Who brought up a Bill, intituled, "An Act for the raising the Militia of this Kingdom for the Year One Thousand Six Hundred Ninety-one, although the Month's Pay formerly advanced be not re-paid."

Militia Bill.

Hodie 1a & 2a vice lecta est Billa, "An Act for the raising the Militia of this Kingdom for the Year 1691, although the Month's Pay formerly advanced be not re-paid."

ORDERED, That the Consideration of this Bill is committed to these Lords following:

Public Accompts for examining, Bill.

Then the House was adjourned during Pleasure, and put into a Committee, upon the Bill, intituled, "An Act for appointing and enabling Commissioners to examine, take, and state, the Public Accompts of the Kingdom."

And, after some Time spent therein, the House was resumed.

And the Earl of Fauconberge reported, "That the Committee have gone through the Bill; and have added the Right Honourable John Earl of Bridgewater, Thomas Earl of Stamford, Lawrence Earl of Rochester, and Charles Lord Cornwallis, to be Commissioners in the Bill, in Press 1st, L. 18; and have agreed to a Proviso to be added at the End of the Bill."

The Addition and Proviso were read.

Lords desire to be excused from acting as Commissioners.

Then, upon reading the Addition, the Earl of Rochester, the Lord Cornwallis, the Earl of Stamford, and the Earl of Bridgewater, severally in their Places desired to be excused; and severally thanked the House for the Honour they had received, by being chosen as Commissioners in the Bill.

After Debate thereupon,

This Question was put, "Whether any Lord that desires to be excused shall be excused?"

It was Resolved in the Affirmative.

ORDERED, That the House disagrees with the Committee in the Addition of Commissioners and the Proviso. Then,

To let them know, the House hath passed the said Bill, without any Amendment; and also the Bill, intituled, "An Act to enable John Rosseter Esquire to sell Lands, for Payment of Debts."

Corn Spirits, and Duty on Low Wines, Bill.

Distillers, &c. heard against it.

Counsel was called in, and heard, for the Refiners of Sugar, for the Master, Wardens, and Assistants, of the Trade, Art, and Mystery of Distillers of London, and the Merchants were heard by themselves against the Bill, intituled, "An Act for the encouraging the distilling of Brandy and Spirits from Corn, and for laying several Duties on Low Wines or Spirits of the First Extraction."

Messages from H. C. with a Bill; and to remind the Lords of the Bill for attainting Persons in Rebellion.

A Message was brought from the House of Commons, by Mr. Price and others:

Who brought up a Bill, intituled, "An Act for the speedier determining of Questions touching Elections of Members to serve in Parliament;" to which they desire their Lordships Concurrence.

A Message was brought from the House of Commons: To put their Lordships in Mind of the Bill, intituled, "An Act for attainting Persons in Rebellion in England and Ireland, and for applying their Estates towards the Charge of the present War."

Navigation and Corn Acts, for Suspension of, Bill: Trinity House and Commissioners of the Navy heard about it.

Then the Commissioners of the Navy and the Members of Trinity House were called in, and heard, pursuant to an Order Yesterday, concerning the Bill, intituled, "An Act for suspending, during the War with France, that Part of the Act of Navigation, and that Part of the Act for Exportation of Corn, which obliges English Ships to fail with English Seamen."

And, after Debate thereupon, it was ordered as followeth:

"ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Bill, intituled, An Act for suspending, during the War with France, that Part of the Act of Navigation, and that Part of the Act for Exportation, which obliges English Ships to sail with English Seamen," shall be re-committed to the same Committee as before; to meet To-morrow, at Nine of the Clock in the Forenoon, in the Prince's Lodgings near the House of Peers; and that their Lordships draw a Clause, to prevent any Persons from harbouring of Seamen; and that a Clause be added for encouraging Seamen; and that if Foreigners be allowed to sail in English Ships, they shall be obliged to take in proportionable Number of Landmen; and that they may have the Commissioners of the Navy and Trinity House to attend the Committee, if they think fit.
