A Message from H. C. with a Bill.

A Message was brought from the House of Commons, by Mr. Conyers and others:

With a Bill, intituled, "An Act for licensing and regulating Hackney Coaches and Chairs; and for charging certain new Duties on stamped Vellum, Parchment, and Paper, and on Cards and Dice, and on the Exportation of Rock Salt for Ireland; and for securing thereby, and by a Weekly Payment out of the Post-office, and by several Duties on Hides and Skins, a Yearly Fund of One Hundred Eightysix Thousand Six Hundred and Seventy Pounds, for Thirty-two Years, to be applied to the Satisfaction of such Orders as are therein mentioned, to the Contributors of any Sum not exceeding Two Millions, to be raised for carrying on the War, and other Her Majesty's Occasions;" to which they desire the Concurrence of this House.

Duties for a Yearly Fund, to raise Two Millions, Bill.

Ordered, That the said Bill be committed to a Committee of the whole House, on Thursday next, at Eleven a Clock.

American Merchants, to be heard against it.

Upon reading the Petition of several Merchants trading to America, praying to be heard, by their Counsel, against the Bill, intituled, "An Act for the Encouragement of the Trade to America:"

It is Ordered, by the Lords Spiritual and Temporal in Parliament assembled, That the Petitioners shall be heard, according to the Prayer of the said Petition, on Thursday next, at Twelve a Clock, before the Second Reading of the said Bill; at which Time any Persons concerned may be heard, by their Counsel, for the said Bill.

Adjourn.
