and substantial Arguments, Reasons, and Precedents, according to the Knowledge he had gathered, as proper to his Place of High Treasurer of England, and by other Observation. In the Second Part, touching his Motion, his Lordship propounded, That, for this Purpose, the Lower House might be sent unto, for some friendly Conference to be had with them, which their Lordships assented unto; and thereupon (as the said Lord Treasurer had made the Proposition) a Message was sent, by Justice Crooke and Justice Foster, assisted also with Sir Jo. Tindale and Mr. Grimston, Two of the Masters of the Chancery, to this Effect following: videlicet,

Message to the Lower House:

Message to the Commons, for a Conference concerning Supplies to His Majesty.

That, because some particular Causes, pressing more than ordinary, are Occasion of calling the Parliament; and that, without them of the House of the Commons, nothing can be done; as also for that their Lordships would be glad (as they conceive the Commons would) to handle the Things most necessary at the first, whereby their Lordships hope, that it will prove a Parliament of Consolation; therefore, they desire a Conference, for Consideration to be had for some necessary Supplies to be yielded unto His Majesty, for the needful Furnishing of His Occasions; and signified, that their Lordships will join with them to His Highness for Retribution, as shall be fit and reasonable: And for this Conference will make Choice of the Number of Fifty Committees, to meet with a competent Number of Committees of the Lower House.

That they will, with all Readiness, give Meeting; and, for that Purpose, will appoint an Hundred Committees of their House, to attend the Service; and do expect to understand from their Lordships the Time and Place.

Hereupon Sir Jo. Tindale and Mr. Grimston were sent to signify unto them, That the Lords desired the Meeting might be To-morrow, by Two of the Clock in the Afternoon, at the Painted Chamber. But, before the said Messengers came, the Lower House were risen; and therefore the Lords appointed to send again unto them To-morrow Morning.

Agreed, That the Lord Treasurer should, at this Committee, deliver the Substance of that which he opened this Day to the Lords.
